Οι διώξεις μίκρυναν τον άλλοτε ισχυρό τουρκικό στρατό

Οι μαζικές εκκαθαρίσεις από το καθεστώς του Ρετζέπ Ταγίπ Ερντογάν, μετά την αποτυχημένη απόπειρα πραξικοπήματος, έχουν αποδυναμώσει σημαντικά τον Τουρκικό στρατό, άλλοτε το «καμάρι» μεγάλης μερίδας της τουρκικής κοινωνίας. Πρόκειται για μια εξέλιξη όμως που επηρεάζει και το ΝΑΤΟ, καθώς η Τουρκία μέχρι πρόσφατα αποτελούσε σημαντικό πυλώνα της στρατιωτικής συμμαχίας, όντας η δεύτερη μεγαλύτερη δύναμη. Αυτή την εξασθένιση, κατά πολλούς, επιχειρεί να εκμεταλλευτεί και ο Βλαντιμίρ Πούτιν ώστε να ενίσχυση την επιρροή του στην Τουκία και μέσω αυτής να αποκτήσει πρόσβαση στο ΝΑΤΟ.

Υψηλόβαθμοι αξιωματούχοι, αλλά και χαμηλότερα στη βαθμίδα αξιόμαχα και ικανά στελέχη των τουρκικών ενόπλων δυνάμεων, έχουν πλέον παροπλιστεί ή φυλακιστεί με την κατηγορία πως συνδέονται με τον Φετουλάχ Γκιουλέν, τον αυτοεξόριστο ιμάμη που ζει στις ΗΠΑ και τον οποίο η Άγκυρα κατηγορεί ως ενορχηστρωτή του πραξικοπήματος.

Ο Ρετζέπ Ταγίπ Ερντογάν παρουσιάζει σήμερα τον Γκιουλέν, κάποτε στενό σύμμαχό του, ως «τρομοκράτη» και «νούμερο ένα» εχθρό της Τουρκίας, υποστηρίζοντας πως επιδιώκει το χάος και τη βίαιη ανατροπή της κυβέρνησης. Με βάση αυτό τον ισχυρισμό, και με αφορμή το αποτυχημένο πραξικόπημα, ο Ερντογάν ξεκίνησε τις μαζικές και αυθαίρετες διώξεις των πολιτικών του αντιπάλων, κάθε απόχρωσης, αποδίδοντάς τους σχέσεις με τον αυτοεξόριστο ιμάμη, ο οποίος από την πλευρά του αρνείται όλα όσα υποστηρίζει ο Τούρκος πρόεδρος.

Όπως γράφει το Spiegel, συνολικά το ένα τρίτο του συνόλου των στρατηγών και ναυάρχων έχουν εκδιωχθεί από τις θέσεις τους ή έχουν συλληφθεί, ενώ η τουρκική πολεμική αεροπορία έχει χάσει ένα πολύ μεγάλο μέρος των πιλότων της.

Παράλληλα, εκτός συνόρων, πολλοί Τούρκοι αξιωματικοί, περίπου 265 που είχαν στελεχώσει το ΝΑΤΟ, ανακλήθηκαν από τις υπηρεσίες τους. Ορισμένοι ωστόσο παραμένουν στις ευρωπαϊκές χώρες που βρίσκονταν, καθώς φοβούνται πως αν επιστρέψουν στην Τουρκία θα συλληφθούν. Το ΝΑΤΟ επισημαίνει πως οι διώξεις του Ερντογάν εκτός των άλλων «υποβαθμίζουν» τις στρατιωτικές δυνατότητες της Συμμαχίας.

Είναι τόσο μεγάλος ο αριθμός των συλλήψεων στον τουρκικό στρατό, που η νέα ηγεσία του δυσκολεύεται να καλύψει τις θέσεις που έμειναν κενές. Η τουρκική κυβέρνηση αναγκάστηκε να βάλει μέχρι και αγγελίες σε εφημερίδες θέλοντας να προσελκύσει περίπου 25.000 ανθρώπους. Δεν υπάρχει όμως μόνο ζήτημα «ποσότητας», αλλά και «ποιότητας». Πολλοί από τους στρατιωτικούς που κρατούνται σήμερα στα κελιά, είχαν σημαντικές θέσεις στον τουρκικό στρατό και θα χρειαστούν πολλά χρόνια για να μπορέσουν οι ένοπλες δυνάμεις να αναπληρώσουν αυτή την απώλεια της εμπειρίας και της γνώσης.

Τούρκοι αξιωματικοί, που στελέχωναν το ΝΑΤΟ, ορισμένοι υπό τον όρο της ανωνυμίας μίλησαν στο Spiegel για την κατάσταση που επικρατεί στον τουρκικό στρατό, εκτιμώντας πως τα αποτελέσματα των εκκαθαρίσεων είναι καταστροφικά. Το αποτυχημένο πραξικόπημα και οι πρακτικές Ερντογάν έχουν διαλύσει το ηθικό και την εικόνα των στρατευμάτων, ενώ διάφορες πολιτικές και ιδεολογικές ομάδες στο εσωτερικό του στρατού συγκρούονται για τον έλεγχό του.

