Πού πάνε τα χρήματα όταν «παγώνουν»;

Πώς θα αντιδρούσατε εάν ένα πρωί η τράπεζά σας σας απαγόρευε οποιαδήποτε ανάληψη αν δεν της εξηγούσατε τι θα κάνετε τα λεφτά; Αυτό φαίνεται πως έπαθε η Βενεζουέλα. Σύμφωνα με δημοσίευμα των «Τάιμς», η Τράπεζα του Λονδίνου αρνείται να επιστρέψει 14 τόνους χρυσού αν δεν λάβει διευκρινίσεις από την κυβέρνηση του Καράκας για το πώς προτίθεται να τους διαχειριστεί!

Αν και οι λεπτομέρειες της υπόθεσης παρέμεναν συγκεχυμένες όταν γράφονταν αυτές οι γραμμές, το περιστατικό φέρνει στο προσκήνιο το κολοσσιαίο παιχνίδι που παίζεται στο παγκόσμιο τραπεζικό σύστημα με άξονα τις κυρώσεις που επιβάλλουν δυτικές χώρες σε κυβερνήσεις σε ολόκληρο τον πλανήτη.

Ηδη από το 1998, πριν ο Μπους, ο Ομπάμα και ο Τραμπ αυξήσουν με φρενήρεις ρυθμούς τις οικονομικές κυρώσεις, ο αναλυτής Τζεφ Σίμονς εξηγούσε στους Financial Times ότι «τα δύο τρίτα του παγκόσμιου πληθυσμού υπόκεινται σε κάποιου είδους αμερικανικών κυρώσεων».

Σήμερα ο ίδιος υποστηρίζει ότι οι κυρώσεις είναι η συνέχιση του «πολέμου με άλλα μέσα». Και ενώ όλο και συχνότερα αυτές οι κυρώσεις παίρνουν τη μορφή «παγώματος» καταθέσεων και περιουσιακών στοιχείων, ελάχιστοι θέτουν το ερώτημα ποιος διαχειρίζεται αυτά τα κολοσσιαία ποσά.

Πολύ λίγοι γνωρίζουν παραδείγματος χάριν ότι το αμερικανικό κράτος έχει κερδίσει πάνω από 50 εκατ. δολάρια νοικιάζοντας την ιρανική πρεσβεία και δέκα ακόμη κτίρια που δέσμευσε μετά την ιρανική επανάσταση του 1979. Την ίδια εποχή το Πεντάγωνο κατάσχεσε αμερικανικό οπλισμό αξίας 400 εκατομμυρίων δολαρίων τον οποίο είχε προπληρώσει ο Σάχης. Τα όπλα, αντί να παραδοθούν στην επόμενη κυβέρνηση, ξαναπουλήθηκαν.

Σε ό,τι αφορά τους τραπεζικούς λογαριασμούς, θεωρητικά οι «παγωμένες» καταθέσεις παραμένουν ανέγγιχτες για όσο διάστημα διατηρούνται οι κυρώσεις. Χαρακτηριστικό είναι το παράδειγμα των καταθέσεων των Κουβανών πολιτών, τις οποίες δέσμευσε ο πρόεδρος Κένεντι το 1963 και δεν επιστράφηκαν ποτέ στους ιδιοκτήτες τους – οι τελευταίοι από τους οποίους πεθαίνουν πια από βαθιά γεράματα.

Πόσο πραγματικά παγωμένος όμως μπορεί να είναι ένας λογαριασμός στο σύγχρονο τραπεζικό σύστημα, το οποίο ως γνωστόν παράγει χρήμα προσφέροντας δάνεια ανάλογα με τις καταθέσεις που έχει στη διάθεσή του;

Πέραν του τρομακτικού πλεονεκτήματος να έχεις αποθηκευμένο ένα ποσό που κανένας δεν μπορεί να διεκδικήσει απροειδοποίητα, τα παγωμένα στοιχεία παράγουν μερίσματα και τόκους δεκάδων δισεκατομμυρίων δολαρίων. Οπως αποκάλυψε, παραδείγματος χάριν, το Politico, εκατοντάδες εκατομμύρια ευρώ που «γεννήθηκαν» από τους παγωμένους λογαριασμούς του δολοφονηθέντος Μοαμάρ Καντάφι, στο Βέλγιο, διοχετεύονται μέσω τραπεζών του Λουξεμβούργου προς άγνωστη κατεύθυνση.

