Ακτιβιστές στην Ολλανδία προκαλούν δημοψήφισμα για να εμποδίσουν την επικύρωση της CETA

Συνεχίζεται η αντίσταση κατά της δικτατορίας των πολυεθνικών

Ακτιβιστές στην Ολλανδία έχουν συγκεντρώσει σχεδόν τα δυο τρίτα των απαιτούμενων υπογραφών που θα ανοίξουν τον δρόμο στη διεξαγωγή δημοψηφίσματος για την τύχη της CETA. Το επιχείρημα τους γνωστό: ευνοεί τα συμφέροντα των πολυεθνικών.

Οι Ολλανδοί έχουν δυο φορές καταψηφίσει πρωτοβουλίες της Ευρωπαϊκής Ενωσης σε δημοψηφίσματα: την πρώτη φορά το 2005 απορρίπτοντας το προτεινόμενο ευρωπαϊκό σύνταγμα και την δεύτερη φορά τον Απρίλιο όταν αρνήθηκαν να πουν το «ναι» στα σχέδια για πιο στενές σχέσεις της Ε.Ε. με την Ουκρανία.

Για την CETA οι ακτιβιστές άρχισαν να συγκεντρώνουν από πέρσι υπογραφές και έχουν πλέον καταγράψει τα ονόματα 200.000 ατόμων που συμφωνούν με τη διεξαγωγή δημοψηφίσματος.

Σύμφωνα με τον νόμο, 300.000 είναι αρκετές για να διεξαχθεί «συμβουλευτικό δημοψήφισμα» για οποιοδήποτε νομοσχέδιο προσπαθήσει να περάσει η κυβέρνηση από τη βουλή. Εάν οι ψηφοφόροι απορρίψουν το εν λόγω νομοσχέδιο και η προσέλευση στη κάλπη είναι πάνω από 30%, η κυβέρνηση χρειάζεται τη συγκατάθεση της βουλής για να προχωρήσει, προσφέροντας πιθανότατα συμβιβαστικές προτάσεις ή τροποποιήσεις για να ανταποκριθεί στη λαϊκή βούληση.

Μια ήττα της κυβέρνησης σε δημοψήφισμα θα είναι ένα ακόμη εμπόδιο στο δρόμο της επικύρωσης της CETA, η οποία διασώθηκε στο παραπέντε τον περασμένο μήνα, μετά την άρνηση της βελγικής περιφέρειας της Βαλονίας να δώσει τη συγκατάθεση της πριν δοθούν αρμοδίως οι διαβεβαιώσεις που ζητούσε.

Το αίτημα για δημοψήφισμα μπορεί να κατατεθεί αφού η βουλή έχει επικυρώσει την συμφωνία, κάτι που δεν προβλέπεται να γίνει πριν τις βουλευτικές εκλογές, οι οποίες έχουν προγραμματιστεί για τον Μάρτιο του 2017.

Η συμφωνία Ε.Ε.- Καναδά υπεγράφη μεν από τις ηγεσίες την περασμένη Κυριακή, αλλά για να τεθεί σε πλήρη εφαρμογή χρειάζεται την έγκριση περίπου 40 εθνικών και περιφερειακών κοινοβουλίων

Μια ήττα για τους υποστηρικτές της στην Ολλανδία θα εντείνει τις αμφιβολίες για την ικανότητα της Ε.Ε. να διαπραγματεύεται συμφωνίες για λογαριασμό των χωρών μελών της.

Αυτές οι συμφωνίες της Ενωσης χρειάζονται την έγκριση και των 28 χωρών μελών.
