Η Treuhand που ζητά ο Σόιμπλε για την Ελλάδα

Με την ενοποίηση της Ανατολικής και της Δυτικής Γερμανίας τα περιουσιακά στοιχεία της Γερμανικής Λαoκρατικής Δημοκρατίας (ΓΛΔ), καθώς και το χρέος της μεταβιβάστηκαν στην Ομοσπονδιακή Δημοκρατία της Γερμανίας. Στη συνέχεια ιδρύθηκε η εταιρεία «Treuhand» η οποία ανέλαβε να πουλήσει το σύνολο της κρατικής περιουσίας της Ανατολικής Γερμανίας σε ιδιώτες και μάλιστα το συντομότερο δυνατό. Μετά από λίγους μήνες η Treuhand έγινε μία εταιρεία με τεράστιο δυναμικό που πούλησε 14.000 εταιρείες μέσα σε μόλις τέσσερα χρόνια!

Μία πολύ δημοφιλής έκφραση εντός της Treuhand ήταν το «TINA», «There Is No Alternative» («Δεν Υπάρχει Εναλλακτική»). Μία δικαιολογία για την καταλήστευση της πρώην ΓΛΔ. Ο ημερήσιος στόχος, ακόμα και για το Σάββατο και την Κυριακή ήταν η ιδιωτικοποίηση 10 με 15 εταιρειών. Και πράγματι οι ιδιωτικοποιήσεις προχωρούσαν ταχύτατα, μόνο που αυτό κατέστρεψε την οικονομία της Ανατολικής Γερμανίας.

Έτσι οι περισσότερες κρατικές επιχειρήσεις της ΓΛΔ δεν είχαν πια καμία δυνατότητα να επενδύσουν σε έργα αναβάθμισής τους και να καταστούν ανταγωνιστικές. Ταυτόχρονα, το θεσμικό πλαίσιο τους απαγόρευε να αναζητήσουν μόνες τους επενδυτές.

Κάθε Tom, Dick ή Harry που φορούσε κοστούμι και γραβάτα μπορούσε να αγοράσει μία επιχείρηση της Ανατολικής Γερμανίας. Ποτέ δεν ελέγχθηκε η αξιοπιστία τους και η πιστοληπτική τους ικανότητα. Με αυτή την έννοια, δεν είναι καθόλου περίεργο το μέγεθος της απάτης που εκτυλίχθηκε σε βάρος του γερμανικού λαού, εξαιτίας αυτού του εφησυχασμού των στελεχών της Treuhand. Εξάλλου, πολλά από τα στελέχη της Treuhand δωροδοκήθηκαν για να εξυπηρετήσουν τα συμφέροντα των ενδιαφερόμενων επενδυτών. Παρόλα αυτά εταιρείες που δεν είχαν τις προϋποθέσεις για να αναλάβουν κάποια κρατική επιχείρηση («Volkseigene Betriebe») της Ανατολικής Γερμανίας, τελικά προχώρησαν σε συμφωνία με την Treuhand, πήραν ότι λεφτά υπήρχαν στο ταμείο της επιχείρησης που ανέλαβαν, τη λεηλάτησαν και μετά εξαφανίστηκαν.

Όταν η Treuhand έκλεισε το 1994 εμφάνιζε έλλειμμα 270δισ γερμανικών μάρκων (M. Kaser, «Flaws in the Treuhand model»). Σε αντίθεση με τις επίσημες προσδοκίες, η Treuhand κατέληξε μία πρόσθετη πηγή αύξησης του ομοσπονδιακού ελλείμματος, αντί για μία πηγή εσόδων. Τελικά η ιδιωτικοποίηση à la Treuhand δημιούργησε μία τρύπα στην τσέπη του κράτους αντί για να τη γεμίσει. Πάνω απ’ όλα, προέκυψε ένα τεράστιο κόστος για την αντιμετώπιση της υψηλής ανεργίας στην Ανατολική Γερμανία, πολύ πιο μεγάλο και από τα ίδια τα ελλείμματα της Treuhand. Αυτό που κάποιοι ονομάζουν «ταχύτατη επιτυχία», καθώς κατάφεραν να πουλήσουν ένα τεράστιο όγκο κρατικών επιχειρήσεων σε χρόνο ρεκόρ, ούτε καν ως βραχυπρόθεσμη επιτυχία δεν μπορεί να λογιστεί. Στην πραγματικότητα, πρόκειται για ένα καταστροφικό πείραμα που διέλυσε την οικονομία της ΓΛΔ, εκτόξευσε την ανεργία από 0% σε 20% και οδήγησε στο ξεπούλημα μίας ολόκληρης χώρας.

