Νέες, έξυπνες κινήσεις Πούτιν στο γεωπολιτικό πεδίο

Τι σημαίνουν και γιατί η Ελλάδα μπορεί να βγει κερδισμένη

Η νέα συμφωνία μεταξύ Ρωσίας-Τουρκίας για την κατασκευή αγωγού φυσικού αερίου 63 δισεκατομμυρίων κυβικών μέτρων ετησίως, μετά την επίσκεψη Πούτιν σε Άγκυρα χθες, αποτελεί, όπως φαίνεται, άλλη μια νίκη του Ρώσου προέδρου στο γεωπολιτικό πεδίο.

“Ο διευθύνων σύμβουλος της Gazprom, Aleksey Miller, δήλωσε ότι ο ενεργειακός γίγαντας θα κατασκευάσει έναν μεγάλο αγωγό φυσικού αερίου, ο οποίος θα ξεκινήσει από την Ρωσία και θα διασχίσει την Τουρκία, καταλήγοντας στα Ελληνικά σύνορα - δίνοντας έτσι στη Ρωσία πρόσβαση στην αγορά της νότιας Ευρώπης. Ο αγωγός θα παρέχει 63 δισεκατομμύρια κυβικά μέτρα ετησίως. 14 δισ. κυβικά θα παρέχονται στην Τουρκία, η οποία είναι ο δεύτερος μεγαλύτερος πελάτης μετά τη Γερμανία. Ο Ρώσος υπουργός ενέργειας, Aleksandr Novak, δήλωσε ότι το νέο πρότζεκτ θα περιλαμβάνει έναν ειδικά κατασκευασμένο άξονα στα Ελληνο-Τουρκικά σύνορα για τους πελάτες της νότιας Ευρώπης.”

“Παρόλο που ο αγωγός θα ανήκει εξολοκλήρου στην Ρωσική εταιρία, ο Miller δήλωσε ότι η Gazprom θα 'εξετάσει προσφορές των Τούρκων εταίρων εάν εκδηλώσουν ενδιαφέρον για την αγορά τμήματος του πρότζεκτ' [...] Η Μόσχα θα ελαττώσει επίσης την τιμή του φυσικού αερίου κατά 6% για τους Τούρκους πελάτες από την πρώτη Ιανουαρίου του 2015, όπως δήλωσε ο Πούτιν. Αργότερα, ο Novak δήλωσε ότι η έκπτωση μπορεί να φτάσει στο 15%, μετά από διαπραγματεύσεις.”

“Ο Novak επιβεβαίωσε αργότερα ότι ο Βλαντιμίρ Πούτιν έδωσε προσωπικά εντολή για το 'πάγωμα' του αγωγού South Stream και την χρήση των υφιστάμενων εγκαταστάσεων στον νέο Τουρκικό αγωγό. Ο South Stream που καθυστέρησε υπερβολικά, θα συνέδεε τους υπόγειους αγωγούς της Μαύρης Θάλασσας με το δίκτυο της ανατολικής Ευρώπης, με την Βουλγαρία ως σημείο εισόδου.”

Το πρώτο σήμα της Ρωσίας προς την Ευρωπαϊκή Ένωση, είναι ότι έχει πολλές εναλλακτικές οδούς παράκαμψης των κυρώσεων και των εμποδίων που μπαίνουν ενάντια σε άλλα πρότζεκτ όπως αυτό του αγωγού South Stream. Ο Πούτιν εξέφρασε την έντονη δυσφορία του για τα εμπόδια που έβαλε η ΕΕ σχετικά με την κατασκευή του συγκεκριμένου αγωγού (http://rt.com/business/210483-putin-russia-gas-turkey/) και η συμφωνία με την Τουρκία έδειξε ότι είναι αποφασισμένος να προχωρήσει σε εναλλακτικές λύσεις.

