Ομιλία Πούτιν: Μια ερμηνεία ορισμένων βασικών σημείων

Παρόλο που ο Ρώσος πρόεδρος ήταν αρκετά ξεκάθαρος σχετικά με πολλά ζητήματα κατά την πρόσφατη ομιλία του στο Ρωσικό κοινοβούλιο, θα ήταν χρήσιμη μια απόπειρα ερμηνείας ορισμένων σημαντικών αποσπασμάτων:

“Αναφέρθηκα στους Αμερικανούς φίλους μας, καθώς πάντα επηρεάζουν τις σχέσεις της Ρωσίας με τους γείτονές της, είτε ανοιχτά, είτε στο παρασκήνιο. Ορισμένες φορές δεν είναι ξεκάθαρο που απευθύνονται: στις κυβερνήσεις συγκεκριμένων χωρών ή στους Αμερικανούς πατρόνους και σπόνσορές τους. [...] Θα ήθελα να δώσω έμφαση στο εξής: είτε θα παραμείνουμε κυρίαρχο έθνος, είτε θα διαλυθούμε χωρίς ίχνος και θα χάσουμε την ταυτότητά μας.”

Μιλώντας για την Ουκρανία και για τις Δυτικές κυρώσεις, είπε μεταξύ άλλων:

“Είμαι σίγουρος ότι αν αυτά τα γεγονότα δεν συνέβαιναν [...] αν τίποτα απ'όλα αυτά δεν είχε συμβεί, θα είχαν βρει μια άλλη δικαιολογία για να περιορίσουν τις αυξανόμενες δυνατότητες της Ρωσίας, να επηρεάσουν τη χώρα μας με κάποιο τρόπο, ή, ακόμα και να την εκμεταλλευτούν. Η πολιτική της ανάσχεσης δεν εφευρέθηκε χθες. Έχει εφαρμοσθεί κατά της χώρας μας για πολλά χρόνια, δεκαετίες, αν όχι αιώνες. Με λίγα λόγια, όποτε κάποιοι θεωρούν ότι η Ρωσία έχει γίνει πολύ δυνατή ή ανεξάρτητη, χρησιμοποιούνται αυτά τα εργαλεία.”

“... η υποστήριξη των διασπαστικών τάσεων στη Ρωσία με διάφορους τρόπους που συμπεριλαμβάνουν, πληροφόρηση, πολιτική και οικονομική υποστήριξη καθώς και υποστήριξη από ειδικές υπηρεσίες, ήταν απόλυτα προφανής και δεν υπήρξε καμία αμφιβολία ότι θα άφηναν ευχαρίστως την Ρωσία να ακολουθήσει το Γιουγκοσλαβικό σενάριο της διάλυσης.”

Ενδεχομένως, αυτό που βλέπουμε να συμβαίνει στην Ουκρανία να αποτελεί μια ακόμα αποτυχία των διαφόρων think tanks, κυρίως της Ουάσιγκτον, τα οποία βέβαια χρηματοδοτούνται από το διεθνές κεφάλαιο. Φαίνεται ότι, εκτός του γεγονότος ότι υποτίμησαν τις ικανότητες του Πούτιν, εκτίμησαν λανθασμένα ότι η Ρωσία είχε περάσει ανεπιστρεπτί στην φάση του νεοφιλελευθερισμού και θα αποτελούσε μια εύκολη λεία προκειμένου να προωθήσουν τα σχέδιά τους. Σχέδια, τα οποία να είχαν ενδεχομένως ως απώτερο στόχο την μελλοντική διάσπαση της αχανούς Ρωσικής επικράτειας και την εγκαθίδρυση φιλοδυτικών καθεστώτων, με στόχο, όχι μόνο την κατάκτηση των πολύτιμων πλουτοπαραγωγικών πηγών, αλλά και την οριστική επιβολή του νεοφιλελεύθερου δόγματος σε "αχαρτογράφητες" περιοχές και πληθυσμούς.

