Λίστα Βαρουφάκη: Σημαντική για λόγους τακτικής

Τα περισσότερα από τα σημεία της λίστας Βαρουφάκη αφήνουν περιθώρια ελιγμών καθώς μπορούν να ερμηνευθούν κατά το δοκούν. Αφορούν την πάταξη της φοροδιαφυγής ειδικά για τα μεγάλα εισοδήματα και τον δραστικό περιορισμό στις άσκοπες σπατάλες στο δημόσιο, όπως άλλωστε είχε υποσχεθεί προεκλογικά η κυβέρνηση.

Χαρακτηριστικά αναφέρεται ότι:

“Διεύρυνση του ορισμού της φορολογικής απάτης και της φοροδιαφυγής και 'διάλυση' (disbanding) της φορολογικής ασυλίας. [...] Θα εργασθούμε για τη δημιουργία μιας νέας κουλτούρας στο σκέλος της φορολογικής συμμόρφωσης ώστε να εξασφαλιστεί ότι όλα τα τμήματα της κοινωνίας, και ειδικά τα εύρωστα, θα συμβάλουν δίκαια στη χρηματοδότηση των δημόσιων πολιτικών.”

και

“Θα διασφαλίσει πως η ΓΓΔΕ [Γενική Γραμματεία Δημοσίων Εσόδων] διαθέτει επαρκές προσωπικό, τόσο ποσοτικά όσο και ποιοτικά, και ιδιαίτερα οι μονάδες για τους φορολογουμένους υψηλού πλούτου και τους μεγάλους οφειλέτες και θα διασφαλίσει ότι διαθέτει ισχυρές ανακριτικές εξουσίες και εξουσίες δίωξης, και πόρους με βάση τις ικανότητες του ΣΔΟΕ, ώστε να στοχεύσει αποτελεσματικά τη φοροδιαφυγή και την είσπραξη οφειλών, από υψηλού εισοδήματος κοινωνικές ομάδες.”

Ουσιαστικά είναι αυτό που έλεγε προεκλογικά ο ΣΥΡΙΖΑ για φορολογία τύπων συναλλαγών εκατομμυρίων που απολαμβάνουν φορολογικής ασυλίας και που είναι φυσικό να ενοχλεί πολλούς.

Υπάρχουν σημεία που δηλώνουν ανοιχτά τη θέληση της κυβέρνησης να χτυπήσει τα μεγάλα συμφέροντα:

“[Η χώρα θα] Επικεντρωθεί στο λαθρεμπόριο καυσίμων και προϊόντων καπνού, θα παρακολουθήσει τις τιμές των εισαγόμενων προϊόντων (για να αποτραπούν οι απώλειες εσόδων κατά τη διάρκεια των διαδικασιών εισαγωγής) και θα αντιμετωπίσει το ξέπλυμα χρήματος. Η κυβέρνηση σκοπεύει να θέσει άμεσα φιλόδοξους στόχους εσόδων από τους τομείς αυτούς, που θα επιδιωχθούν σε συντονισμό με τον υπουργό Επικρατείας. [...] Ενεργοποιήσει άμεσα την τρέχουσα (και αδρανή) νομοθεσία που ρυθμίσει τα έσοδα των μέσων ενημέρωσης (έντυπων και ηλεκτρονικών), διασφαλίζοντας (μέσω κατάλληλων διαδικασιών) πως θα πληρώνουν στο κράτος σε τιμές αγοράς για τις συχνότητες που χρησιμοποιούν, και πως θα απαγορεύεται η συνεχιζόμενη λειτουργία μονίμως ζημιογόνων μέσων ενημέρωσης (χωρίς διαφανή διαδικασία ανακεφαλαιοποίησης).”

Υπάρχει επίσης ειδική κατηγορία για την αντιμετώπιση της ανθρωπιστικής κρίσης. Η προσθήκη αυτής της κατηγορίας αποτελεί ουσιαστικά ομολογία της αποτυχίας του προηγούμενου προγράμματος, παρά τους θριάμβους ορισμένων παραγόντων της αντίπαλης πλευράς και μεγάλων ΜΜΕ για υποχώρηση της Ελληνικής πλευράς. Στην ουσία πρόκειται για άλλη μια τακτική νίκη της Ελληνικής πλευράς:

“Η ελληνική κυβέρνηση επιβεβαιώνει το σχέδιο της να: Αντιμετωπίσει τις ανάγκες που προκύπτουν από την πρόσφατη αύξηση της απόλυτης φτώχειας (ανεπαρκή πρόσβαση σε τροφή, στέγη, υπηρεσίες υγείας και την παροχή ρεύματος) μέσω ιδιαίτερα στοχευμένων μη χρηματικών μέσων (π.χ. κουπόνια τροφίμων). Να το πράξει με τρόπο που θα είναι βοηθητικός για τη μεταρρύθμιση της δημόσιας διοίκησης και τη μάχη κατά της διαφθοράς και της γραφειοκρατίας (π.χ. με έκδοση μιας έξυπνης κάρτας πολίτη που μπορεί να χρησιμοποιηθεί ως κάρτα ID στο σύστημα υγείας, αλλά και για την πρόσβαση στο πρόγραμμα κουπονιών σίτισης κ.τλ.). Να αξιολογήσει το πιλοτικό πρόγραμμα για το Ελάχιστο Εγγυημένο Εισόδημα με στόχο την επέκτασή του σε πανελλαδική βάση. Εξασφαλίσει ότι η μάχη κατά της ανθρωπιστικής κρίσης δεν θα έχει αρνητικό δημοσιονομικό αντίκτυπο.”