«Ο στρατός διανύει την πιο δύσκολη στιγμή της ιστορίας του», αναφέρει ο πρώην αρχηγός του Γενικού Επιτελείου Ιλκέρ Μπασμπούργκ. Την ίδια στιγμή ο Ρετζέπ Ταγίπ Ερντογάν συνεχίζει τις στρατιωτικές επιχειρήσεις σε Συρία και Ιράκ. Εξαιτίας της κατάστασης που επικρατεί στο στράτευμα, ο Φαρούκ Λαγκόγλου, πρώην πρεσβευτής της Τουρκίας στις ΗΠΑ περιέγραψε αυτές τις επιχειρήσεις ως «αποστολή αυτοκτονίας». Οι απώλειες Τούρκων στρατιωτών είναι μεγαλύτερες από τις αρχικές εκτιμήσεις. Ένας πιλότος, που εκδιώχθηκε από την πολεμική αεροπορία, υποστηρίζει πως αυτό οφείλεται στο γεγονός πως οι αεροπορικές δυνάμεις, λόγω έλλειψης πιλότων, αδυνατούν να υποστηρίξουν αποτελεσματικά τις στρατιωτικές δυνάμεις στο έδαφος.

Εκτός των άλλων η εξασθένιση του στρατού έχει πληγώσει και το γόητρο των Τούρκων, καθώς οι ένοπλες δυνάμεις αποτελούσαν εδώ και καιρό πηγή υπερηφάνειας για μεγάλο μέρος της τουρκικής κοινωνίας. Εξάλλου ο στρατός έχει καθορίσει την πολιτική της γειτονικής χώρας για δεκαετίες. Λόγω της αποδοχής που είχαν, οι στρατηγοί είχαν προσδώσει στον εαυτό τους ρόλο θεματοφύλακα της κληρονομιάς του Κεμάλ Ατατούρκ, του ιδρυτή της σύγχρονης και κοσμικής Τουρκίας. Ωστόσο με την άνοδο του στην εξουσία το 2003, ο Ρετζέπ Ταγίπ Ερντογάν, ως ηγέτης του ισλαμοσυντηρητικού AKP, θέλησε να περιορίσει τη δύναμη των κεμαλικών στον στρατό.

Όπως σημειώνει το Spiegel, με τη βοήθεια του τότε συνεργάτη του Φετουλάχ Γκιουλέν, που είχε μεγάλη επιρροή στον κρατικό μηχανισμό και τη Δικαιοσύνη, καθώς έλεγχε το μεγαλύτερο μέρος της ανώτατης εκπαίδευσης στη Τουρκία, οδήγησε εκατοντάδες κεμαλικούς αξιωματικούς στο εδώλιο σε δίκες παρωδία. Με αυτόν τον τρόπο οι υποστηρικτές του Γκιουλέν ενισχύθηκαν και εντός του στρατού. Σήμερα, και μετά τη ρήξη με τον Γκιουλέν η οποία είχε ξεκινήσει πολύ πριν το πραξικόπημα, ο Ερντογάν ακολουθεί την ίδια τακτική. Όμως αυτή τη φορά είναι η σειρά των Γκιουλενιστών να οδηγηθούν εκτός στρατεύματος.

Πρώην αξιωματικοί της Τουρκίας στο ΝΑΤΟ εκτιμούν πως αυτή την αναταραχή και την αποδυνάμωση του τουρκικού στρατού επιχειρεί να εκμεταλλευτεί ο Ρώσος πρόεδρος Βλαντιμίρ Πούτιν, ώστε να αυξήσει την επιρροή του στην Τουρκία. Οι σχέσεις της Ρωσίας με την Τουρκία εισήλθαν σε περίοδο κρίσης με το ξέσπασμα του πολέμου στη Συρία. Ο Ερντογάν επιδίωξε αρχικά την πτώση του προέδρου της Συρίας Μπασάρ Αλ Άσαντ, στενού συμμάχου της Μόσχας. Οι δύο χώρες βρέθηκαν στα πρόθυρα μιας ένοπλης σύγκρουσης μετά την κατάρριψη του Ρωσικού μαχητικού από την τουρκική αεροπορία, στα σύνορα της Συρίας με την Τουρκία.

Τελικά ο Ερντογάν, παρά τους αρχικούς λεονταρισμούς και έχοντας ανοίξει πολλά μέτωπα εντός και εκτός συνόρων, ζήτησε συγγνώμη και μετά το πραξικόπημα χρέωσε και αυτή την ενέργεια στον Φετουλάχ Γκιουλέν. Πλέον έχει εγκαταλείψει την ιδέα της ανατροπής του Άσαντ, έχει πάρει αποστάσεις από τους Δυτικούς συμμάχους του και συνεργάζεται με τον Βλάντιμίρ Πούτιν, σε μια προσπάθεια να προωθήσει τις επιδιώξεις του σχετικά με το κουρδικό ζήτημα και ειδικότερα να αποτρέψει τη δημιουργία ανεξάρτητης κουρδικής περιοχής στα σύνορα Συρίας - Τουρκίας.
