"Terra Nullius" και σύγχρονη αποικιοκρατία

Η παγκόσμια νεοφιλελεύθερη δικτατορία επιβάλλει πολιτικές χωρίς να λογαριάζει καθόλου τους ανθρώπους

Μια ενδιαφέρουσα αφήγηση από τον Γιάννη Βαρουφάκη*

Ο όρος "Terra Nullius", είναι νομικός, Αγγλοσαξονικής προέλευσης. Οι ρίζες του βρίσκονται στη φιλοσοφία του Τζον Λοκ, ο οποίος ανέδειξε τη σχέση του ανθρώπινου μόχθου-της εργασίας, με το δικαίωμα στην ιδιοκτησία γης.

Το ερώτημα που έθεσε ο Λοκ ήταν το εξής: Πότε έχει κάποιος πραγματικό δικαίωμα σε ένα κομμάτι γης; Για να απαντήσει φιλοσοφικά, μας ζητά να φανταστούμε τι γίνεται στην υποθετική περίπτωση που κάποιοι ανακαλύπτουν ένα ερημικό νησί, πάνω στο οποίο έως τώρα δεν έχει πατήσει άνθρωπος, δεν είναι καν στο χάρτη. Αποβιβάζονται σ'αυτό και δηλώνουν ότι τους ανήκει. Δικαιούνται να το κάνουν; Ρωτάει ο Λοκ. Ναι, απαντά, υπό έναν όρο: Όχι μόνο πρέπει να είναι κενή ανθρώπων αυτή η γη - “Terra Nullius” - δηλαδή να μην έχει κάποιος άλλος δικαιώματα πάνω της, αλλά επιπλέον, πρέπει οι νεόφερτοι να δουλέψουν τη γη αυτή, να χύσουν τον ιδρώτα πάνω της κάνοντάς την να παραγάγει καρπούς-σοδειές. Τότε, όση απ'αυτή τη γη καταφέρουν να καλλιεργήσουν με το μόχθο τους, σε όση απ'αυτή τη γη αναμείξουν την εργασία τους, αυτή η γη είναι δική τους και κανένας, άτομο ή κράτος, δεν νομιμοποιείται να τους την πάρει, να την σφετεριστεί.

Υπό μία έννοια, αυτή η άποψη, ήταν η απαρχή της πολιτικής οικονομίας, που πολύ αργότερα συνέχισε ο Μαρξ. Δεν είναι τυχαίο ότι ο Μαρξ ξεκινά, όπως και ο Λοκ, με την υπόθεση ότι τα πάντα προκύπτουν από τον ανθρώπινο μόχθο, ότι η αξία των πραγμάτων προκύπτει από την εργασία που εμπεριέχουν. Μια υπόθεση πάνω στην οποία ο Μαρξ έχτισε τις οικονομικές του θεωρίες, τους τρεις τόμους του "Κεφαλαίου", για παράδειγμα.

Όταν οι Άγγλοι έφτασαν στην Αυστραλία το 1788, σαν αποικιοκράτες, ήταν αποφασισμένοι να την κηρύξουν όλη δική τους, ιδιοκτησία τους. Πώς όμως μπορούσε αυτό να σταθεί στο Αγγλικό δίκαιο, το οποίο, όσον αφορούσε τα ιδιοκτησιακά δικαιώματα, βασιζόταν στον Τζον Λοκ; Ο μόνος τρόπος να πείσουν τους εαυτούς τους ότι είχαν δικαίωμα στη γη της Αυστραλίας, ήταν να τη θεωρήσουν “Terra Nullius”-κενή γη, να αποβιβαστούν σ'αυτή, να την καλλιεργήσουν και έτσι να θεωρήσουν πως είναι δικαιωματικά δική τους.

Υπήρχε βέβαια ένα "προβληματάκι". Η "Terra" δεν ήταν "Nullius", κατοικούνταν ήδη από 5 εκατομμύρια Αβορίγινες. Πώς έλυσαν το πρόβλημα οι Άγγλοι έποικοι; Απλά υποστήριξαν ότι οι ιθαγενείς δεν ήταν 100% άνθρωποι! Χαρακτήρισαν έτσι την Αυστραλιανή ήπειρο "Terra Nullius" όσον αφορά τους ανθρώπους. Το αποτέλεσμα ήταν γνωστό: Το ξεκλήρισμα των Αβορίγινων που σήμερα, από τα αρχικά 5 εκατομμύρια ψυχών, είναι ζήτημα να επιβιώνουν 150 χιλιάδες. Ο χυδαίος νομικός χαρακτηρισμός, της προ του 1788 Αυστραλίας ως "Terra Nullius", ανατράπηκε το 1988, από το ανώτατο δικαστήριο της Αυστραλίας, δηλαδή 200 χρόνια μετά.

Η ιστορία αυτή δεν αφορά μόνο την Αυστραλία. Αφορά όλες τις περιπτώσεις της αποικιοκρατίας. Της συστηματικής καταπίεσης ενός λαού από έναν άλλον. Μπορεί η Ελλάδα σήμερα να μην θεωρείται, επισήμως-νομικά, "Terra Nullius", από την Τρόικα, όμως οι Έλληνες, οι Ισπανοί, οι Πορτογάλοι, οι Ιρλανδοί, οι Γερμανοί πτωχοί, οι κάτοικοι των γκέτο στις συνοικίες που περιτριγυρίζουν το Παρίσι, αντιμετωπίζονται εν τέλει ως κάτι λιγότερο από 100% άνθρωποι. Οι χώρες, οι περιοχές αυτές, οι συνοικίες τους, θεωρούνται θεσμικά κενές, στερούμενες πληθυσμών που να έχουν το δικαίωμα να διαμορφώνουν οι ίδιοι το μέλλον τους. Τα μνημόνια δεν θα γράφονταν όπως γράφτηκαν, αν δεν υπήρχε μια δόση της νοοτροπίας του "Terra Nullius" στο νου των συγγραφέων τους.

Σε ένα τέτοιο περιβάλλον, ο καθένας θα προσπαθεί μόνος του να επιβιώσει. Η ανθρώπινη ζωή θα χάσει κάθε αξία. Μιλάμε δηλαδή για την επιστροφή στην απόλυτη βαρβαρότητα. Πολλοί πιστεύουν ακόμα στο μύθο της ελεύθερης αγοράς. Έχουν στο μυαλό τους μια ιδανική κατάσταση, όπου ο καθένας θα είναι απαλλαγμένος από την καταπίεση του κράτους και η ελεύθερη αγορά θα οδηγήσει τις κοινωνίες και τα άτομα σε μια ισορροπία και μια ευημερία. Είναι απλά μια αυταπάτη επειδή στην πραγματικότητα το παιχνίδι είναι πιο στημένο από ποτέ. Δεν μιλάμε για καπιταλισμό, ούτε καν για νεοφιλελευθερισμό. Μιλάμε για την νέα, παγκόσμια και βάναυση φεουδαρχία!
