Η μάχη για την Ελλάδα μόλις άρχισε

Με σημερινό του άρθρο στη βρεταννική Guardian ο Κώστας Λαπαβίτσας εξηγεί τι συνέβη στη διαπραγμάτευση του Φεβρουαρίου, τι κερδήθηκε και τι πρέπει να διεκδικηθεί τους επόμενους κρίσιμους τέσσερις μήνας. Αναλύει τι σημαίνει Η μάχη για την Ελλάδα μόλις άρχισε (Τhe fight for Greece has just begun), που ήταν και ο αρχικός τίτλος του άρθρου τον οποίο η εφημερίδα άλλαξε σε To beat austerity Greece must break free from the euro.

Η συμφωνία που υπογράφτηκε μεταξύ της νέας κυβέρνησης ΣΥΡΙΖΑ στην Ελλάδα και της ΕΕ μετά από τρεις βδομάδες εντόνων διαπραγματεύσεων, αποτελεί ένα συμβιβασμό που επιτεύχθηκε κάτω από οικονομικούς εξαναγκασμούς. Το κέρδος για την Ελληνική πλευρά είναι ότι κράτησε την κυβέρνηση ΣΥΡΙΖΑ ζωντανή και ικανή να δώσει τη μάχη την επόμενη μέρα.

Αυτή η μέρα δεν είναι πολύ μακριά. Η Ελλάδα θα πρέπει να διαπραγματευτεί τον Ιούνιο μια μακροχρόνια οικονομική συμφωνία, έχοντας μπροστά της την αποπληρωμή δύο σημαντικών δόσεων τον ερχόμενο Ιούλιο και Αύγουστο. Στους επόμενους τέσσερεις μήνες η κυβέρνηση θα πρέπει όχι μόνο να δράσει πολύ καλύτερα, αλλά να διαπραγματευτεί, να ξεπεράσει αυτά τα εμπόδια και να εφαρμόσει το ριζοσπαστικό πρόγραμμα που έχει ανακοινώσει. Όλη η Ευρωπαϊκή Αριστερά παρακολουθεί με μεγάλο ενδιαφέρον, αφού μια ενδεχόμενη ελληνική επιτυχία θα σημάνει ότι το δόγμα λιτότητας που μαστίζει ολόκληρη την Ευρώπη μπορεί να ξεπεραστεί.

Στη διαπραγμάτευση του Φεβρουαρίου ο ΣΥΡΙΖΑ έπεσε σε μια διπλή παγίδα. Από τη μία ήταν η εμπιστοσύνη που έδειξαν οι ελληνικές τράπεζες στην ΕΚΤ ως προς την παροχή ρευστότητας, χωρίς την οποία η λειτουργία τους θα σταματούσε. Όμως ο κ. Draghi της ΕΚΤ αύξησε την πίεση προς την ελληνική πλευρά περιορίζοντας τους όρους της παροχής ρευστότητας. Έτσι, οι ελληνικές τράπεζες φοβούμενες τις εξελίξεις και με τους καταθέτες τους να αποσύρουν τις καταθέσεις τους εν όψη τερματισμού των διαπραγματεύσεων, βρέθηκαν να χάνουν εκατομμύρια ευρώ ρευστότητας καθημερινά. Από την άλλη, ήταν η ανάγκη του ελληνικού κράτους για χρηματική βοήθεια, ώστε να εξυπηρετήσει το χρέους και ταυτόχρονα να πληρώσει έγκαιρα μισθούς, συντάξεις, κλπ. Όσο συνεχίζονταν οι διαπραγματεύσεις η ανάγκη για χρηματοδότηση μεγάλωνε. Κάτω από αυτές τις συνθήκες, η ΕΕ καθοδηγούμενη από τη Γερμανία περίμενε κυνικά μέχρι η πίεση στις ελληνικές τράπεζες να φτάσει στο ζενίθ. Μέχρι το βράδυ της Παρασκευής 20 Φεβρουαρίου η κυβέρνηση ΣΥΡΙΖΑ θα έπρεπε να αποδεχθεί τη συμφωνία ή να αντιμετωπίσει την επόμενη εβδομάδα χαοτικές οικονομικές συνθήκες, για τις οποίες δεν ήταν καθόλου προετοιμασμένη.

