Ρωσία, Ιράν και Τουρκία σπάνε τη Συρία σε ζώνες επιρροής

Ρωσία, Τουρκία και Ιράν συζητούν για τον τρόπο που θα μοιράσουν ανεπίσημα τη Συρία σε ζώνες επιρροής, συμφωνώντας ο Μπασάρ Αλ Άσαντ να παραμείνει πρόεδρος της χώρας έως τις επόμενες προεδρικές εκλογές.

Βάσει δημοσιεύματος του Reuters, η συμφωνία μεταξύ των τριών χωρών προβλέπει τη δημιουργία μιας ομοσπονδιακής Συρίας που θα ελέγχεται από τον Άσαντ και ταυτόχρονα θα παρέχει μια περιφερειακή αυτονομία. Όπως επισημαίνεται πρόκειται για ένα σχέδιο που βρίσκεται σε πρώιμο στάδιο.

«Έχει σημειωθεί μια κίνηση προς έναν συμβιβασμό» δήλωσε ο Αντρέι Κορτούνοφ, γενικός διευθυντής του Ρωσικού Συμβουλίου Διεθνών Υποθέσεων, ινστιτούτου μελετών το οποίο πρόσκειται στο ρωσικό υπουργείο Εξωτερικών. «Μια τελική συμφωνία θα είναι σκληρή, όμως οι θέσεις έχουν μεταβληθεί» αναφέρει.

Οι εξουσίες του Άσαντ θα περικοπούν με βάση μια συμφωνία των τριών χωρών, λένε συγκλίνουσες πηγές, ενώ υπογραμμίζουν πως ο Άσαντ θα μείνει στην προεδρία μέχρι τις επόμενες προεδρικές εκλογές οπότε και θα αποχωρήσει υπέρ ενός λιγότερου πολωτικού αλαουίτη υποψηφίου. «Ορισμένα ονόματα στην ηγεσία έχουν αναφερθεί [ως πιθανοί διάδοχοι]» είπε ο Κορτούνοφ, αρνούμενος να μιλήσει πιο συγκεκριμένα.

Κανείς δεν πιστεύει ότι μια ευρύτερη ειρηνευτική συμφωνία στη Συρία, κάτι που δεν έχει καταφέρει η διεθνής κοινότητα εδώ και χρόνια, θα είναι εύκολη, γρήγορη ή ότι η εφαρμογή της έχει βέβαιη την επιτυχία. Αυτό που είναι σαφές είναι πως ο πρόεδρος Βλαντιμίρ Πούτιν θέλει να παίξει ηγετικό ρόλο στην προσπάθεια να επιτύχει μια διευθέτηση, αρχικά με την Τουρκία και το Ιράν. Κάτι τέτοιο θα ενίσχυε το αφήγημά του για μια Ρωσία που ανακτά τα σκήπτρα της παγκόσμιας δύναμης και αποτελεί σοβαρό παίκτη στη Μέση Ανατολή.

Αν τελικά υπάρξει τελική συμφωνία για το παραπάνω σχέδιο τότε η Ρωσία και η Τουρκία θα προωθήσουν νέες ειρηνευτικές συνομιλίες μεταξύ της συριακής κυβέρνησης και της αντιπολίτευσης στα μέσα Ιανουαρίου, στην Αστάνα, στην πρωτεύουσα του Καζακστάν, που αποτελεί και στενό σύμμαχο της Ρωσίας. Οι συνομιλίες αυτές θα διαχωρίζονται από τις διαπραγματεύσεις υπό την ηγεσία των ΗΠΑ και μάλιστα δεν θα περιλαμβάνουν τις Ηνωμένες Πολιτείες, τουλάχιστον στην πρώτη τους φάση, γεγονός που φαίνεται να έχει εξοργίσει την Ουάσινγκτον. «Δεν νομίζω ότι οι Τούρκοι και οι Ρώσοι μπορούν να το κάνουν χωρίς εμάς», σχολίασε αξιωματούχος των ΗΠΑ.

