Ήττα του νεοφιλελευθερισμού στην Αργεντινή

Η επόμενη μέρα στην Αργεντινή είναι άγνωστη. Αυτό που είναι περισσότερο από βέβαιο όμως είναι το εκλογικό αποτέλεσμα στη χώρα που γέννησε τον Τσε, το οποίο απ’ όποια σκοπιά κι αν το δεις βγάζει ένα και μοναδικό πολιτικό συμπέρασμα: Μαζική απόρριψη του νεοφιλελευθερισμού! Οι Αργεντίνοι απέρριψαν ένα πολιτικό πρόγραμμα που εξυμνούσε την ιδιωτική πρωτοβουλία και το λιγότερο (κοινωνικό) κράτος για να φέρει φτώχεια και ανεργία!

ΛΕΩΝΙΔΑΣ ΒΑΤΙΚΙΩΤΗΣ

Ο ίδιος ο πρώην πρόεδρος της Αργεντινής Μαουρίτσιο Μάκρι που έχασε πανηγυρικά στις εκλογές της Κυριακής 26 Οκτωβρίου, όπως είχε με ασφάλεια προαναγγελθεί στις εκλογές του Αυγούστου όταν έχασε με 16 μονάδες διαφορά, περιέγραφε ως εξής σε συνέντευξή του την αργεντίνικη εκδοχή του «κράτους νυχτοφύλακα», χρησιμοποιώντας ποδοσφαιρικούς όρους: «Αυτό που έχεις να κάνεις είναι να κόψεις το γρασίδι, να χαράξεις τις γραμμές και να αφήσεις τον κόσμο να παίξει». 

Το γρασίδι που ήθελε κόψιμο ήταν οι κρατικές επιδοτήσεις σε καύσιμα, εισιτήρια στα Μέσα Μαζικής Μεταφοράς κι άλλα είδη λαϊκής κατανάλωσης. Οι γραμμές που χάραξε ο Μάκρι ήταν κατ’ επιταγή του Διεθνούς Νομισματικού Ταμείου που δανειοδότησε την Αργεντινή το 2018 με 57 δισ. δολ. υπό τους γνωστούς εξοντωτικούς όρους, μόνο και μόνο για να μπορέσει να αποπληρώσει ομόλογα που εξέδωσε ο Μάκρι σε ξένο νόμισμα, παρέχοντας σκληρό νόμισμα στην ολιγαρχία που ήθελε να βγάλει της στο εξωτερικό. Κι ο κόσμος αντί να παίζει, βρέθηκε στην ανεργία και στην πείνα… 

Μαζί με την κοινωνία κατέρρευσε και η ίδια η οικονομία της Αργεντινής όπως βεβαιώνει η άνοδος του πληθωρισμού στο 53% το Σεπτέμβριο από 25% τον Ιανουάριο του 2019 κι επίσης η έκρηξη του δημόσιου χρέους που από 53% το 2015, έφτασε φέτος στο 86% του ΑΕΠ. Επιβεβαιώθηκε έτσι για άλλα μια φορά ότι η μεγαλύτερη απειλή για τα δημόσια οικονομικά δεν είναι οι κοινωνικές πολιτικές αναδιανομής, αλλά τα νεοφιλελεύθερα προγράμματα «εξυγίανσης».

Αυτή ακριβώς την πολιτική απέρριψαν οι Αργεντίνοι την Κυριακή 26 Οκτωβρίου ψηφίζοντας τον Αλμπέρτο Φερνάντες που χωρίς να έχει ποτέ ξανά διεκδικήσει την ψήφο των πολιτών κέρδισε το 48% των ψήφων, ενώ «μαύρισαν» τον Μαουρίτσιο Μάκρι που κέρδισε το 41%. Ο Φερνάντες δεν θα πετύχαινε αυτή την επίδοση αν δεν είχε ως αντιπρόεδρο την Κριστίνα Φερνάντες που κυβέρνησε από το 2007 ως το 2015 και μόλις τον Μάιο έκανε την επανεμφάνισή της στην πολιτική ζωή, ταράσσοντας τα νερά μιας και κανείς δεν περίμενε να επιστρέψει, αλλάζοντας έτσι τις ισορροπίες, όπως φάνηκε.  