“... οι ΗΠΑ έχουν εργασθεί ακατάπαυστα να δημιουργήσουν ένα παγκόσμιο αμυντικό πυραυλικό σύστημα και στην Ευρώπη. Αυτό αποτελεί απειλή όχι μόνο για τη Ρωσία, αλλά και για όλο τον κόσμο, ακριβώς λόγω της διατάραξης της στρατηγικής ισορροπίας δυνάμεων.”

Πληθαίνουν οι ενδείξεις ότι οι ΗΠΑ σφίγγουν τον κλοιό γύρω από τη Ρωσία, επιχειρώντας να την απομονώσουν στρατιωτικά, πολιτικά και οικονομικά. Η υποστήριξη των νεο-ναζί στην Ουκρανία, είχε σαν στόχο να σύρουν καταρχήν τη Ρωσία σε έναν πόλεμο φθοράς στην Αν. Ουκρανία. Ορισμένοι αναλυτές υποστηρίζουν ότι τα "γεράκια" της Ουάσιγκτον ετοιμάζονται για ένα πυρηνικό "προληπτικό" χτύπημα κατά της Ρωσίας πιστεύοντας ότι μπορούν να προλάβουν τα Ρωσικά ή και τα Κινεζικά αντίποινα, χρησιμοποιώντας την αντιπυραυλική ασπίδα που έχουν εγκαταστήσει στις χώρες της Αν. Ευρώπης. Δυστυχώς, υπάρχουν ενδείξεις ότι κάτι τέτοιο είναι πολύ πιθανό. Η Ουάσιγκτον, σύμφωνα με τελευταίες πληροφορίες, σφίγγει τον κλοιό γύρω και από την Κίνα. Δεν είναι τυχαίο ότι οι αποκαλύψεις αυτές έρχονται μετά την πρόσφατη μεγάλη συμφωνία Ρωσίας-Κίνας στον τομέα της ενέργειας. Σύμφωνα με ορισμένους αναλυτές, οι ΗΠΑ μετακινούν το 60% των ναυτικών τους δυνάμεων στην περιοχή του Ασιατικού Ειρηνικού, ενώ σχεδιάζουν μελλοντικά ένα αντίστοιχο "αντιπυραυλικό" σύστημα στην περιοχή.


“Θα επεκτείνουμε την παρουσία μας σε εκείνες τις περιοχές όπου η πολιτική δεν αναμειγνύεται με την οικονομία. [...] Ταυτόχρονα, θα αποκαταστήσουμε και θα επεκτείνουμε τους παραδοσιακούς μας δεσμούς με την Νότια Αμερική. Θα συνεχίσουμε τη συνεργασία μας με την Αφρική και την Μέση Ανατολή.”

Αυτό που βλέπουμε τώρα, είναι μια αδυσώπητη μάχη με το χρόνο. Από τη μια, η Ρωσία και η Κίνα, μαζί με τα υπόλοιπα μέλη των BRICS (Βραζιλία, Ν.Αφρική, Ινδία), προσπαθούν να απεμπλακούν από το δολάριο και να δημιουργήσουν το δικό τους νομισματικό σύστημα, ώστε να είναι απόλυτα ανεξάρτητες, από την άλλη, οι νεοσυντηρητικές μαριονέτες των τραπεζών και των εταιριών στις ΗΠΑ βρίσκονται σε πανικό και προσπαθούν απεγνωσμένα να βρουν μια αφορμή για να ωθήσουν τη Ρωσία σε πόλεμο και να ανακόψουν έτσι την απειλή για τα σχέδιά τους. Έτσι εξηγείται, σε μεγάλο βαθμό, η αγωνία τους να σύρουν τη Ρωσία σε ένα θερμό επεισόδιο.


Μια δεύτερη επίπτωση για το Αμερικανικό "βαθύ κράτος", θα ήταν, ενδεχομένως, η "απώλεια" της Ευρώπης στο γεωπολιτικό πεδίο του νέου Ψυχρού Πολέμου. Εκτός από τους Βρετανούς, οι οποίοι έχουν παραδοσιακούς δεσμούς και κοινά συμφέροντα με τις ΗΠΑ, η υπόλοιπη Ευρώπη θα μπορούσε να "γείρει" προς την πλευρά του Σινο-Ρωσικού μπλοκ, το οποίο αναπτύσσεται πολύ γρήγορα, τόσο σε στρατιωτικό, όσο και σε οικονομικό επίπεδο, αποκτώντας όλο και περισσότερη αυτονομία από το Δυτικό οικονομικό σύστημα, προσελκύοντας και άλλες χώρες.


