Η θυσία της Ελλάδας και η όψιμη ... αλληλεγγύη Σόιμπλε

Το ΔΝΤ ομολόγησε, με καθυστέρηση 6 χρόνων, εκείνο που άπαντες γνώριζαν από το 2010: Η Ελλάδα ουδέποτε διασώθηκε - απλώς θυσιάστηκε για να σωθεί το σαθρό, τραπεζικό και οικονομικό, οικοδόμημα της ευρωζώνης. Κι ο Σόιμπλε, με αντίστοιχη καθυστέρηση, εμφανίστηκε αίφνης σημαιοφόρος της αλληλεγγύης προς την Ισπανία και την Πορτογαλία. Σπάζοντας τα... τηλέφωνα από το Βερολίνο και την Κίνα για να πιέσει τους «σκληρούς» της Κομισιόν να μην επιβάλουν κυρώσεις σε Μαδρίτη και Λισαβώνα για το υπερβολικό τους έλλειμμα.

Τα κίνητρα αμφοτέρων – και του ΔΝΤ, και του Σόιμπλε – δεν είναι... ουμανιστικά, και δεν σηματοδοτούν απαραιτήτως κρίση μεταμέλειας. Απλώς, μετά από 6 χρόνια αλλεπάλληλων καταστροφών και με την Ευρώπη στο όριο της αυτοδιάλυσης πλέον, οι αποτυχημένοι διασώστες σπεύδουν να διασώσουν ευατόν.

Η ομολογία του ΔΝΤ

Η έκθεση του Ανεξάρτητου Γραφείου Αξιολόγησης (Independent Evaluation Office-IEO) του ΔΝΤ εκτός από πλήρη ομολογία των λαθών του πρώτου Μνημονίου, αποτελεί και το προφανές όχημα αποποίησης ευθυνών: Λέει, εν ολίγοις, πως το Ταμείο είχε πλήρη επίγνωση του αδιεξόδου και της επικείμενης κατατροφής, όταν έβαζε την Ελλάδα σε γύψο λιτότητας χωρίς παράλληλο κούρεμα του χρέους. Δεν... έφταιγε όμως εκείνο διότι αφ΄ενός πιέστηκε ασφυκτικά από τους ευρωπαίους και, αφ’ ετέρου δεν το... πίεσε όσο έπρεπε ο τότε πρωθυπουργός Γιώργος Παπανδρέου να αναδιαρθρώσει το χρέος.

Δεν είναι και το πλέον στέρεο άλλοθι, είναι όμως ίσως ό,τι καλύτερο μπορεί να κάνει αυτή τη στιγμή η Κριστίν Λαγκάρντ, όντας χρεωμένη με ένα καταστροφικό μοντέλο διαχείρισης κρίσης στην καρδιά της Ευρώπης, υπόλογη απέναντι στους μετόχους του Ταμείου για πεταμένα δάνεια δισεκατομμυρίων, και αντιμέτωπη με την πίεση να μετάσχει σε ένα – επίσης στρεβλό – τρίτο Μνημόνιο χωρίς να διασφαλίζεται και πάλι η ουσιαστική αναδιάρθρωση του ελληνικού χρέους.

Το μπαλάκι στον Σόιμπλε

Πολύ πιο απλά, η Κριστίν Λαγκάρντ πετά το μπαλάκι και των ευθυνών και των επόμενων αποφάσεων στους Ευρωπαίους – μηδέ του Σόιμπλε εξαιρουμένου – και διεκδικεί ρόλο Πόντιου Πιλάτου προς διάσωση του, εναπομείναντος, κύρους και αξιοπιστίας του Ταμείου.

Το πώς θα αναγνωσθεί το εν λόγω μήνυμα από τον Σόιμπλε θα φανεί τους επόμενους μήνες. Η όψιμη ευαισθησία, όμως, του γερμανού υπουργού Οικονομικών προς την Ισπανία και την Πορτογαλία δεν εγγυάται, απαραιτήτως, αντίστοιχη... αγάπη και για την Ελλάδα.