Τα δύσκολα όμως τώρα αρχίζουν για τον νέο πρόεδρο τη Αργεντινής, Αλμπέρτο Φερνάντες. Η Κεντρική Τράπεζα της Αργεντινής αμέσως μετά την ανακοίνωση του εκλογικού αποτελέσματος μείωσε ακόμη περισσότερο το όριο αναλήψεων σε δολάρια από 10.000 σε μόλις 200 το μήνα. Το ζητούμενο εκ μέρους της ήταν να καταφέρει έτσι να διαχειριστεί τα περιορισμένα συναλλαγματικά της διαθέσιμα και την κατρακύλα του εθνικού της νομίσματος όπως δείχνει η άνοδος της συναλλαγματικής ισοτιμίας του δολαρίου κατά περισσότερο από 200% έναντι του πέσο από τον Ιανουάριο του 2018. 

Μπροστά του ο Φερνάντες έχει δύσκολες αποφάσεις που σχετίζονται πρώτο, με το δημόσιο χρέος της Αργεντινής και δη τα ομόλογα σε ξένο νόμισμα που λήγουν το επόμενο διάστημα και, δεύτερο, με το ΔΝΤ. 

Η συμφωνία του Μάκρι με τον διεθνώς μισητό οργανισμό είναι απόλυτα βέβαιο ότι θα αναθεωρηθεί, μιας και ο νέος πρόεδρος της χώρας έχει αποδοκιμάσει τις πολιτικές λιτότητας που συνόδευαν τα δάνεια του ΔΝΤ. Από την άλλη, παρά την εκκεντρικότητα του χαρακτήρα του, την έκδηλη αγάπη του στη ροκ μουσική, την υπόσχεσή του να αποποινικοποιήσει τις εκτρώσεις και τη δημόσια τοποθέτησή του υπέρ της αποφυλάκισης του πρώην προέδρου της Βραζιλίας, Λούλα – στάση που εξόργισε τον ακροδεξιό πρόεδρο της Βραζιλίας Μπολσονάρου – ο νέος πρόεδρος της Αργεντινής είχε αποδοκιμάσει εξ ίσου ηχηρά στο παρελθόν την κοινωνική πολιτική της Κριστίνα Φερνάντες. Σε τέτοιο βαθμό ώστε αμέσως μετά την ανακοίνωση της καθόδου τους στις εκλογές, τα ΜΜΕ της Αργεντινής να προβάλλουν συνέχεια στιγμιότυπα από την κριτική που της ασκούσε. 

Η ουσία είναι ότι ο Φερνάντες ενώ απορρίπτει την πολιτική της λιτότητας δεν είναι διατεθειμένος και να συγκρουστεί με το ΔΝΤ. Πώς θα καταφέρει τούτων δοθέντων να υπογράψει νέα συμφωνία μαζί του για να συνεχίσει να αποπληρώνει τα ομόλογα χωρίς να επιβάλλει νέα μέτρα λιτότητας; 

Ο Φερνάντες έχει πολλές φορές επικαλεστεί το παράδειγμα της Ουρουγουάης όταν η κυβέρνηση της το 2000 ήρθε αντιμέτωπη με αδυναμία πληρωμών προς τους πιστωτές της κι επέλεξε να επιμηκύνει τις λήξεις των ομολόγων της, χωρίς να προβεί σε μείωση της ονομαστικής τους αξίας (κούρεμα). Επέλεξε δηλαδή κι επέβαλε την πιο ήπια μορφή αναδιάρθρωσης του δημόσιου χρέους. 

Θα μπορέσει ο Φερνάντες να κάνει κάτι τέτοιο, δεδομένου ότι κατά πάσα πιθανότητα θα απαιτεί και τη συναίνεση των πιστωτών; Ή, θα συναντήσει την άρνηση των αγορών και δη των κεφαλαίων – γύπες που θα επιλέξουν να οδηγήσουν την Αργεντινή στη χρεοκοπία κάνοντας έτσι επίδειξη πυγμής απέναντι σε μια μη φιλική κυβέρνηση;
