ΔΝΤ κατά νεοφιλελευθερισμού!

Κι όμως συνέβη κι αυτό! Τρεις κορυφαίοι οικονομολόγοι του Διεθνούς Νομισματικού Ταμείου (ΔΝΤ), του οργανισμού που έχει εφαρμόσει με τον πλέον σκληρό τρόπο το νεοφιλελεύθερο δόγμα, περνώντας ισοπεδωτικά από χώρες ανά τον κόσμο, επικρίνουν τον νεοφιλελευθερισμό! Ίσως πρόκειται για την πρώτη φορά που το ΔΝΤ στρέφεται εναντίον του… ΔΝΤ.

Τρεις διακεκριμένοι οικονομολόγοι του ΔΝΤ, οι J. Ostry, P. Loungani και D. Furceri, υπογράφουν άρθρο στο περιοδικό του Ταμείου «Finance & Development», στο οποίο εκφράζουν επιφυλάξεις συνολικά για το οικονομικό δόγμα του νεοφιλελευθερισμού, εκτιμώντας ότι οι νεοφιλελεύθερες πολιτικές που σθεναρά υποστήριξε στην περίπτωση της Χιλής για παράδειγμα ο Μίλτον Φρίντμαν, «αντί να οδηγήσουν στην ανάκαμψη ορισμένες φορές διευρύνουν την κοινωνική ανισότητα θέτοντας έτσι σε κίνδυνο την αειφόρο ανάπτυξη».

Οι τρεις οικονομολόγοι εξετάζουν την νεοφιλελεύθερη ατζέντα επιχειρώντας να καταγράψουν τα οφέλη, αλλά κυρίως τις παράπλευρες απώλειες που προκύπτουν από την εφαρμογή των πολιτικών δημοσιονομικής λιτότητας και άρσης των περιορισμών στην κίνηση των κεφαλαίων.

Τα συμπεράσματα στα οποία καταλήγουν εξετάζοντας αρκετές περιπτώσεις χωρών οι οποίες διαχρονικά, εφάρμοσαν τις πολιτικές αυτές, είτε υπό την έμπνευση του ΔΝΤ είτε μετά από ελεύθερη επιλογή των κυβερνήσεων είναι τρία:

1. Τα οφέλη σε όρους αυξημένων ρυθμών ανάπτυξης είναι δύσκολο να τεκμηριωθούν, όταν το δείγμα των χωρών που εξετάζεται είναι αρκετά μεγάλο.

2. Το κόστος που επιφέρουν οι πολιτικές αυτές στο κοινωνικό σώμα, αυξάνοντας τους δείκτες ανισότητας, είναι δυσβάστακτο. Μάλιστα τέτοια κόστη μπορούν να αντισταθμίσουν πλήρως τα οφέλη που μπορεί να επιφέρουν οι πολιτικές αυτές στο μέτωπο της ανάπτυξης.

3. Η όξυνση της κοινωνικής ανισότητας θέτει εν αμφιβόλω τη διατήρηση υψηλών ρυθμών ανάπτυξης στο μέλλον. Έτσι παρόλο που η ανάπτυξη αποτελεί τη βασική επιδίωξη των νεοφιλελεύθερων επιλογών, οι υποστηρικτές τους θα πρέπει να λάβουν σοβαρά υπόψη τα αποτελέσματα που έχουν οι πολιτικές αυτές στην διανομή του πλούτου μέσα στην κοινωνία.