Η συμφωνία επέκτεινε την ήδη υπάρχουσα δανειακή σύμβαση, δίνοντας στην Ελλάδα τέσσερεις μήνες εγγυημένης χρηματοδότησης, υποβαλλόμενη σε τακτική αξιολόγηση από θεσμούς όπως η Ευρωπαϊκή Κομισιόν, η ΕΚΤ, το ΔΝΤ. Η χώρα εξαναγκάστηκε να δηλώσει ότι αποδέχεται να συμμορφωθεί «πλήρως και στην ώρα τους» με όλες τις υποχρεώσεις προς τους δανειστές. Επίσης, ότι θα στοχεύσει στην επίτευξη των κατάλληλων πρωτογενών πλεονασμάτων, θα παραιτηθεί από μονομερείς ενέργειες που θα είχαν αρνητικό αντίκτυπο στους δημοσιονομικούς της στόχους και θα ξεκινήσει μια σειρά από μεταρρυθμίσεις, οι οποίες είναι αντίθετες σε ότι εξείγγειλε ο ΣΥΡΙΖΑ σε σχέση με τις φοροελαφρύνσεις, το βασικό μισθό, τις ιδιωτικοποιήσεις και την εξάλειψη της ανθρωπιστικής κρίσης στη χώρα.

Εν ολίγοις, η κυβέρνηση ΣΥΡΙΖΑ πλήρωσε πολύ ακριβά το τίμημα του να παραμείνει ζωντανή. Τα πράγματα θα γίνουν ακόμα πιο δύσκολα από την κατάσταση της ελληνικής οικονομίας. Η ανάπτυξη το 2014 καταγράφηκε μόλις στο 0.7%, ενώ το ΑΕΠ περιορίστηκε κατά το τελευταίο τετράμηνο. Η βιομηχανική παραγωγή έπεσε κατά 3.8% τον Δεκέμβριο και ακόμα και στις λιανικές πωλήσεις σημειώθηκε πτώση κατά 3.7% παρά την περίοδο Χριστουγέννων. Η πιο ανησυχητική ένδειξη όμως είναι η πτώση των τιμών κατά 2.8% τον Ιανουάριο. Πρόκειται για μια οικονομία που έχει εισέλθει σε μια συνεχή τροχιά υποτίμησης, με ελάχιστο ή μηδαμινό έλεγχο της κατάστασης. Απέναντι σε αυτό το φόντο, η επιμονή της ΕΕ στη λιτότητα και στις πρωτογενείς ισορροπίες φαντάζει ως μία καθαρή εκδικητική τρέλα.

Οι τέσσερεις μήνες που έρχονται θα είναι μια περίοδος συνεχούς αγώνα για τον ΣΥΡΙΖΑ. Αναμφίβολα, η κυβέρνηση θα αντιμετωπίσει σημαντικές δυσκολίες στο να περάσει με επιτυχία την αξιολόγηση του Απριλίου, ώστε οι θεσμοί όπως η ΕΚΤ, το ΔΝΤ και η ΕΚ να εγκρίνουν την πολυπόθητη χρηματοδότηση. Στην πραγματικότητα, η δημοσιονομική κατάσταση είναι τόσο βαριά που τα γεγονότα μπορεί να προκύψουν ακόμα γρηγορότερα. Ο φόρος εισοδήματος καταρρέει, εν μέρει λόγω του οικονομικού παγώματος και εν μέρει λόγω του ότι ο κόσμος καθυστερεί τις πληρωμές ελπίζοντας σε πολιτικές ελάφρυνσης από τη δυσβάσταχτη φορολογία που εφαρμόζεται τα τελευταία χρόνια.

Τα δημόσια ταμεία ήδη θα στερεύουν μέχρι τον Μάρτιο όταν θα πρέπει να γίνουν σημαντικές πληρωμές του χρέους. Αλλά ακόμα και αν υποθέσουμε ότι η κυβέρνηση θα οδηγήσει επιτυχώς την χώρα μέσα από αυτές τις δυσκολίες, τον Ιούνιο η Ελλάδα θα πρέπει να επανέλθει στις διαπραγματεύσεις με την ΕΕ για μια μακροχρόνια οικονομική συμφωνία. Η παγίδα του Φεβρουαρίου είναι ακόμα ενεργή και έτοιμη να εμφανιστεί ξανά.