Παρά το γεγονός ότι η Treuhand ολοκλήρωσε την δράση της το 1994 , εξακολουθεί να διατηρείται με άλλες μορφές σε ακίνητα και να διατηρεί μερικές άλλες νομικές ευθύνες. Αυτά μεταφέρθηκαν σε 3 διάδοχους οργανισμούς:

Την Bundesanstalt für vereinigungsbedingte Sonderaufgaben , BvS ( Ομοσπονδιακή Υπηρεσία για την ενοποίηση για υποθέσεις προερχόμενες από ειδικά καθήκοντα ), η οποία διαχειρίζεται ειδικές κρατικές επιχειρήσεις της ΓΛΔ. Την Treuhandliegenschaftsgesellschaft ( τώρα TLG Immobilien GmbH ) , η οποία διαχειρίζεται το υπόλοιπο των κρατικών αστικών και βιομηχανικών ακινήτων της ΓΛΔ και την Bodenverwertungs- und -verwaltungs GmbH ( BVVG ) , θυγατρική της Treuhand που δημιουργήθηκε το 1992 , η οποία διαχειρίζεται την κρατική γεωργική γη, δασικές εκτάσεις και ακίνητα ειδικού προορισμού, δηλαδή ακίνητα που αποφέρουν μεγάλα κέρδη.

Η δράση της Treuhand και των ανθρώπων που την δημιούργησαν (ένας από αυτούς είναι ο Σόϊμπλε), είχε ως βασικό στόχο ν” αποδείξει ότι μια σοσιαλιστική οικονομία δεν ήταν ανταγωνιστική και δεν μπορούσε να εξασφαλίσει επαρκές βιωτικό επίπεδο για τον γερμανικό λαό.

Αυτός ο στόχος ήταν αναγκαίος να επιτευχθεί από τους ανθρώπους του Χριστιανοδημοκρατικού αλλά και του Σοσιαλδημοκρατικού Κόμματος της Δυτ. Γερμανίας, καθώς με βάση ειδική έκθεση της CIA που συντάχθηκε το 1984, η τότε ΓΛΔ (Ανατολική Γερμανία) παρουσίαζε μια μεγάλη οικονομική ανάπτυξη, αποτέλεσμα της στροφής σε νέες τεχνολογίες της οικονομίας της. Η ευκαιρία που παρουσιάστηκε στην Δυτ. Γερμανία με την ενοποίηση ήταν πολύ μεγάλη και αξιοποιήθηκε στο έπακρο, αφού η Treuhand επέτρεψε να διαλυθούν υπερσύγχρονες επιχειρήσεις που μόλις είχαν οικοδομηθεί και μπορούσαν να δουλέψουν με μεγάλη ένταση και πολύ μεγάλο κέρδος.

Αποτέλεσμα της παραπάνω οικονομικής πολιτικής είναι στη σημερινή Γερμανία από τα 41 εκατομμύρια του εργατικού δυναμικού που απασχολούνταν το 2011, μόνο τα 29 εκατομμύρια είχαν κανονική θέση εργασίας και από αυτά τα 29 εκατομμύρια το 29,25% βρίσκεται στα κρατίδια της πρώην ανατολικής Γερμανίας, αλλά σε αναλογία πληθυσμού το ποσοστό εκτοξεύεται στο 61,15%.

Επίσης, η πολιτική αυτή είχε ένα ακόμα αποτέλεσμα την μεγάλη διαφθορά: Κραυγαλέα περίπτωση αυτή των διυλιστηρίων «Leuna» και της κρατικής εταιρείας πετρελαίων «Minol» που πουλήθηκαν στη γαλλική «Elf Acquitaine». Όπως αποδείχτηκε από τα «μαύρα» ταμεία της «Elf» διοχετεύθηκαν 47 εκατομμύρια ευρώ σε μίζες προς τους Χριστιανοδημοκράτες του Κολ. Οι Γερμανοί πολιτικοί που πήραν τις μίζες ποτέ δεν κατονομάστηκαν και δεν τιμωρήθηκαν.

Εταιρείες τύπου Treuhand, όπως αυτή που φαίνεται να επιβάλλεται στην Ελληνική Κυβέρνηση, σημαίνει ότι η Ελλάδα εκχωρεί δημόσια περιουσία τουλάχιστον 50 δις ευρώ στην ηγεσία της ευρωζώνης για να την εκποιήσει εκείνη, κατά το δοκούν και κατά τον χρόνο που θα κρίνει, διότι έλεγχο δεν πρόκειται να ασκεί η Ελληνική Κυβέρνηση, αλλά το ΔΣ, στο οποίο μάλιστα -εφόσον ακολουθηθούν τα πρότυπα της Treuhand- θα προσφερθεί ασυλία για τις κινήσεις του.

The real "Minority Report"?

It was recently reported that the Chicago Police Department has implemented an Orwellian new program that targets innocent citizens based on indicators that they might be a person who has the potential to carry out a crime. A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that. It looks at the situation entirely from the perspective of those opposing Daniel Ortega’s government while whitewashing their malevolent behavior and downplaying the levels of US support they have relied on. Her piece is an incomplete depiction of what is happening on the ground, ignoring many salient facts that have come to light and which have been outdated by recent events.
