Οργανισμός Αμερικανικών Κρατών: Στην υπηρεσία της Ουάσινγκτον

Ο Οργανισμός Αμερικανικών Κρατών, που εξέδωσε την έκθεση για την εκλογική αναμέτρηση στη Βολιβία, η οποία «δικαιολόγησε» το πραξικόπημα εναντίον του Έβο Μοράλες, είναι στη θεωρία ένας ουδέτερος οργανισμός κρατών. Στην πραγματικότητα όμως έχει μακρά ιστορία υποστήριξης των επεμβάσεων των ΗΠΑ στη Λατινική Αμερική, και σήμερα χρηματοδοτείται κατά πλειοψηφία από τα ταμεία του αμερικανικού κράτους.

Παρά την ίδρυσή του το 1948 με σκοπό την «προώθηση της ειρήνης και τη διευθέτηση διαφωνιών μεταξύ των κρατών-μελών», ήταν μάλλον από την αρχή όργανο της αντικομμουνιστικής εξωτερικής πολιτικής των ΗΠΑ.

Ο ΟΑΚ υπήρξε σιωπηλός ή και στήριξε όλες ανεξαιρέτως τις αμερικανικές επεμβάσεις στη Λατινική Αμερική, είτε αυτές λάμβαναν τη μορφή εισβολής, όπως στην Κούβα το 1961, είτε τη μορφή στήριξης σε πραξικοπήματα και δικτατορικά καθεστώτα, όπως στη Χιλή το 1973 (και στην Αργεντινή, τη Βολιβία, τη Γουατεμάλα, τη Νικαράγουα, την Αϊτή, τον Παναμά, τη Βραζιλία, την Παραγουάη και τον Ισημερινό).

Ο υποτιθέμενος δημοκρατικός μανδύας του ΟΑΚ, ήδη ξεσκισμένος από τη δράση των ΗΠΑ στην περιοχή στις δεκαετίες από το 1950 έως και το 1980, επιχειρήθηκε να επανέλθει τη δεκαετία του 1990. Όμως σύντομα, αποδείχθηκε για μία ακόμη φορά ότι ο Οργανισμός Αμερικανικών Κρατών δεν ενδιαφέρεται για τη δημοκρατία στη Λατινική Αμερική, στα γεγονότα του πραξικοπήματος κατά του Ούγκο Τσάβες στη Βενεζουέλα, το 2002.

Τότε, ο ΟΑΚ αποφάσισε να καταδικάσει το πραξικόπημα, αλλά μόνο έπειτα από την παταγώδη αποτυχία του, και την επάνοδο του Τσάβες στην εξουσία.

Λίγο καιρό νωρίτερα, το 2000, στις πρώτες δημοκρατικές εκλογές στην Αϊτή, ο Οργανισμός Αμερικανικών Κρατών, ενώ αρχικά είχε αναγνωρίσει το αποτέλεσμα των εκλογών, αποφάσισε έπειτα από την πίεση των ΗΠΑ να αποσύρει την αναγνώρισή του, κάτι που οδήγησε τη Αϊτή σε μια νέα τετραετή αιματηρή περίοδο και την φυγάδευση του πρώτου της δημοκρατικά εκλεγμένου προέδρου.

Ως επί το πλείστον, ο ΟΑΚ έχει την τάση να παρεμβαίνει ως «υπερασπιστής της δημοκρατίας», αμφισβητώντας εκλογικές αναμετρήσεις που έχουν νικητές αντιπάλους της ηγεμονίας των ΗΠΑ στη Λατινική Αμερική.

Ταυτόχρονα δείχνει να αγνοεί περιπτώσεις όπου ο νικητής έχει σαφή φιλοαμερικανική στάση, όπως στις πρόσφατες εκλογές της Βραζιλίας, που έφεραν στην εξουσία τον Ζαΐρ Μπολσονάρο. Ο ΟΑΚ συνεχάρη τον Μπολσονάρο και τον Βραζιλιάνικο λαό για μια καθαρή εκλογική διαδικασία, παρά τις σοβαρές καταγγελίες για συνωμοσία εναντίον του πρώην προέδρου της χώρας Λούλα ντα Σίλβα, που οδηγήθηκε σε φυλάκιση για να μην συμμετάσχει στη συγκεκριμένη εκλογική αναμέτρηση.

Η δράση του ΟΑΚ υπέρ των συμφερόντων των ΗΠΑ, εξηγείται αν κανείς ρίξει μια ματιά στην χρηματοδότησή του. Για το έτος 2018, οι ΗΠΑ θα κατέβαλλαν περίπου το 60% της χρηματοδότησης του Οργανισμού, κάτι που δίνει ασύγκριτο πλεονέκτημα πίεσης.

Σήμερα στη Βολιβία, η έκθεση του ΟΑΚ για την εκλογική αναμέτρηση της 20ης Οκτωβρίου, δείχνει να βασίζει τις κατηγορίες νοθείας σχεδόν αποκλειστικά σε απότομη αύξηση των ψήφων του Έβο Μοράλες, που όμως μπορεί εύκολα να εξηγηθεί από την ενσωμάτωση στην καταμέτρηση των αγροτικών περιφερειών. Εκεί, η συντριπτική πλειοψηφία των κατοίκων είναι αυτόχθονες, η βάση δηλαδή της υποστήριξης του Μοράλες.

Αξίζει να σημειωθεί ότι η έκθεση δεν διαφέρει πολύ από την βιαστική ανακοίνωση του ΟΑΚ την ίδια τη βραδιά των εκλογών, που χρησιμοποιήθηκε ως πρόσχημα από την αντιπολίτευση για να ξεκινήσουν οι βίαιες ενέργειες κατά της κυβέρνησης Μοράλες.
