Η ευρωπαϊκή βιομηχανία του ξεπουλήματος

To διεθνές κέντρο ερευνών Transnational Institute δημοσίευσε στις 17 Φεβρουαρίου μία σημαντική έρευνα για τη διαδικασία των ιδιωτικοποιήσεων σε όλη την Ευρώπη. Τα ευρήματα αποκαλύπτουν πώς έχει στηθεί μια ευρωπαϊκή βιομηχανία με μεγάλους παίχτες (Lazard, Deutche Bank), κρούσματα διαφθοράς (ΤΑΙΠΕΔ) και πλήγματα στο δημόσιο συμφέρον πολλών χώρων


Η έρευνα έχει ως στόχο «να αποδείξει πως στις ιδιωτικοποιήσεις τα εταιρικά συμφέροντα θεωρούνται σημαντικότερα από το δημόσιο συμφέρον και τα ανθρώπινα δικαιώματα». Καταλήγει στα παρακάτω βασικά συμπεράσματα:

  • Τα επιχειρήματα των υποστηρικτών του κύματος ιδιωτικοποιήσεων στην Ευρώπη δεν ανταποκρίνονται στην πραγματικότητα. Η διαδικασία των ιδιωτικοποιήσεων θεωρείται ότι αυξάνει την αποτελεσματικότητα και προσφέρει έσοδα σε υπερχρεωμένα κράτη. Ωστόσο, όπως σημειώνει η έρευνα, πουλιούνται μόνο κερδοφόρα στοιχεία δημόσιας περιουσίας, σε πολύ χαμηλότερη τιμή μάλιστα από την πραγματική τους. Παράλληλα το TNI διαπιστώνει ότι οι νέες εργασιακές συνθήκες σε ιδιωτικοποιημένα assets οδηγούν σε μειωμένους μισθούς, χειρότερες συνθήκες εργασίας και περισσότερη ανισότητα.

  • Η διαδικασία των ιδιωτικοποιήσεων έχει δώσει τροφή σε μια σειρά σκανδάλων κακοδιαχείρισης. Μάλιστα εδώ το TNI αναφέρει ως χαρακτηριστικό παράδειγμα το ΤΑΙΠΕΔ, τρία στελέχη του οποίου διώκονται από την Εισαγγελία Διαφθοράς, (για την υπόθεση των 28 ακινήτων του Δημοσίου). Ανάλογες περιπτώσεις έχουν παρατηρηθεί σε Ιταλία, Ισπανία, Πορτογαλία και Ηνωμένο Βασίλειο.

  • Παρά την επιθυμία για ιδιωτικές επενδύσεις, πολλές δημόσιες υποδομές αγοράζονται από κρατικές εταιρείες. Στην Ελλάδα είναι χαρακτηριστικό το παράδειγμα της Fraport, βασικός μέτοχος της οποίας είναι το γερμανικό κράτος. Παράλληλα η έρευνα αφιερώνει ένα τμήμα της στην επέκταση κινεζικών κρατικών εταιρειών.

  • Μια μικρή λίστα εταιρειών αποκομίζει τεράστια κέρδη από τη διαδικασία ιδιωτικοποιήσεων, καθώς συμμετέχουν και ως σύμβουλοι επενδύσεων για το κράτος που πουλάει την περιουσία του και ως αγοραστές αυτής της περιουσίας. Το σημαντικότερο παράδειγμα που αναφέρεται εδώ είναι η Lazard, ενώ ανάλογες υποθέσεις στην Ελλάδα είναι η ανάμειξη θυγατρικών των Eurobank και Εθνικής (στην υπόθεση των 28 ακινήτων) και της γερμανικής Lufthansa, που όπως έχει αποκαλύψει το TPP ήταν σύμβουλος του ΤΑΙΠΕΔ στην πώληση των 14 αεροδρομίων και μέτοχος της Fraport.