Μέχρι στιγμής, η ΕΕ πίεζε Ελλάδα και Βουλγαρία να παίξουν το παιχνίδι των συμφερόντων των μεγάλων Δυτικών εταιριών: "Δεν είναι καθόλου τυχαίο επίσης το ναυάγιο της πώλησης της ΔΕΠΑ, καθώς αν αυτή περνούσε στα χέρια της Gasprom, η Ρωσική εταιρία θα γινόταν αυτόματα βασικός μέτοχος και στον ελληνοβουλγαρικό αγωγό IGB, μερίδιο του οποίου κατέχει η Ελληνική εταιρία, και αυτό σημαίνει ότι η τροφοδοσία της Βουλγαρίας και της Ρουμανίας με Αζερικό αέριο μέσω του IGB, θα ήταν αδύνατη. Είναι χαρακτηριστική επίσης η θεαματική στροφή 180 μοιρών της Ευρωπαϊκής Επιτροπής, η οποία, ενώ στην αρχή φάνηκε να υποστηρίζει σθεναρά τον αγωγό Nabucco, στη συνέχεια απέσυρε την στήριξή της, καθώς φάνηκε ότι ο Nabucco έχασε μέρος της ανταγωνιστικότητας του απέναντι στον Ρωσικών συμφερόντων αγωγό South Stream." Οι λεπτομέρειες, ωστόσο, της νέας συμφωνίας δείχνουν ότι η Ελλάδα μπορεί να βγει ως ένα βαθμό ωφελημένη, χωρίς καν να "κουνήσει το δαχτυλάκι της" και με μηδενικό κόστος! Η λεπτομέρεια που αποκάλυψε ο Ρώσος υπουργός ενέργειας, Aleksandr Novak, σχετικά με την κατασκευή του ειδικού άξονα στα Ελληνο-Τουρκικά σύνορα, θα αποτελέσει, ενδεχομένως, μια ευκαιρία για την Ελλάδα, να ανακτήσει ένα μέρος των γεωπολιτικών πλεονεκτημάτων που χάθηκαν από το ναυάγιο του πετρελαϊκού αγωγού Μπουργκάς-Αλεξανδρούπολη: “Όλα αυτά αποδεικνύουν ότι, αφενός οι Δυτικοί θέλουν με κάθε τρόπο να ελαχιστοποιήσουν τη Ρωσική επιρροή στα ανατολικά Βαλκάνια και στην Ελλάδα, αφετέρου, ότι η Ελλάδα έχει παραχωρήσει πλήρως την κυριαρχία της στα Δυτικά συμφέροντα, καθώς είναι δέσμια του χρέους, χωρίς να έχει την παραμικρή δυνατότητα μελλοντικών ελιγμών. Αυτό φαντάζει άκρως εφιαλτικό, καθώς η χώρα θα είναι αναγκασμένη να αντιμετωπίσει πιθανές μελλοντικές κρίσεις, χωρίς καμία διαπραγματευτική δυνατότητα, σε περίπτωση που θα της επιβληθούν – για παράδειγμα – λύσεις του τύπου δημιουργίας “γκρίζων ζωνών” κ.λ.π. Είναι χαρακτηριστικό άλλωστε, το άλλο μεγάλο ναυάγιο του πετρελαϊκού αγωγού Μπουργκάς-Αλεξανδρούπολη, που θα είχε ενισχύσει σημαντικά την αμυντική θωράκιση της Θράκης.” (http://failedevolution.blogspot.gr/2013/07/success-story.html)

Ενδεχομένως η Ρωσία να θέλει να βάλει την Ελλάδα πάλι στο παιχνίδι, καθώς βλέπει ότι υπάρχουν σαρωτικές αλλαγές στο πολιτικό τοπίο, όχι μόνο στην Ελλάδα, αλλά και σε όλη την Ευρώπη, πράγμα που δείχνει ότι το γεωπολιτικό στάτους θα μπορούσε να αλλάξει δραματικά στο άμεσο μέλλον. Ταυτόχρονα, η Ρωσία βλέπει μια μεγάλη ευκαιρία για αναβάθμιση του ρόλου της, ειδικότερα στην ανατολική Μεσόγειο και άρα αναζητά την σύναψη συμφωνιών που λειτουργούν σταθεροποιητικά στην περιοχή και μειώνουν την πιθανότητα συγκρούσεων. Σε διάφορες εντάσεις, όπως η πρόσφατη ένταση μεταξύ Ελλάδας-Τουρκίας με αφορμή τις έρευνες των Τούρκων εντός της Κυπριακής ΑΟΖ, η Ρωσία έχει τη δυνατότητα να μπει δυναμικά στο παιχνίδι, παίζοντας "διαιτητικό" ρόλο με βλέψεις συνεκμετάλλευσης, αλλά και σταδιακού παραγκωνισμού της Δυτικής επιρροής.

Τέλος, το μεγαλύτερο και ίσως σημαντικότερο κέρδος για τον Πούτιν, είναι ότι θωρακίζει καλύτερα την Ρωσία από μια πιθανή, απρόβλεπτη και επικίνδυνη επέκταση των τζιχαντιστών του Ισλαμικού κράτους προς βορρά και ειδικότερα προς Τσετσενία, πράγμα που θα έφερνε μια νέα, μεγάλη αναταραχή στην πόρτα της Ρωσίας. Μέσα από τέτοιες συμφωνίες, η Τουρκία θα αναγκαστεί να υπερασπιστεί το έδαφός της, για να προστατέψει τεράστιες επενδύσεις δισεκατομμυρίων που είναι κομβικές για την ανάπτυξη της Τουρκικής οικονομίας, ενώ θα το ξανασκεφτεί να υποστηρίξει με διάφορους τρόπους τους τζιχαντιστές ή ακόμα και να τους ανεχθεί, καθώς, όπως έχει αποδειχθεί, βασικοί τους στόχοι αποτελούν κάθε είδους νευραλγικοί ενεργειακοί αγωγοί.

    Θεωρώ πως σίγουρα το να γίνει στα σύνορα Ελλάδας-Τουρκίας, είναι μια κίνηση που δείχνει ότι ίσως ο Πούτιν προβλέπει ότι η Ελλάδα στο μέλλον θα στραφεί προς τη Ρωσία, αποτινάζοντας τον Δυτικό ζυγό. Αν όχι πάλι του μένει μια λύση. Προσάρτηση της Θράκης στην Τουρκία για επέκταση του αγωγού προς Δύση. Αφού ήμασταν ανίκανοι εως τώρα να στραφούμε προς αυτόν, ας ελπίσουμε να το κάνουμε στο μέλλον

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’
