Σας λένε άραγε την αλήθεια για τον ΦΠΑ;

Στο ενδιάμεσο πριν από τις επαναληπτικές εκλογές της 25ης Ιουνίου, εμφανίστηκαν στελέχη του καθεστώτος Μητσοτάκη που προσπάθησαν να πείσουν για την αξία του κουπονιού στα τρόφιμα και ότι αυτό δήθεν ευνοεί τα πιο φτωχά εισοδήματα. Με χονδροειδείς υπεραπλουστεύσεις, οι Σκέρτσος, Θεοχάρης επιχείρησαν μέσα από τα σόσιαλ μίντια να υπεραμυνθούν της συγκεκριμένης πολιτικής, ισχυριζόμενοι ότι ωφελούνται τα πιο φτωχά νοικοκυριά.

 
Επειδή όμως ο διάβολος κρύβεται στις λεπτομέρειες, παρακάτω θα δείτε εν συντομία αν όντως ισχύουν αυτά που λένε και κυρίως τι δεν σας είπαν. Το συγκεκριμένο αφήγημα αναπαράχθηκε εδώ και καιρό, όπως ήταν φυσικό, από πλήθος φιλοκαθεστωτικών μέσων της λίστας Πέτσα. Για παράδειγμα, ένα δημοσίευμα στο TheToc στις αρχές του έτους, κατέληγε ακριβώς στο ίδιο συμπέρασμα με αυτό των Σκέρτσου/Θεοχάρη. Έχει όμως ενδιαφέρον να εστιάσουμε λίγο παραπάνω στον πίνακα της ΕΛΣΤΑΤ πάνω στον οποίο το συγκεκριμένο δημοσίευμα χτίζει το αφήγημα, για να βγάλουμε κάποια δικά μας συμπεράσματα.

Από τον πίνακα, φαίνεται ότι η επιβάρυνση στο κόστος των τροφίμων λόγω πληθωρισμού για τα πιο φτωχά νοικοκυριά (δηλαδή με μηνιαίο εισόδημα ως 750 ευρώ), είναι 192-167 = 25 ευρώ. Δηλαδή, η  συνολική μηνιαία επιβάρυνση για τα περίπου 480 χιλ. νοικοκυριά της κατηγορίας αυτής είναι 479.821 x 25 = 11.995.525 ευρώ. Άρα, η ετήσια επιβάρυνση λόγω πληθωρισμού γι'αυτή την κατηγορία είναι 11.995.525 x 12 = 143.946.300 ευρώ.

Ακολουθώντας την ίδια μέθοδο για όλα τα νοικοκυριά που με βάση εισοδηματικά κριτήρια δικαιούνται την επιδότηση στα τρόφιμα (αυτά είναι για εισοδήματα μέχρι και 3.500 ευρώ), η συνολική ετήσια επιβάρυνση για τα νοικοκυριά αυτά λόγω πληθωρισμού είναι 1.947.348.120 ευρώ.

Ο ΦΠΑ υπολογιζόμενος στο 13% που πηγαίνει ετησίως στα κρατικά ταμεία από την πρώτη κατηγορία νοικοκυριών είναι 192 x 479.821 x 0,13 x 12 = 143.715.985,92 ευρώ. Και το σύνολο του ΦΠΑ που πηγαίνει ετησίως στα κρατικά ταμεία από όλα τα νοικοκυριά που δικαιούνται την επιδότηση στα τρόφιμα είναι  1.943.013.704 ευρώ. Δηλαδή, σχεδόν όλη η επιβάρυνση από την αύξηση του πληθωρισμού, πηγαίνει στα κρατικά ταμεία ως απόδοση του ΦΠΑ.
 
Εύκολα μπορεί να καταλάβει κανείς ότι αυτό που λέει ο Θεοχάρης δεν ισχύει. Αν δηλαδή αφαιρέσουμε τα 600 εκ. από αυτή την επιβάρυνση λόγω επιδότησης στα τρόφιμα, μας μένουν 1.943.013.704 - 600.000.000 = 1.343.013.704 ευρώ σε ΦΠΑ τα οποία τα πληρώνουν από την τσέπη τους τα νοικοκυριά που δικαιούνται την επιδότηση, δηλαδή τα πιο φτωχά και μεσαία στρώματα και όχι οι πολύ εύποροι. 
 
Αλλά ο πίνακας της ΕΛΣΤΑΤ μας λέει και τι θα πλήρωναν τα νοικοκυριά αν αντί για επιδόματα η κυβέρνηση επέλεγε να μειώσει τον ΦΠΑ κατά 7 μονάδες. Το συνολικό κέρδος στην τσέπη των καταναλωτών θα ήταν τεράστιο.   

Για παράδειγμα, η μηνιαία επιβάρυνση για ένα φτωχό νοικοκυριό της πρώτης κατηγορίας θα ήταν μόλις 169,72 - 167 = 2,72 ευρώ. Άρα η συνολική ετήσια επιβάρυνση για όλα τα νοικοκυριά αυτής της κατηγορίας θα ήταν 15.661.358 ευρώ. 

Και η συνολική ετήσια επιβάρυνση για όλα τα νοικοκυριά που τώρα παίρνουν την επιδότηση στα τρόφιμα θα ήταν 223.142.846 ευρώ. Η διαφορά είναι τεράστια. Το ποσό αυτό είναι μόλις το 1/3 περίπου ακόμα και από τα λεφτά που τώρα δίνονται ως επιδότηση για τα τρόφιμα.

Το συμπέρασμα είναι ότι αυτά δεν σας τα λένε οι "εκλεκτοί" του Μητσοτάκη γιατί δεν θέλουν να καταλάβετε ότι δεν μπορούν και κυρίως δεν θέλουν να ελέγξουν την αισχροκέρδεια και τα καρτέλ, αφού οι απώλειες στον ΦΠΑ, στην περίπτωση που θα τον μείωναν για να ανακουφίσουν τα νοικοκυριά, θα μπορούσαν εύκολα να καλυφτούν από την φορολόγηση  των τεράστιων υπερκερδών των μεγάλων εταιριών στα καύσιμα, στην ενέργεια, αλλά και στα τρόφιμα. Δεν είναι τυχαίο ότι στο άκουσμα της μεγάλης νίκης Μητσοτάκη στις εκλογές του Μαίου, το καρτέλ των σούπερ μάρκετ αναθάρρησε και ανακοίνωσε και επίσημα την ίδρυσή του. 
 
Φανταστείτε τι πρόκειται να ακολουθήσει χωρίς τα διάφορα pass που οι Βρυξέλλες θα απαιτήσουν να κοπούν μετά τις εκλογές.