Σημειώνεται πως οι υπουργοί Εξωτερικών και Άμυνας της Ρωσίας, της Τουρκίας και του Ιράν συναντήθηκαν στη Μόσχα την 20ή Δεκεμβρίου και όρισαν τις αρχές στις οποίες πρέπει να στηρίζεται κατά τη γνώμη τους οποιαδήποτε συμφωνία για τη Συρία.

Ρωσικές πηγές λένε πως το πρώτο βήμα είναι η εφαρμογή εκεχειρίας σε όλη τη Συρία και στη συνέχεια η διεξαγωγή συνομιλιών. Στη συνέχεια θα πρέπει να επιδιωχθεί η εμπλοκή των χωρών του Κόλπου, στη συνέχεια των ΗΠΑ, και σε μεταγενέστερο στάδιο θα πρέπει να ερωτηθεί η Ευρωπαϊκή Ένωση, ίσως μαζί με τις χώρες του Κόλπου, για να παραλάβει τον λογαριασμό της ανοικοδόμησης.

Το παρασκήνιο μιας παράδοξης συνεργασίας

Η συνεργασία Τουρκίας, Ιράν, Ρωσίας μοιάζει, με μα πρώτη ματιά, παράδοξη. Όμως δεν είναι έτσι. Η Ρωσία δεν θέλει να βαλτώσει σε έναν μακρόχρονο πόλεμο και θέλει να κρατήσει ενωμένη τη Συρία και να τη διατηρήσει ως σύμμαχο.

Η Τουρκία αν και αρχικά επιθυμούσε την ανατροπή του Άσαντ πλέον έχει αναγκαστεί να κάνει στροφή, καθώς πλέον για την Άγκυρα προέχει ο περιορισμός της κουρδική επιρροής στη Βόρεια Συρία. Για το λόγο αυτό επιδιώκει, έστω και ανεπίσημα, να ελέγξει μια λωρίδα της βόρειας Συρίας εμποδίζοντας τη δημιουργία μιας αυτόνομης κουρδικής περιοχής, αλλά και δημιουργώντας μια ουδέτερη ζώνη για να μπορεί να ελέγχει τα προσφυγικά κύματα.

Η μοίρα της αλ-Μπαμπ, μιας πόλης που τελεί υπό τον έλεγχο του Ισλαμικού Κράτους, περίπου 40 χλμ. βορειοανατολικά του Χαλεπίου, είναι επίσης ένας παράγοντας. Ο Ερντογάν είναι αποφασισμένος υποστηριζόμενοι από την Τουρκία μαχητές να καταλάβουν την πόλη ώστε να εμποδίσουν τους κούρδους μαχητές να το κάνουν αυτοί. Υπήρχαν μάλιστα και πολλές πηγές που ανέφεραν πως υπήρξε συνεννόηση ανάμεσα στην Άγκυρα και στη Μόσχα ώστε οι αντάρτες της αντιπολίτευσης να εγκαταλείψουν το Χαλέπι για να βοηθήσουν στην κατάληψη της αλ-Μπαμπ.

Τα συμφέροντα του Ιράν είναι πιο δυσδιάκριτα, όμως ο Αλί Ακμπάρ Βελαγιατί, ο ανώτατος σύμβουλος του Ανώτατου Ηγέτη του Ιράν Αγιατολάχ Αλί Χαμενεΐ, δήλωσε πως η πτώση του Χαλεπίου μπορεί να αλλάξει πολλά στην περιοχή. Βοηθώντας τον Άσαντ να ανακαταλάβει το Χαλέπι, η Τεχεράνη έχει εξασφαλίσει έναν χερσαίο διάδρομο που ενώνει την Τεχεράνη με τη Βηρυτό, επιτρέποντάς της να στέλνει όπλα στη Χεζμπολάχ στον Λίβανο. Ρωσικές και δυτικές διπλωματικές πηγές λένε πως το Ιράν θα επιμείνει στη διατήρηση αυτού του διαδρόμου και στην παραμονή του Άσαντ στην εξουσία για τώρα. Αν αποχωρούσε, η Τεχεράνη θα ήθελε να αντικατασταθεί από έναν άλλον αλαουίτη, καθώς πρόκειται για ένα θρησκευτικό δόγμα που είναι πολύ κοντά στο σιιτικό ισλάμ.
