Plan Cóndor 2.0: Tras el golpe en Bolivia, Trump declara a Nicaragua ‘amenaza a su seguridad nacional’ y apunta hacia México

Luego de presidir el golpe en Bolivia, los Estados Unidos declararon a Nicaragua como una “amenaza a la seguridad nacional” anunciando nuevas sanciones, al mismo tiempo que Trump designó a los carteles del narcotráfico en México como “terroristas” sin descartar una intervención militar.

Mientras que no hay ninguna novedad en el hecho de que los Estados Unidos apunten contra los gobiernos de Nicaragua y Venezuela, Donald Trump está posando su mirada en el aliado de vieja data de los Estados Unidos: México.

En 2018, el electorado mexicano hizo historia cuando eligieron en avalancha a Andrés Manuel López Obrador. López Obrador, con frecuencia referido como AMLO, es el primer presidente de izquierda en más de cinco décadas. Apoyado sobre campaña progresista prometiendo un impulso al gasto social, reducción de la pobreza, combate a la corrupción e incluso la despenalización de las drogas.

En México, AMLO goza de mucha popularidad. En febrero tuvo un sorprendente índice de 86 por ciento de aprobación. Y se ha granjeado un apoyo amplio jurando combatir la ortodoxia capitalista neoliberal.

“El modelo económico neoliberal ha sido un desastre, una calamidad para la vida pública del país”, declaró. “La corrupción es la hija del neoliberalismo”.

Cuando reveló su Plan de Desarrollo Nacional, López Obrador anunció el fin de “la larga noche neoliberal”.

Sus políticas de izquierda han causado conmoción en Washington, que por mucho tiempo se ha apoyado en líderes neoliberales que le asegurasen una base laboral estable, barata y explotable, para mantener un mercado confiable de bienes estadounidenses y fronteras abiertas para capital estadounidense y corporativo.

El 27 de noviembre, un día después de que declarara a Nicaragua como una “amenaza a la seguridad nacional”, Trump anunció que su gobierno designará como “organizaciones terroristas” a los narcocarteles mexicanos.

Tal designación facilita el camino para la intervención militar directa de los Estados Unidos en México.

Trump le reveló esta nueva política al ancla de Fox News Bill O’Reilly en una entrevista. “¿Va a designar a esos carteles en México como grupos terroristas y comenzar a golpearlos con drones y cosas como esas?”, le preguntó O’Reilly.

El presidente de los Estados Unidos se negó a descartar esa posibilidad y otras acciones militares contra los carteles en México.

El anuncio de Trump al parecer sorprendió al gobierno mexicano, que inmediatamente convocó a una reunión con el Departamento de Estado.

Es particularmente irónica esta designación cuando se toma en consideración que los principales capos de los carteles mexicanos han tenido lazos de larga data con el gobierno de los Estados Unidos. Por ejemplo, los líderes de Los Zetas, un cartel que ostenta una brutalidad notoria, fueron originalmente entrenados en tácticas contrainsurgentes por los Estados Unidos.

A lo largo de la Guerra Fría, Estados Unidos ha armado, entrenado y financiado a escuadrones de la muerte en toda América Latina, muchos de los cuales han estado involucrados en tráfico de drogas. La CIA también ha usado dinero de la droga para financiar grupos paramilitares de extrema derecha en Centroamérica.

Estas tácticas también fueron empleadas en el Medio Oriente y el sur de Asia. Los Estados Unidos armaron, entrenaron y financiaron a extremistas islamistas en Afganistán en los 80 (del siglo pasado) para que combatieran contra la Unión Soviética. Los mismos yijadistas-salafistas que luego fundaron Al Qaeda y el Talibán.

Esta estrategia fue después replicada en las guerras de los Estados Unidos contra Libia y Siria. Omar al-Shishani (“Omar el checheno”), por ejemplo, fue entrenado por el ejército estadounidense y gozó de apoyo directo de Washington cuando combatía contra Rusia.

La administración de Barack Obama también supervisó una campaña bautizada Project Gunrunner (Proyecto Traficante de Armas) y la Operación Rápido y Furioso (Fast and Furious), en las que el gobierno estadounidense cooperó con el envío de armamento a los carteles mexicanos.

La periodista mexicana Alina Duarte explicó que con la designación como terroristas de los carteles mexicanos “están creando la idea de que México representa una amenaza a su seguridad nacional”.

“Should we start talking about the possibility of a coup against Lopez Obrador in Mexico?” Duarte asked.

“¿Podemos comenzar a hablar sobre la posibilidad de un golpe contra López Obrador en México?”, se preguntaba Duarte.

Destacó que los medios corporativos se han embarcado en una campaña cada vez más feroz para demonizar a AMLO, retratando al presidente democráticamente electo como un aspirante a dictador con sed de poder que supuestamente está destruyendo la economía mexicana.

En una entrevista a Max Blumenthal y Ben Norton, de The Grayzone, en su podcast “Rebeldes Moderados” (Moderate Rebels), Duarte discutió el tema de la interferencia estadounidense en la política mexicana:


Hoy en día se extiende en todo México una campaña silenciosa a propósito del miedo de que la oposición de derecha pudiera derrocar al presidente López Obrador.

El propio AMLO ha señalado públicamente los rumores, dejando claro que no tolerará ninguna discusión sobre golpes de estado.

“Qué equivocados están los conservadores y sus halcones”, tuiteó López Obrador el 2 de noviembre. “Ahora es diferente”, escribió AMLO, haciendo referencia al asesinato en 1913 al presidente progresista Francisco Madero, uno de los líderes de la Revolución Mexicana.

“No permitiría otro golpe de Estado”, declaró.

Hace unos meses, mientras se intensificaba el miedo a un golpe, López Obrador se ha ido más hacia la izquierda, retando directamente al gobierno de los Estados Unidos, reivindicando, además, una política exterior independiente que contrasta dramáticamente con sus antecesores obsecuentes.

El gobieron de AMLO rechazó los esfuerzos estadounidenses por deslegitimar al gobierno de Venezuela, poniendo trabas a los esfuerzos de Washington por imponer al activista Juan Guaidó como el líder del golpe.

AMLO le ha dado la bienvenida a Rafael Correa, el perseguido líder socialista ecuatoriano, y también fue el anfitrión del primer viaje del argentino Alberto Fernández en su primer viaje al exterior tras ganar la presidencia de su país.

En octubre, López Obrador incluso le dio la bienvenida al presidente cubano, Díaz-Canel, en una visita histórica.