Το τελευταίο "μελανό σημείο" που λέει ότι "... η μάχη κατά της ανθρωπιστικής κρίσης δεν θα έχει αρνητικό δημοσιονομικό αντίκτυπο.", προφανώς έγινε για λόγους καθησυχασμού των "αρχιερέων" της δημοσιονομικής πειθαρχίας.

Υπάρχουν όμως και τα άλλα μελανά σημεία της λίστας:

“[Οι αρχές θα] Εγκαθιδρύσουν έναν στενότερο δεσμό μεταξύ των συνταξιοδοτικών εισφορών και των εισοδημάτων ...”

“[Η χώρα θα] Μεταρρυθμίσει το πλέγμα των μισθών του δημοσίου τομέα με σκοπό να αποσυμπιέσει την κατανομή των μισθών μέσω αύξησης της παραγωγής και κατάλληλων πολιτικών προσλήψεων χωρίς να μειώνονται τα τρέχοντα κατώτατα επίπεδα μισθών, διασφαλίζοντας όμως ότι δεν θα αυξηθεί το κονδύλι των μισθών του δημοσίου. [...] Εξορθολογήσει τα μη μισθολογικά επιδόματα, για να μειωθούν οι συνολικές δαπάνες, ...”

“[Οι ελληνικές αρχές θα] Δεσμευτούν ότι δεν θα καταργήσουν ιδιωτικοποιήσεις που έχουν ολοκληρωθεί. Στην περίπτωση που ο διαγωνισμός έχει προκηρυχθεί η κυβέρνηση θα σεβαστεί τη διαδικασία, σύμφωνα με την νομοθεσία. [...] Επανεξετάσουν τις ιδιωτικοποιήσεις που δεν έχουν προκηρυχτεί, αποσκοπώντας στην βελτίωση των όρων έτσι ώστε να βελτιστοποιηθούν τα μακροπρόθεσμα οφέλη του δημοσίου, να δημιουργηθούν έσοδα, να ενισχυθεί ο ανταγωνισμός, να προωθηθεί η οικονομική ανάκαμψη και να ενισχυθούν οι μακροπρόθεσμες προοπτικές ανάπτυξης.”

“Η έκταση και ο χρόνος των αλλαγών στον κατώτατο μισθό θα γίνουν με διαβούλευση με τους κοινωνικούς εταίρους και τους Ευρωπαϊκούς και διεθνούς θεσμούς, συμπεριλαμβανομένου και του ILO, ενώ θα ληφθούν υπόψη οι συμβουλές ενός νέου ανεξάρτητου σώματος (independent body) για το αν οι αλλαγές στους μισθούς είναι σε συνάρτηση με τις εξελίξεις στην παραγωγή και την ανταγωνιστικότητα.”

“[Η Ελλάδα παραμένει προσηλωμένη στο να] Αφαιρέσει φραγμούς στον ανταγωνισμό βασισμένη σε στοιχεία που θα αντλήσει από τον ΟΟΣΑ.”

Σε κάθε περίπτωση, η λίστα απέχει μερικά έτη φωτός από το email Χαρδούβελη και είναι γραμμένη με μια βολική ασάφεια και γενικότητα που επιτρέπει ελιγμούς στην Ελληνική κυβέρνηση. Φαίνεται ότι είναι σωστή η εκτίμηση ότι πρόκειται όντως για μια 4μηνη εκεχειρία την οποία οι αντίπαλες πλευρές θα χρησιμοποιήσουν για τους δικούς τους σκοπούς. Λίγη σημασία επομένως έχουν αυτά τα σημεία της συμφωνίας. Σημασία έχει η Ελληνική κυβέρνηση να εκμεταλλευτεί αυτό το διάστημα και να προχωρήσει σε γρήγορες κινήσεις που θα την φέρουν σε πλεονεκτική θέση την ώρα της επόμενης μάχης:

“... τα χρηματιστηριακά λόμπι που εκπροσωπούνται από την Τρόικα, επιμένουν στους σαδιστικούς δημοσιονομικούς στόχους, ακριβώς επειδή γνωρίζουν πολύ καλά ότι είναι αδύνατον να επιτευχθούν από μια κατεστραμμένη οικονομία. Θα χρησιμοποιήσουν αυτή την τετράμηνη περίοδο απλά ως μια δικαιολογία για να πουν αργότερα ότι συμπεριφέρθηκαν με ιδιαίτερη επιείκεια στην Ελλάδα, την μεταχειρίστηκαν δηλαδή προνομιακά, έτσι ώστε να στρέψουν όλες τις υπόλοιπες χώρες της ευρωζώνης κατά της Ελλάδας και να απομονώσουν πλήρως την Ελληνική κυβέρνηση. Από την άλλη, ο Τσίπρας πήρε αυτό που ήθελε έτσι ώστε να προετοιμαστεί η χώρα καλύτερα για ένα Grexit. Η Αριστερή κυβέρνηση ξέρει καλά με ποιους έχει να κάνει και θα χρησιμοποιήσει αυτή την περίοδο για να προετοιμαστεί καλύτερα για την επόμενη μάχη αυτού του μεγάλου πολέμου.” (http://failedevolution.blogspot.gr/2015/02/grexit.html)

Atlanta Police Violently Arrest Emory Students & Faculty to Clear Gaza Solidarity Encampment

Yanis Varoufakis Banned from Germany as Berlin Police Raid & Shut Down Palestinian Conference
