Διάδρομοι Βρυξελλών: Δεν είδε, δεν άκουσε το Γιούρογκρουπ για την ιδιωτικοποίηση του νερού

Χθες στις Βρυξέλλες εκπρόσωποι της γερμανικής καμπάνιας αλληλεγγύης στην Ελλάδα παρέδωσαν στον Τόμας Βίζερ, συντονιστή του Γιούρογκρουπ, 189 χιλιάδες υπογραφές που συλλέχθηκαν μέσα σε ένα μόλις χρόνο στη Γερμανία ενάντια στην ιδιωτικοποίηση του νερού στην Ελλάδα.

Μετά από επιμονή των Γερμανών αλληλέγγυων ο Αυστριακός ευρωκράτης αναγκάστηκε να δεχτεί να παραλάβει τις υπογραφές με τον όρο ότι δε θα παρθούν φωτογραφίες, αφού το Γιούρογκρουπ είναι απλά… ένα άτυπο όργανο χωρίς επίσημο θεσμικό ρόλο και ως εκ τούτου δεν μπορεί να δέχεται αιτήματα των πολιτών. Φυσικά παρακούσαμε. Γιατί συμβαίνει εκτός από άτυπο το Γιούρογκρουπ να είναι και το ισχυρότερο όργανο της ΕΕ. Κι επειδή μας είπαν να μη δημοσιεύσουμε τη φωτογραφία, είμαστε υποχρεωμένοι να το κάνουμε παρά την απαράδεκτη ποιότητά της.

Όταν υπογράφηκε το τρίτο μνημόνιο η ελληνική κυβέρνηση απέφυγε να δημοσιευτεί η συγκεκριμένη λίστα των ιδιωτικοποιήσεων στις οποίες είχε συμφωνήσει. Λίγες μέρες μετά την ψήφιση του στη Βουλή όμως ο Γερούν Ντάισσελμπλουμ κατέθεσε τη λίστα αυτή στο ολλανδικό κοινοβούλιο ώστε να εγκριθεί κι εκεί το τρίτο μνημόνιο για την Ελλάδα : η ΕΥΑΘ και η ΕΥΔΑΠ ήταν μέσα σ’αυτή λίστα. Ακολουθώντας την κατά γράμμα, η ελληνική κυβέρνηση πέρασε πολυνομοσχέδιο που παραχώρησε τις ΕΥΑΘ και ΕΥΔΑΠ στο υπερταμείο ιδιωτικοποιήσεων το Σεπτέμβρη του 2016.

Ο κύριος Βίζερ όμως μας είπε ότι «δεν έχει γνώμη πάνω στο θέμα αφού από την ελληνική κυβέρνηση και διοίκηση άλλοι του λένε όχι και άλλοι ναι γιατί με την ιδιωτικοποίηση θα βελτιωθούν οι υπηρεσίες» κι ότι δε ξέρει καθόλου ποιού ιδέα ήταν η συμπερίληψη της ιδιωτικοποίησης του νερού μέσα στο τρίτο μνημόνιο.

Ο κύριος Βίζερ είναι πρόεδρος σε αυτό που ονομάζεται Euro Working Group και σύμφωνα με την ιστοσελίδα του «προετοιμάζει τις συζητήσεις των υπουργών». Σε αυτό το σώμα οριστικοποίησε την πρώτη της συνθηκολόγηση (και παντοτινή) η κυβέρνηση ΣΥΡΙΖΑ δια του εκπροσώπου της Γιώργου Χουλιαράκη. Αν και η προσπάθεια του Γιάνη Βαρουφάκη να αποποιηθεί τις ευθύνες του ως υπουργού οικονομικών στην εν λόγω συνθηκολόγηση είναι αστεία, η περιγραφή του για το ρόλο του Βίζερ είναι τόσο ανάγλυφη όσο και πραγματική: «ο Τόμας Βίζερ, είναι ουσιαστικά ο ηγεμόνας της Ευρώπης. Ούτε ο Ντάιζελμπλουμ ούτε κανένας άλλος. Ο Τόμας Βίζερ τα τρέχει όλα.»

Είναι λοιπόν δυνατό να μην ήξερε τίποτα για την ιδιωτικοποίηση του νερού ο κ. Βίζερ ; Η απάντηση είναι σαφέστατα όχι. Ο Βίζερ έπαιξε πρωταγωνιστικό ρόλο στις διαπραγματεύσεις του Ιουλίου και του Αυγούστου του 2015 και ξέρει πολύ καλά όχι μόνο τι βρίσκεται μέσα στο τρίτο μνημόνιο, αλλά και για ποιον ακριβώς λόγο βρίσκεται εκεί (στην προκειμένη για να ικανοποιηθούν οι ευρωπαίοι «παγκόσμιοι πρωταθλητές» στη διαχείριση υδάτων Veolia και Suez).

Το ότι είπε στους Γερμανούς αλληλέγγυους ότι αυτός δε μπορεί παρά να προωθήσει το αίτημα τους στην Κομισιόν απλά συνάδει με τον τρόπο διακυβέρνησης της ΕΕ: ποτέ κανείς δεν πρέπει να παίρνει την πολιτική ευθύνη για τίποτα. «Κανείς τους δεν είναι υπεύθυνος, έτσι όλοι τους είναι προστατευμένοι» όπως μας είπε σχολιάζοντας τη συνάντηση η Ίνκε Μέγιερ, μια από τις δύο Γερμανίδες συνταξιούχους που «έτρεξαν» τη συλλογή υπογραφών.