“Προτείνω πλήρη αμνηστία για το κεφάλαιο που θα επιστρέψει στη Ρωσία. Το τονίζω, πλήρη αμνηστία. [...] Περιμένω ότι μετά τα γνωστά γεγονότα στην Κύπρο και με την συνεχιζόμενη εκστρατεία των κυρώσεων, οι επιχειρήσεις μας θα καταλάβουν ότι τα συμφέροντά τους στο εξωτερικό δεν είναι εξασφαλισμένα [...] Προτείνω τη δημιουργία ενός κέντρου ειδικής κυβερνητικής καθοδήγησης και να δοθεί στην κυβέρνηση περισσότερη εξουσία σε αυτό το πεδίο. [...] Δίνω εντολή στην κυβέρνηση να πάρει όλες τις απαραίτητες αποφάσεις για την επέκταση των μικρών και μικρομεσαίων επιχειρήσεων ...”

Φαίνεται ότι ο Πούτιν έχει θέσει τρεις βασικούς στόχους για τη Ρωσική οικονομία οι οποίοι συνδέονται μεταξύ τους. Ο πρώτος στόχος είναι να ενισχύσει τον τομέα των μικρομεσαίων επιχειρήσεων ως απάντηση στην νεοφιλελεύθερη αντίληψη που υποστηρίζει τα μεγάλα εταιρικά και χρηματιστηριακά μονοπώλια. Ο δεύτερος στόχος είναι ότι κάτι τέτοιο θα έπρεπε να γίνει με Ρωσικά κεφάλαια που θα επαναπατριστούν στη Ρωσία. Στο σημείο αυτό αναφέρθηκε με έξυπνο τρόπο στην περίπτωση της Κύπρου και το bail-in, με το οποίο χτυπήθηκαν οι Ρωσικές καταθέσεις στις Κυπριακές τράπεζες. (http://failedevolution.blogspot.gr/2013/03/blog-post_19.html) Ο τρίτος στόχος είναι να επιβάλει περισσότερο κρατικό έλεγχο στην πραγματική οικονομία ώστε να αποτραπεί ο καταστροφικός μετασχηματισμός της σε μια χρηματιστηριακή οικονομία, σύμφωνα με το νεοφιλελεύεθρο μοντέλο.

“Τα αποθεματικά μας πρέπει να χρησιμοποιηθούν για την εθνική οικονομία και την ανάπτυξη και όχι για εξαγωγή κεφαλαίων. Για να μπορέσουμε να το πετύχουμε αυτό θα πρέπει να ενισχύσουμε σημαντικά τη σταθερότητα του τραπεζικού συστήματος - η κεντρική τράπεζα έχει δουλέψει με συνέπεια προς αυτή την κατεύθυνση - και επίσης να ελαττώσουμε την εξάρτηση της εθνικής χρηματιστηριακής οικονομίας από εξωτερικούς κινδύνους.”

Ο Πούτιν θα αναζητήσει περισσότερη αυτονομία για τη Ρωσική οικονομία και περισσότερο κρατικό έλεγχο για το τραπεζικό σύστημα έτσι ώστε να το προστατέψει από ξένα κερδοσκοπικά παιχνίδια. Φαίνεται ότι οι χώρες της ομάδας BRICS αποκτούν όλο και μεγαλύτερη ανεξαρτησία από το Δυτικό νεοφιλελεύθερο μπλοκ. Αυτό θα φέρει μεγαλύτερο πανικό στους Δυτικούς ολιγάρχες καθώς μια ταχέως αναπτυσσόμενη Ρωσική οικονομία θα αποτελέσει ένα νέο μοντέλο για άλλες χώρες ακόμα και της Δυτικής σφαίρας επιρροής. Άρα, τα σχέδιά τους για ολοκληρωτική επικράτηση μέσω του καταστροφικού νεοφιλελευθερισμού, θα μπορούσαν να διαλυθούν οριστικά.