Το ερώτημα είναι τι θα πρέπει εμείς ως ΣΥΡΙΖΑ να κάνουμε και πως θα μπορούσε η Αριστερά ανά την Ευρώπη να βοηθήσει. Το πιο ζωτικής σημασίας βήμα είναι να συνειδητοποιήσουμε ότι η στρατηγική της προσδοκίας ριζοσπαστικών αλλαγών εντός της καθορισμένη δομή του κοινού νομίσματος έχει τελειώσει. Η στρατηγική αυτή, της υπόσχεσης στον Ελληνικό λαό του τέλους της λιτότητας, χωρίς την απομάκρυνση από την ΟΝΕ, μας έδωσε την εκλογική νίκη. Δυστυχώς, τα γεγονότα έδειξαν με αδιαμφισβήτητο τρόπο ότι αυτό είναι αδύνατο και είναι καιρός να παραδεχτούμε την πραγματικότητα.

Για να αποφύγει τη συντριβή ή την ολοκληρωτική παραχώρηση ο ΣΥΡΙΖΑ στην επόμενη περίοδο πρέπει να είναι ειλικρινά ριζοσπαστικός Η δύναμή μας αντλείται αποκλειστικά από την μεγάλη στήριξη του κόσμου την οποία ακόμα δεχόμαστε. Η κυβέρνηση θα πρέπει γρήγορα να εφαρμόσει μέτρα τα οποία θα ανακουφίσουν την εργατική τάξη από την τρομακτική πίεση των τελευταίων ετών: απαγόρευση πλειστηριασμών, διαγραφή εγχώριου χρέους, επανασύνδεση ηλεκτρικού ρεύματος, αύξηση κατώτατου μισθού, διακοπή ιδιωτικοποιήσεων. Αυτό είναι το πρόγραμμα με το οποίο μας εξέλεξε ο ελληνικός λαός. Οι δημοσιονομικοί στόχοι και η επιτήρηση από τους θεσμούς θα πρέπει να έρχονται σε δεύτερη μοίρα στις προτεραιότητές μας αν θέλουμε να διατηρήσουμε τη λαϊκή υποστήριξη.

Την ίδια στιγμή, η κυβέρνησή μας πρέπει να προσεγγίσει τις διαφαινόμενες διαπραγματεύσεις του Ιουνίου με διαφορετικό σκεπτικό από αυτό του Φεβρουαρίου. Η ΟΝΕ δεν μπορεί να μεταρρυθμιστεί και δεν θα γίνει ποτέ μια πιο φιλική νομισματική ένωση προς τον εργαζόμενο λαό. Η Ελλάδα θα πρέπει να φέρει μια σημαντική γκάμα επιλογών στο τραπέζι της διαπραγμάτευσης και θα πρέπει να προετοιμαστεί για έκτακτα μέτρα ρευστότητας λαβαίνοντας υπ’ όψιν ότι όλα τα ενδεχόμενα μπορούν να είναι διαχειρίσιμα εάν ο λαός είναι έτοιμος. Εν τέλει, η ΕΕ έχει ήδη οδηγήσει τη χώρα στην καταστροφή.

Ο ΣΥΡΙΖΑ μπορεί να κερδίσει την ανασύνθεση της Ευρωπαϊκής Αριστεράς μόνο εάν η Αριστερά αποτινάξει τις αυταπάτες της και αρχίσει να προτείνει λογικές πολιτικές, οι οποίες θα βγάλουν επιτέλους την Ευρώπη από τον παραλογισμό που μπήκε με την επιβολή του κοινού νομίσματος. Τότε, μπορεί να υπάρξει η ευκαιρία να εξαλειφθεί η λιτότητα που μαστίζει ολόκληρη την Ευρώπη. Όμως, ο χρόνος περνάει γρήγορα για όλους μας.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that. It looks at the situation entirely from the perspective of those opposing Daniel Ortega’s government while whitewashing their malevolent behavior and downplaying the levels of US support they have relied on.
