«Πράσινο φως» για ένταξη της Ελλάδας στην Τράπεζα των BRICS

Τους ορους και τις διαδικασίες για την αποδοχή νέων μελών στην Νέα Αναπτυξιακή Τράπεζα (ΝΑΤ - New Development Bank) ενέκρινε το διοικητικό της συμβούλιο. Μεταξύ των υποψήφιων μελών είναι και η Ελλάδα. Σημειώνεται πως η ΝΑΤ αποτελεί την απάντηση των BRICS (Βραζιλία, Ρωσία, Ινδία, Κίνα και Νότια Αφρική) στο ΔΝΤ και την Παγκόσμια Τράπεζα.

Σύμφωνα με το Αθηναϊκό Πρακτορείο, κατά την τρέχουσα περίοδο το Διοικητικό Συμβούλιο της ΝΑΤ βρίσκεται στη φάση της διαδικασίας ολοκλήρωσης της 1ης λίστας χωρών που θα μπορούν να ξεκινήσουν προκαταρκτικές συζητήσεις για την εισδοχή τους στην Τράπεζα. Μεταξύ αυτών είναι και η Ελλάδα.

Κάθε χώρα που επιθυμεί τη συμμετοχή της, θα πρέπει να εκδηλώσει το ενδιαφέρον της, υποβάλλοντας επίσημη επιστολή προκειμένου να ξεκινήσουν, ως άνω αναφέρθηκε, οι εν λόγω συζητήσεις με τους αρμοδίους της NDB. Όπως είναι γνωστό, βάσει πρόσφατης απόφασης του ΚΥΣΟΙΠ, το Υπουργείο Οικονομικών εξουσιοδοτήθηκε να αποστείλει επίσημη επιστολή προκειμένου να ξεκινήσουν οι συζητήσεις για τη συμμετοχή της Ελλάδας στη Νέα Αναπτυξιακή Τράπεζα (New Development Bank), στην οποία μέτοχοι είναι οι χώρες των BRICS.

Μετά την ολοκλήρωση των προκαταρκτικών συζητήσεων με βάση τους όρους της Τράπεζας μπορούν να αρχίσουν οι επίσημες συζητήσεις που θα αφορούν ανταλλαγή πληροφοριών, πολιτικές και προτεραιότητες της Τράπεζας και της υποψήφιας χώρας, ποσοστό κεφαλαίων που θα διατεθεί στην υποψήφια χώρα, καθώς και χρονοδιάγραμμα έγκρισης και αποδοχής της ως μέλους της Τράπεζας των BRICS. Μετά το πέρας των επίσημων διαπραγματεύσεων, η Τράπεζα θα ενημερώσει το Διοικητικό Συμβούλιο για την κατάληξή τους, καθώς και για τους όρους συμμετοχής της υποψήφιας χώρας στην NDB.

H Ελλάδα, σύμφωνα με τις πληροφορίες του Αθηναϊκού Πρακτορείο, θα εκπροσωπείται από έναν διοικητή (GOVERNOR) και έναν αναπληρωτή διοικητή (ALTERNATE GOVERNOR), ενώ θα πρέπει να αντιπροσωπεύεται στο Διοικητικό Συμβούλιο από ένα διευθυντή (DIRECTOR) και έναν αναπληρωτή του (ALTERNATE DIRECTOR) που θα ορίζονται από την ομάδα χωρών (προφανώς της ΕΕ) στην οποία θα ενταχθεί η Ελλάδα (υπενθυμίζεται ότι το ίδιο ισχύει και στην περίπτωση της Asian Infrastructure and Investment Bank (AIIB).

Σημειώνεται ότι η ΝΑΤ ιδρύθηκε από τις Χώρες BRICS και ως εκ τούτου έχει εξασφαλιστεί τόσο ότι η διοίκηση, όσο και ότι η πλειοψηφία του Διοικητικού Συμβουλίου θα ασκείται και θα προέρχεται από τις χώρες αυτές. Η ΝΑΤ, υποστηρίζει επενδυτικά προγράμματα που ανταποκρίνονται στις ανάγκες των χωρών – μελών της, χρηματοδοτεί έργα υποδομών που είναι βιώσιμα στο πλαίσιο της στρατηγικής της 2017-2021. Επίσης, χρησιμοποιεί όλα τα χρηματοδοτικά εργαλεία για το σκοπό αυτό, όπως εγγυήσεις, έκδοση ομολόγων, συγχρηματοδότηση έργων με άλλους πολυμερείς χρηματοοικονομικούς μηχανισμούς κτλ.

Τα έργα θα αφορούν κυρίως sovereign operations (δηλαδή έργα που χρηματοδοτούνται από κρατικούς φορείς με την εγγύηση του Δημοσίου). Σημειώνεται ότι η επέκταση χρηματοδότησης και στα ιδιωτικά επιχειρηματικά σχέδια (projects) δεν αποκλείεται. Αναλυτικότερα, η NDB θα εστιάσει το ενδιαφέρον της σε έργα καθαρής ενέργειας, υδάτινων πόρων, άρδευσης, αστικής ανάπτυξης, υγιεινής κ.α. Έως τώρα έχουν χρηματοδοτηθεί συνολικά 15 επιχειρηματικά σχέδια (projects), προβλέπεται δε, ότι ο αριθμός τους θα φτάσει τα 75 μέχρι το 2021 σε ετήσια βάση.
