Mais le pays imaginaire dans lequel le libéralisme occidental continue d’opérer en Asie occidentale et au Moyen-Orient reste porteur d’enseignements. Il nous en dit long sur la psychologie d’un empire en déclin.

David Petraeus, ancien haut commandant américain en Afghanistan, le général Sir Nick Carter, chef d’état-major de la Défense britannique, ainsi que tous les généraux américains et britanniques qui ont servi en Afghanistan portent une lourde responsabilité dans une guerre que les Afghans eux-mêmes ne pouvaient pas supporter et dont ils ne voulaient pas.

Aucun d’entre eux n’a su trouver la force d’assumer la responsabilité de ce désastre et de s’excuser auprès du peuple afghan. Ils en sont très loin. David Petraeus pleurniche et déplore une trahison politique, estimant certainement qu’une décennie de plus sous son commandement aurait résolu le problème. Personne n’assume ses actes.

La puissance aérienne qui a soutenu la présence étrangère n’était pas bénigne. Elle n’a pas fait progresser les droits des femmes afghanes. C’était une machine à tuer.

Entre 2017 et 2019, le Pentagone a assoupli ses règles d’engagement en matière de frappes aériennes et, par conséquent, les décès de civils ont connu une augmentation spectaculaire. En 2019, les frappes aériennes ont tué 700 civils afghans, soit plus qu’au cours de n’importe quelle année depuis le début de la guerre. La Force aérienne afghane (FAA) a fait de même. Au cours des six premiers mois de 2020, elle a tué 86 Afghans et fait 103 blessés. Au cours des trois mois suivants, la cadence a doublé avec 70 victimes civiles et 90 blessés.

Ainsi, il n’est pas étonnant que ses pilotes aient été pris pour cible par les talibans et que le moral se soit effondré après le retrait des États-Unis.

Mais se complaire dans le fantasme selon lequel les armées américaine et britannique étaient en Afghanistan pour faire de bonnes choses est à peu près aussi éloigné de la réalité que de dire que les régimes fantoches que les gouvernements occidentaux ont imposés au pays avaient une légitimité populaire. La légitimité d’Ashraf Ghani, élu deux fois président, a duré exactement cinq semaines – du 8 juillet, date à laquelle le président américain Joe Biden a fixé la date limite de retrait au 31 août, au 15 août, date à laquelle il a fui Kaboul avec sa famille.