Όπως οι χρηματοπιστωτικές αγορές διαχέουν τα επενδυτικά ρίσκα σε πολλούς καπιταλιστές δίνοντας τους μεγαλύτερη ευελιξία στην πάλη τους με τους εργαζόμενους για να αποσπάσουν μεγαλύτερη υπεραξία, έτσι και η μηχανή κατεδάφισης της δημοκρατίας που λέγεται ΕΕ διαχέει την πολιτική ευθύνη μέχρι να την εξαφανίσει. Η ιδιωτικοποίηση του νερού προχωρά χωρίς κανένας πολιτικός φορέας να χρειάζεται να επιχειρηματολογήσει υπέρ της. Η ελληνική κυβέρνηση, η Κομισιόν, το Γιούρογκρουπ, το ΔΝΤ, η γερμανική κυβέρνηση, όλοι νίπτουν τας χείρας τους.

Ο Βίζερ δε δίστασε μάλιστα να κάνει επιδείξη κυνισμού κατά τη διάρκεια της σύντομης συνάντησής μας: «Δεν έχει πια σημασία ποιος έβαλε την ιδιωτικοποίηση του νερού μέσα στο πρόγραμμα. Σημασία έχει ποιος μπορεί να τη βγάλει από εκεί και την απάντηση δε τη γνωρίζω». Αυτό που μας έλεγε στην ουσία ήταν: «τι το ψάχνετε; ούτως ή άλλως δε μπορείτε να κάνετε τίποτα».

Ρωτήσαμε τους Γερμανούς φίλους πώς τους ήρθε η ιδέα να ξεκινήσουν την καμπάνια αυτή ειδικά για την Ελλάδα, ενώ υπάρχει ήδη η «Ευρωπαϊκή Πρωτοβουλία Πολιτών» που καλεί την ΕΕ να σταματήσει να προωθεί την ιδιωτικοποίηση του νερού. Η πρωτοβουλία αυτή έχει συγκεντρώσει 1,9 εκατομμύρια υπογραφές και η ΕΕ τη γράφει στα παλιά της τα παπούτσια σε αντίθεση με την ίδια τη Συνθήκη της Λισαβόνας. Μας είπαν ότι κάποτε σε ένα συνέδριο στο Βερολίνο μίλησε η Μαριάνα Γρηγοράσκου από το σωματείο της ΕΥΑΘ κι εξήγησε πώς η ΕΕ επιβάλει την ιδιωτικοποίηση του νερού στην Ελλάδα. Τότε αισθάνθηκαν ότι ίσως αυτοί από τη Γερμανία να μπορούν να βοηθήσουν ώστε να λογοδοτήσει κάποιος κι έτσι να συνεχιστεί και με τη μορφή αυτή ο αγώνας κατά της ιδιωτικοποίησης σε όλη την Ευρώπη.

Το νερό στο Βερολίνο είχε ιδιωτικοποιηθεί για 12 χρόνια. Οι τιμές για τους καταναλωτές αυξήθηκαν κατά 30% και δύο χιλιάδες εργαζόμενοι απολύθηκαν. Κάποια στιγμή το μυστικό συμβόλαιο παραχώρησης στo γαλλο-γερμανικό κονσόρτσιουμ Veolia-RWE διέρρευσε και διαβάστηκε μέσα σε κεντρικό θέατρο του Βερολίνου. Έδινε το δικαίωμα στις εταιρείες να επιδιώξουν μέχρι 100% κέρδος. Το τεράστιο κύμα αντίδρασης που προκλήθηκε κατέληξε σε τοπικό δημοψήφισμα το 2011 και επαναφορά της διαχείρισης στο δήμο το 2013.

Πολλές πόλεις στην Ισπανία βρίσκονται τώρα σε ανάλογες διαδικασίες δημόσιας ανάκτησης του νερού, ενώ μετά από διαδηλώσεις της τάξεως των τρακοσίων χιλιάδων στην Ιρλανδία το κοινοβούλιο έχει αποφασίσει τη διενέργεια δημοψηφίσματος. Στη Θεσσαλονίκη το οργάνωσαν μόνοι τους οι πολίτες και τα κινήματα και 213.508 άνθρωποι ψήφισαν να μη προχωρήσει η ιδιωτικοποίηση. Η κυβέρνηση ΣΥΡΙΖΑΝΕΛ τους πρόδωσε φυσικά και αυτούς.

Πολλές ακόμα προδοσίες θα πρέπει να οργανωθούν ώστε η ιδιωτικοποίηση του νερού να περάσει. Αυτό που δεν έχουν αντιληφθεί ο κύριος Βίζερ και οι ντόπιοι εντολοδόχοι του που διαχέουν την πολιτική ευθύνη για να μοιράζονται την εξουσία είναι ότι κάθε τους ενέργεια σπρώχνει τα εκατομμύρια των ανθρώπων που κινητοποιούνται για δημόσιο νερό σε όλη την Ευρώπη να στραφούν συνολικά εναντίον του καφκικού ευρω-ενωσιακού οικοδομήματος.
