Ενα ιμπεριαλιστικό σφαγείο... δι’ ασήμαντον αφορμήν

Τις αντιδράσεις αυτές ανέλαβε να διερευνήσει η Γερμανία, η διπλωματία της οποίας άρχισε να βολιδοσκοπεί την αγγλική πλευρά με σκοπό να διαπιστώσει πώς θα ενεργούσε η τελευταία στο ενδεχόμενο αυστροουγγρικής πολεμικής δράσης κατά της Σερβίας. Η αγγλική κυβέρνηση επιδόθηκε στον συνήθη ρόλο της, του «διαίρει και βασίλευε».

Από τη μία ενθάρρυνε τη Γερμανία ώστε να προωθηθούν τα αυστρογερμανικά σχέδια στα Βαλκάνια κι από την άλλη σε συζητήσεις με τη ρωσική διπλωματία άφηνε να εννοηθεί πως η Γερμανία θεωρεί κυριότερο αντίπαλό της τη Ρωσία, αλλά σε περίπτωση πολέμου η τελευταία μπορούσε να ελπίζει στην αγγλική υποστήριξη (Ακαδημία Επιστημών ΕΣΣΔ, στο ίδιο, σ. 728).

Ηταν οφθαλμοφανές πως η Βρετανική Αυτοκρατορία επιδίωκε έναν ευρωπαϊκό πόλεμο που δεν θα την άγγιζε αλλά θα της εξασφάλιζε την παγκόσμια κυριαρχία μέσα από τον εκμηδενισμό ή την εξασθένιση όλων των Ευρωπαίων ανταγωνιστών της.

Το τραγικό βεβαίως ήταν πως αυτός ο πόλεμος, που κάθε άλλο παρά άφησε ανέπαφη την Αγγλία ήταν πολύ κοντά. Περισσότερο κοντά απ’ όσο αυτή τον υπολόγιζε.

Στις 23 Ιουλίου η κυβέρνηση της Αυστροουγγαρίας επέδωσε στην κυβέρνηση του Βελιγραδίου ένα τελεσίγραφο με δέκα όρους που αν το σερβικό κράτος τους αποδεχόταν στο σύνολό τους, θα έπρεπε να παραιτηθεί από τα κυριαρχικά του δικαιώματα.

Δεν το έπραξε, με αποτέλεσμα στις 28 Ιουλίου στα σερβοαυστριακά σύνορα να αρχίσουν πολεμικές επιχειρήσεις που σε ελάχιστο χρονικό διάστημα αγκάλιασαν ολόκληρη την Ευρώπη.

Στις 31 Ιουλίου δημοσιεύτηκε διάταγμα του τσάρου Νικολάου Β΄ που καλούσε τους Ρώσους σε γενική επιστράτευση, ενώ τα μεσάνυχτα της ίδιας ημέρας η γερμανική κυβέρνηση με τελεσίγραφό της ζητούσε από την τσαρική κυβέρνηση να πάρει πίσω την εν λόγω απόφασή της.

Η άρνηση της ρωσικής πλευράς είχε ως αποτέλεσμα, το βράδυ της 1ης Αυγούστου του 1914, η Γερμανία να κηρύξει τον πόλεμο στη Ρωσική Αυτοκρατορία. Στις 3 Αυγούστου η Γερμανία κήρυξε, επίσης, τον πόλεμο στη Γαλλία και την επομένη η Αγγλία κήρυξε τον πόλεμο στη Γερμανία. Ο Α΄ Παγκόσμιος Πόλεμος είχε ήδη ξεκινήσει και τίποτα δεν ήταν σε θέση να τον σταματήσει.