Βελγικά μέσα ενημέρωσης μάλιστα αναρωτιούνταν αυτή την εβδομάδα εάν χρησιμοποιήθηκαν για το εμπόριο όπλων και λευκής σαρκός που ξεκίνησε στη Λιβύη μετά την «ανθρωπιστική» επέμβαση των ΗΠΑ και του ΝΑΤΟ.

Αρκετές κυβερνήσεις όμως προχωρούν πλέον και στην κατάσχεση του βασικού κεφαλαίου των καταθέσεων, φροντίζοντας να καλύπτουν τις κινήσεις τους με έναν ανθρωπιστικό μανδύα. Το Παγκόσμιο Συμβούλιο Προσφύγων, παραδείγματος χάριν, πρότεινε στην καναδική κυβέρνηση να προσφέρει τα χρήματα των παγωμένων λογαριασμών σε πρόσφυγες.

Συγκινητική πραγματικά η σκέψη αν αφορούσε μόνο τα χρήματα που έχουν κατασχεθεί από εμπόρους ναρκωτικών και άλλους εγκληματίες. Ανάμεσα όμως στα στοιχεία που έχει δεσμεύσει ο Καναδάς περιλαμβάνονται ακόμη και οι καταθέσεις της γυναίκας του προέδρου της Βενεζουέλας, δηλαδή μιας χώρας με δημοκρατικά εκλεγμένη κυβέρνηση.

Επίσης, καναδικά δικαστήρια μοίρασαν 13 εκατομμύρια δολάρια του Ιράν σε αμερικανικές οικογένειες που έπεσαν θύματα τρομοκρατών οι οποίοι φέρονταν να χρηματοδοτούνταν από το Ιράν. Συγκεκριμένα, το δικαστήριο κατηγόρησε την Τεχεράνη ότι χρηματοδοτούσε τις οργανώσεις Χαμάς (η οποία κέρδισε τις πρώτες και τελευταίες εκλογές των τελευταίων δεκαετιών στη Γάζα) και Χεζμπολάχ (η οποία συμμετέχει στην κυβέρνηση του Λιβάνου και αυξάνει συνεχώς την εκλογική της επιρροή).

Την περασμένη εβδομάδα κατατέθηκε στο βρετανικό κοινοβούλιο πρόταση νόμου να κατασχεθούν τα 12 δισεκατομμύρια στερλίνες της Λιβύης που βρίσκονται δεσμευμένα σε βρετανικές τράπεζες, με τη δικαιολογία ότι οι αντάρτες του Ιρλανδικού Δημοκρατικού Στρατού χρησιμοποιούσαν πριν από μισό αιώνα πλαστικά εκρηκτικά τύπου semtex που προμηθεύονταν από τη Λιβύη.

Ο βρετανικός Τύπος γέμισε λοιπόν με φωτογραφίες συγγενών θυμάτων του IRA, που ζητούν τα χρήματα να μείνουν στη Βρετανία και όχι να δοθούν στον λαό της Λιβύης – ο οποίος παρεμπιπτόντως βομβαρδίστηκε και από τη Βρετανία.

Το 2011, ο πρόεδρος Ομπάμα είχε μια καλύτερη ιδέα: πρότεινε να κατασχέσει ένα τμήμα από τα 34 δισεκατομμύρια δολάρια που ο ίδιος είχε «παγώσει» από λογαριασμούς της Λιβύης για να χρηματοδοτήσει αντικαθεστωτικούς αντάρτες. Οπως είναι πλέον γνωστό, αυτές οι ομάδες εξτρεμιστών ενόπλων μετακινήθηκαν σε αρκετές περιοχές της Αφρικής και της Μέσης Ανατολής και αποτέλεσαν τις νέες εφεδρείες της Αλ Κάιντα και βασικό κορμό του ISIS.

Ο εμφύλιος δηλαδή της Λιβύης θα χρηματοδοτούνταν από τις καταθέσεις της ίδιας της χώρας. Οπως και έγινε, εν πολλοίς.