Αλλο Τσίπρας, άλλο... Ραχόι

Κατά το Spiegel, η «αλληλεγγύη» Σόιμπλε προς τη Μαδρίτη πρωτίστως, δεν είναι παρά προϊόν πολιτικής και ιδεολογικής συμπάθειας.

«Στην περίπτωση της Ελλάδας,», έφραψε, «ο Σόιμπλε απέρριψε επί μακρόν κάθε αίτημα για επιείκεια.... Διότι, στην Ελλάδα, η αντίσταση προήλθε από μια αριστερή κυβέρνηση. Αντίθετα στην Ισπανία ο Σόιμπλε υποστηρίζει τον συντηρητικό Μαριάνο Ραχόι».

Είναι μια προσέγγση που δεν στερείται βάσης, μετά τα όσα έγιναν και στο οργιώδες πρώτο εξάμηνο του 2015. Ηταν τότε που ο Σόιμπλε μπορεί και να επένδυε στην «αριστερή παρένθεση» περισσότερο και από τον... Αντώνη Σαμαρά, προκειμένου να δοθεί το αναγκαίο μάθημα σε σύσσωμο τον ευρωπαϊκό Νότο.

Η νάρκη της Deutsche Bank

Είναι όμως μόνον η μισή προσέγγιση. Διότι, πολύ πιο πάνω κι από τις εκλεκτικές πολιτικές συγγένειες, η προτεραιότητα του Σόιμπλε είναι η διασφάλιση των συμφερόντων της Γερμανίας. Τα οποία αυτή τη στγιμή μπορεί και να απειλούνται από τα απόνερα του Brexit, την κρίση των ιταλικών τραπεζών, την υπερχαλαρή νομισματική πολιτική του Ντράγκι και τη διαρκή νάρκη της Deutsche Bank.

Κατά τους περισσότερους ευρωπαίους αναλυτές η αποψινή ανακοίνωση των αποτελεσμάτων των stress tests της ΕΚΤ και οι όποιες κεφαλαιακές ανάγκες προκύψουν για τις ιταλικές τράπεζες δεν είναι παρά η κορυφή του παγόβουνου. Διότι η μεγάλη απειλή κρύβεται πάντοτε στη Deutsche Bank – τη μεγαλύτερη γερμανική τράπεζα που η μετοχή της έχει κάνει βουτιά 44% από την αρχή του χρόνου, που τα κέρδη της βούλιαξαν κατά 98% στο εξάμηνο και που η έκθεσή της στην αγορά παραγώγων είναι 5πλάσια του ΑΕΠ της ευρωζώνης.

Εν ολίγοις, ο Σόιμπλε οφείλει να είναι επιεικής με την ισχυρή Ισπανία (την τέταρτη μεγαλύτερη οικονομία της ευρωζώνης ), και οφείλει να παρακαμψει τους κανόνες για τις τράπεζες της, επίσης ισχυρής, Ιταλίας ( τρίτης σε οικονομικό μέγεθος ), διότι κι εκείνες θα οφείλουν να στηρίξουν τη Γερμανία όταν εκείνη θα χρειαστεί να ... ξανασκίσει όλους τους κανόνες προς ίδιον όφελος. Οπως ακριβώς είχε πράξει το 2005 κάνοντας εν μία νυκτί «λάστιχο» το Σύμφωνο Σταθερότητας για να μην μειώσει το δημοσιονομικό της έλλειμμα.

Ατυχώς, παραμένει αμφίβολο εάν αυτό το νέο παζάρι συμφερόντων μπορεί να ευνοήσει και την, μη ισχυρή, Ελλάδα. Κι ας προειδοποιεί το Spiegel πως «όταν η ΕΕ μεταχειρίζεται τις χώρες ανάλογα με την ισχύ και τα πολιτικά τους φρονήματα, τότε η κρίση της Ευρώπης απλώς θα μεγαλώνει»...

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that. It looks at the situation entirely from the perspective of those opposing Daniel Ortega’s government while whitewashing their malevolent behavior and downplaying the levels of US support they have relied on.
