Η απόλυτη κυριαρχία της τραπεζομιντιακής δικτατορίας συνεχίζεται ...

Ο νόμος για την υποχρέωση των ελληνικών τραπεζών να δημοσιεύουν αναλυτικά τα ποσά που δαπανούν για διαφήμιση σε ΜΜΕ μπορεί να άργησε επί χρόνια για προφανείς λόγους, ωστόσο η πρόσφατη ψήφισή του είναι ένα σημαντικό βήμα προς τη βελτίωση της διαφάνειας. Παρότι πάντα υπάρχουν πολλοί τρόποι μη εμφάνισης όλων των πραγματικών διαφημιστικών και άλλων πακέτων προς μέσα και «φιλικούς δημοσιογράφους», από τα αναλυτικά στοιχεία που έδωσαν οι 4 συστημικές τράπεζες και η μικρότερη Attica Bank προκύπτουν ενδιαφέροντα συμπεράσματα για τις κοινές αλλά και τις ιδιαίτερες «προτιμήσεις» του ελληνικού τραπεζικού συστήματος προς τις εταιρείες μέσων ενημέρωσης. Η επεξεργασία αυτών των στοιχείων οδηγεί σε πολλά συμπεράσματα, εντοπίζει κραυγαλέες περιπτώσεις ευνοϊκής μεταχείρισης φυσικών προσώπων και εταιρειών και αποτυπώνει με έναν άλλο τρόπο τις στενές, σχεδόν «διάφανες» σχέσεις των ΜΜΕ με την οικονομική ελίτ, προκαλώντας εύγλωττα ερωτήματα.

1 - Οι φορολογούμενοι σώζουν τις τράπεζες

Ως γνωστόν τα τελευταία χρόνια της κρίσης και των μεγάλων θαλασσοδάνειων οι τράπεζες ήταν ο πρώτος και κύριος αποδέκτης των πακέτων διάσωσης. Το έργο το έχουμε δει εδώ και 8 χρόνια: οι τράπεζες έχουν προβλήματα ρευστότητας, ανακεφαλαιοποιούνται με δημόσιο χρήμα, στηρίζονται, αμέσως μετά ακολουθεί νέα ανακεφαλαιοποίηση ενώ ο τραπεζικός δανεισμός προς πρόσωπα και μικρές ή μεσαίες επιχειρήσεις είναι σχεδόν ανύπαρκτος. Ομως η ολιγαρχία των εργολάβων της ενημέρωσης αποτελεί μια σταθερή εξαίρεση.

Ο χορός της άμεσης διάθεσης δημόσιων κεφαλαίων προς τις τράπεζες εντείνεται από το 2008, επί κυβέρνησης Καραμανλή και υπουργού Οικονομικών Αλογοσκούφη, οι οποίοι ενίσχυσαν τις τράπεζες με κεφάλαια ύψους 28 δισ. ευρώ (με εγγυήσεις του Δημοσίου).

Την άνοιξη του 2013, επί κυβέρνησης Σαμαρά-Βενιζέλου, πραγματοποιείται η πρώτη ανακεφαλαιοποίηση των τραπεζών από την Τράπεζα της Ελλάδος (ΤτΕ) με τη συνεργασία της BlackRock, μέσω του Ταμείου Χρηματοπιστωτικής Σταθερότητας. Στην πράξη συνολικά δόθηκαν άμεσα και έμμεσα στις 4 συστημικές τράπεζες 40,2 δισ. ευρώ.

Συγκεκριμένα, για τις άμεσες κεφαλαιακές ανάγκες δόθηκαν 25,5 δισ. ευρώ (Εθνική 8,7 δισ., Πειραιώς 7 δισ., Alpha 4 δισ. και Eurobank 5,8 δισ.). Ταυτόχρονα όμως το Δημόσιο διέθεσε και άλλα 14,7 δισ. ευρώ για την «εξυγίανση» των μη συστημικών (ΑΤΕ, ΤΤ, PROTON κ.λπ.), οι οποίες με την καλή αυτή «προίκα» δόθηκαν στις τράπεζες Πειραιώς (ΑΤΕ), Eurobank (ΤΤ, PROTON) και Εθνική (PRO Bank). Το Δημόσιο ανακεφαλαιοποιεί τις προβληματικές τράπεζες χωρίς φυσικά να αναλαμβάνει τον έλεγχο.

Ενα χρόνο μετά, το 2014, η ίδια κυβέρνηση, χωρίς τη συμμετοχή του ΤΧΣ αυτή τη φορά, ανακεφαλαιοποιεί τις 4 τράπεζες κατά 8,3 δισ. ευρώ. Οι τιμές αγοράς των νέων μετοχών ήταν πολύ χαμηλότερες από τις αντίστοιχες της πρώτης ανακεφαλαιοποίησης (με εξαίρεση την Alpha), με αποτέλεσμα το ΤΧΣ, δηλαδή το Δημόσιο, να υποστεί μεγάλη οικονομική ζημιά και φυσικά να μειωθούν σημαντικά τα ποσοστά συμμετοχής του και στις 4 τράπεζες.

Τον Νοέμβριο 2015, επί κυβέρνησης ΣΥΡΙΖΑ-ΑΝ.ΕΛΛ. η ολοκλήρωση της τρίτης ανακεφαλαιοποίησης οδηγεί στον αφανισμό των παλαιών μετόχων και μεταξύ αυτών του ΤΧΣ (Δημοσίου) που κατείχε μεγάλα πακέτα μετοχών των τραπεζών. Είχαν προηγηθεί οι γνωστές τρομοκρατικές σειρήνες στα μεγάλα μέσα ενημέρωσης για πιθανό κούρεμα καταθέσεων, ενώ η χρεοκοπία του τραπεζικού συστήματος αποδόθηκε εξ ολοκλήρου στην εξάμηνη διαπραγμάτευση, στην πολιτική αβεβαιότητα, στα capital controls και στη δεδομένη διαρροή κεφαλαίων στο εξωτερικό.

Συνολικά, τα τελευταία χρόνια οι 4 συστημικές και χρεοκοπημένες -όπως φαίνεται- τράπεζες έχουν κοστίσει πάνω από 180 δισ. ευρώ κρατικού χρήματος.
