Οι λάθος αντιλήψεις του Γιάνη Βαρουφάκη

Δεν πρόκειται για άκριτη συστράτευση με τις αερολογίες που διαδίδουν τα μίντια (περί Βαρουφακιάδας κ.λ.π.), αλλά για πολύ συγκεκριμένη και στοχευμένη κριτική των επιλογών του Γιάνη Βαρουφάκη, με βάση αυτά που γράφει ο ίδιος. Ο Eric Toussaint, αναλύει τις λάθος αντιλήψεις του Βαρουφάκη, όταν του έγινε πρόταση να αναλάβει το υπουργείο οικονομικών. Έχει ενδιαφέρον να σταθούμε λίγο περισσότερο σε μια από τις προτάσεις Βαρουφάκη.

Όπως γράφει ο Toussaint:

Σημαντικές μειώσεις της φορολόγησης επιχειρήσεων.

Σχετικά με το μέτρο αυτό, ο Βαρουφάκης λέει: «Αυτό θα απαιτούσε σημαντικές μειώσεις του ΦΠΑ και της φορολογίας επιχειρήσεων, διότι έπρεπε να ξαναδώσουμε ενέργεια στον ιδιωτικό τομέα.»

Αναφέρει μια ερώτηση του Τσίπρα:

« - Γιατί θα’πρεπε οι επιχειρήσεις να πληρώσουν λιγότερο; ρώτησε ο Αλέξης.

Του εξήγησα: ο ιδιωτικός τομέας έπρεπε να πληρώσει περισσότερο όσον αφορά το συνολικό φορολογικό εισόδημα, αλλά ο μόνος τρόπος να αυξήσουμε την συνολική του συνεισφορά, ενώ οι πωλήσεις ήταν σε νεκρό σημείο κι οι τράπεζες είχαν πτωχεύσει, ανίκανες να παράσχουν πιστώσεις στις κερδοφόρες επιχειρήσεις, ήταν να μειώσουμε την φορολογία των επιχειρήσεων. Ο Δραγασάκης ήταν σύμφωνος, γεγονός που ηρέμησε τους Αλέξη και Παππά.»

Όπως σχολιάζει ο Toussaint:

           Το να υπόσχεσαι την μείωση της φορολογίας των επιχειρήσεων κατά τρόπο αδιαφοροποίητο είναι απόλυτα ασύμβατο με μιαν αριστερή πολιτική. Πρέπει να αυξηθεί το ποσοστό φορολόγησης των μεγάλων επιχειρήσεων και αυτό να τηρηθεί. Ταυτόχρονα, είναι απόλυτα δυνατόν να μειώσεις το ποσοστό φορολόγησης των μικρών επιχειρήσεων. Εξ άλλου, το να θεωρείς ότι η μείωση της φορολόγησης των επιχειρήσεων θα αυξήσει την συνεισφορά τους στο συνολικό φορολογικό εισόδημα δεν έχει διόλου αποδειχθεί και έχει περισσότερο να κάνει με κάποιο φιλελεύθερο ξόρκι παρά με τεκμηριωμένο συλλογισμό.


Ο Toussaint έχει απόλυτο δίκιο. Οι φοροαπαλλαγές δεν εφαρμόζονται οριζόντια. Έπρεπε να κατευθυνθούν αποκλειστικά προς τις μικρομεσαίες επιχειρήσεις προκειμένου αυτές να μπορέσουν να ανασάνουν, ενώ αντίθετα, θα έπρεπε να μπουν πρόσθετοι φόροι στις μεγάλες επιχειρήσεις και πολυεθνικές.

Η συγκεκριμένη αντίληψη Βαρουφάκη αποτελεί ένα από τα πιο κλασικά αφηγήματα της νεοφιλελεύθερης ιδεολογίας. Αποτελεί μέρος των περίφημων Reaganomics της κυβέρνησης Ρίγκαν στις αρχές της δεκαετίας του 80 και μάλιστα ήταν τόσο αποτυχημένη, που ακόμα και ο Ομπάμα παραδέχθηκε σε μήνυμα του ότι αυτή η αντίληψη πρέπει να αλλάξει.

Ο Ρίγκαν είχε δηλώσει ότι θα κόψει τους φόρους στις μεγάλες επιχειρήσεις ώστε αυτές να επενδύσουν και να δώσουν ώθηση στην οικονομία. Αυτή ήταν η 'ιδέα' σε γενικές γραμμές. Απέτυχε παταγωδώς. Η αντίληψη αυτή μεγάλωσε ακόμα περισσότερο τις ανισότητες και ουσιαστικά συνέβαλλε στη συρρίκνωση της μεσαίας τάξης στις ΗΠΑ, ενώ ταυτόχρονα το δημόσιο χρέος εκτοξεύθηκε. Είναι χαρακτηριστικό ότι ακόμα και κάποιοι 'αστέρες' της δημοσιογραφίας στα Αμερικανικά ΜΜΕ, είχαν επισημάνει ανοιχτά αυτή την αποτυχία, κατά τη διάρκεια της πρώτης θητείας Ομπάμα.

Αυτή η θέση Βαρουφάκη, αλλά και η φανερή άγνοια Τσίπρα, δηλώνουν με τον πιο εκκωφαντικό τρόπο την αδυναμία της Αριστεράς να τολμήσει να εφαρμόσει καθαρά προοδευτικές πολιτικές, ενάντια στις νεοφιλελεύθερες πολιτικές της καταστροφής, τη στιγμή που ακόμα και ένα κομμάτι του Αμερικανικού κατεστημένου έχει παραδεχθεί ανοιχτά ότι αυτές έχουν αποτύχει.

Αυτή τη στιγμή στην Αμερική υπάρχει ένας έντονος προβληματισμός, παρά την παρουσία Τραμπ, από μεγάλο κομμάτι της Αμερικανικής κοινωνίας και ειδικά της νεολαίας, προς αναζήτηση αλλαγής πολιτικών προς μια προοδευτική κατεύθυνση, ενάντια στον νεοφιλελευθερισμό.

Η Ελλάδα, δυστυχώς και με ευθύνη της άτολμης, ευνουχισμένης και παρωχημένης Αριστεράς, θα καθυστερήσει και πάλι να ακολουθήσει τις δραματικές αλλαγές που ενδεχομένως θα συμβούν στο άμεσο μέλλον, όπου ακόμα και οι μήτρες του παγκόσμιου νεοφιλελευθερισμού θα επιχειρήσουν να αλλάξουν το μίγμα της πολιτικής τους, προς μια καθαρά προοδευτική κατεύθυνση. Στην Ελλάδα, στην καλύτερη περίπτωση θα κυβερνάει ένας, υποταγμένος στη νεοφιλελεύθερη ιδεολογία, Τσίπρας. Στη χειρότερη, ο πιο πιστός οπαδός του καταστροφικού και ξεπερασμένου νεοφιλελευθερισμού, Κυριάκος Μητσοτάκης.
