Η αποσιώπηση και η συκοφαντία ως μέσα νομιμοποίησης των διαθεσιμοτήτων

Στις 23 Ιουλίου 2013 δημοσιεύθηκε ο Ν. 4172/2013 (ΦΕΚ 67 Α’ / 23.07.2013), ο οποίος προβλέπει την κατάργηση σημαντικών τομέων της Δευτεροβάθμιας Τεχνικής Εκπαίδευσης – τομείς που επέλεγαν το 1/3 του μαθητικού δυναμικού των ΕΠΑΛ - και ορίζει ότι το προσωπικό των καταργουμένων ειδικοτήτων τίθεται σε διαθεσιμότητα.
Το διάστημα των τεσσάρων μηνών που βρισκόμαστε σε διαθεσιμότητα, οι δημοσιογράφοι, οι βουλευτές και οι υπουργοί, τις ελάχιστες φορές που αναδεικνύουν το θέμα αυτό, αναφέρονται σε “όργιο προσλήψεων”, σε “ρουσφετολογικά τρικ”, σε αποτύπωση αναγκών από ειδικό θεσμικό φορέα και σε “πλεονάζοντες καθηγητές” που δεν διέθεταν καν τα απαραίτητα προσόντα για τις θέσεις που κατείχαν. Επειδή, η συκοφαντία είναι πάρα πολύ άτιμη πράξη κατά το ποινικό δίκαιο, όπως πολύ χαρακτηριστικά είπε ο κ. Βενιζέλος πρόσφατα στη βουλή, θα ήθελα με αφορμή τη δημοσίευση του παρόντος κειμένου να αποκατασταθεί η αλήθεια.
            Θέλω να σας πληροφορήσω πως οι καθηγητές που ετέθησαν σε διαθεσιμότητα όχι μόνον δεν πλεόναζαν, αλλά αντιθέτως κατείχαν οργανικές θέσεις και είχαν πλήρες ωράριο σε πολυπληθείς ειδικότητες με μεγάλη απορρόφηση στην αγορά εργασίας. Οι ειδικότητες αυτές δεν απουσιάζουν από την δευτεροβάθμια επαγγελματική εκπαίδευση καμίας χώρας της Ε.Ε. Η διαθεσιμότητα προέκυψε από την άκριτη κατάργηση ειδικοτήτων (Ν.4172/2013), δημιουργώντας προβλήματα ειδικά στους μαθητές της Β’ και Γ’ τάξης που εν τέλει δεν θα μπορέσουν να ολοκληρώσουν την φοίτησή τους καθώς δεν εφαρμόστηκαν ούτε οι μεταβατικές διατάξεις του Ν.4186/13. Το υπουργείο προσπάθησε ανεπιτυχώς να καλύψει τα κενά που προέκυψαν από τις διαθεσιμότητες με προσλήψεις ωρομισθίων στις θέσεις των μόνιμων εκπαιδευτικών (εγκύκλιος 111192/Δ1/09-08-2013(ΑΔΑ: ΒΛΩΛ9-9ΞΡ), γεγονός που αποδεικνύει πως δεν πρόκειται για καθηγητές που προσελήφθησαν για την κάλυψη πλασματικών κενών με ‘ρουσφετολογικά τρικ’.
Μέχρι και σήμερα τα κενά αυτά δεν έχουν καλυφθεί και οι μαθητές σε πάρα πολλές περιπτώσεις δεν διδάσκονται ούτε τα μαθήματα που είναι προαπαιτούμενα και πανελλαδικώς εξεταζόμενα για την εισαγωγή τους στα ΤΕΙ. Την ίδια στιγμή, οι καθηγητές που θα διδάσκαμε τα μαθήματα αυτά, βρισκόμαστε σε καθεστώς διαθεσιμότητας και δεν αξιοποιούμαστε πουθενά, παρά τις επαναλαμβανόμενες δηλώσεις του υπουργού κ Αρβανιτόπουλου ότι έχουμε απορροφηθεί στα ΙΕΚ και σε άλλους φορείς. Σε σχετικά ερωτήματα ο υπουργός παιδείας απαντά ότι πρόκειται για ενέργειες που αποσκοπούν στην αναβάθμιση της δευτεροβάθμιας τεχνικής εκπαίδευσης!!!
           Θέλω επίσης να σας υπογραμμίσω πως δεν προηγήθηκε ούτε αποτύπωση αναγκών ούτε αξιολόγηση εκπαιδευτικών. Τα κριτήρια και η μοριοδότηση για την επιλογή υπαλλήλων σε διαθεσιμότητα ορίστηκαν με ΥΑ στις 7-8-2013 (Φ.Ε.Κ.1914/7-8-2013), μεταγενέστερα δηλαδή της διαπιστωτικής πράξης διαθεσιμότητας, ενώ μέχρι σήμερα δεν έχει καταρτισθεί πίνακας αποτύπωσης των προσόντων μας (βλ.http://www.asep.gr/asep/site/home/Tabs/diathesimothta/ana_forea.csp). 

Αν είχε δημοσιοποιηθεί ο εν λόγω πίνακας θα βλέπατε επίσης ότι δεν πρόκειται για υπαλλήλους με ελλειπή προσόντα όπως αφήνεται σκοπίμως να εννοηθεί στα διάφορα δημοσιεύματα. Αντίθετα, πολλοί από εμάς είμαστε κάτοχοι δύο ή και τριών πτυχίων, μεταπτυχιακών ή διδακτορικών, με παιδαγωγική επάρκεια και με συνεχή επιμόρφωση στο αντικείμενό μας. Αξίζει εδώ να σημειωθεί ότι ενώ αρχικά εξαιρέθηκαν της διαθεσιμότητας οι κάτοχοι μεταπτυχιακών και διδακτορικών τίτλων (όπως άλλωστε ίσχυσε για τους υπόλοιπους δημόσιους υπαλλήλους με τη λογική της αξιοκρατίας και της αναβάθμισης του δημοσίου τομέα), ο κ. Αρβανιτόπουλος  δυστυχώς ήρε την εξαίρεση αυτή με τροπολογία, στις 26/7/2013 (Ν.4174/2013). Εξακολουθείτε να πιστεύετε πως στόχος του Υπουργείου Παιδείας είναι η αναβάθμιση της παρεχόμενης εκπαίδευσης και η εξυγίανση του δημοσίου;
Τέλος, θα ήθελα να σας ενημερώσω ότι προσλήψεις μας, όπως και όλων των άλλων συναδέλφων μας, έγιναν με τις πιο διαφανείς διαδικασίες. Προσληφθήκαμε είτε με γραπτό διαγωνισμό του ΑΣΕΠ είτε από Πανελλαδικό Πίνακα Διορισμών που ελέγχει και συντάσσει το ίδιο το υπουργείο βάσει βαθμού πτυχίου, μεταπτυχιακών, προϋπηρεσίας και βαθμού επιτυχίας στον ΑΣΕΠ. Στους πίνακες αυτούς έχει πρόσβαση ο καθένας και μπορεί να ελέγξει την ακρίβεια των στοιχείων (βλ. http://e-aitisi.sch.gr/ )
           Παρακαλώ ελέγξτε την αλήθεια όσων γράφονται παραπάνω και δημοσιοποιείστε το θέμα. Η αποσιώπησή του από τα ΜΜΕ εγείρει υποψίες. Θέλω να πιστεύω πως η έγκυρη και προσεκτική ενημέρωση είναι προς το συμφέρον όλων μας, ειδικά όταν αφορά υποθέσεις προσώπων που έχουν υποστεί ηθική, οικονομική και οικογενειακή ζημία.
