Ο Τραμπ, ο Πούτιν και τα μυστήρια

Καθώς ετοιμαζόταν να αναχωρήσει από την Ουάσιγκτον για τη μεγάλη ευρωπαϊκή περιοδεία του, ο Ντόναλντ Τραμπ εκτίμησε ότι από τα τρία σημαντικά ραντεβού στην ατζέντα του –τη σύνοδο κορυφής του ΝΑΤΟ, την επίσκεψη στη Βρετανία και τη συνάντηση με τον Πούτιν στο Ελσίνκι– το τελευταίο θα μπορούσε, παραδόξως, να αποδειχθεί «το πιο εύκολο». Τις επόμενες ημέρες, φρόντισε να δικαιώσει την προφητεία του. Στις Βρυξέλλες, κατσάδιασε και πάλι τους «τζαμπατζήδες» εταίρους, δεν δίστασε μάλιστα να απειλήσει ότι θα μπορούσε να αποσύρει τις ΗΠΑ από τη Συμμαχία. Στο Λονδίνο, έριξε τορπίλη στις ελπίδες της Τερέζα Μέι για διμερή εμπορική συμφωνία με την Αμερική μετά το Brexit και συντάχθηκε με τον επικεφαλής της εσωκομματικής αντιπολίτευσης Μπόρις Τζόνσον.

Αντιθέτως, στη συνάντησή του με τον υπ’ αριθμόν ένα γεωπολιτικό αντίπαλο των ΗΠΑ, ο Αμερικανός πρόεδρος βρήκε την ψυχική γαλήνη που δυσκολεύεται να μοιραστεί με τους συμμάχους του. 'Οχι μόνο δεν στρίμωξε τον Ρώσο ομόλογό του σε κανένα επίμαχο ζήτημα (Κριμαία, Ουκρανία, Συρία), αλλά και έδειξε να τον εμπιστεύεται περισσότερο από τις δικές του μυστικές υπηρεσίες αναφορικά με την υποτιθέμενη ρωσική παρέμβαση στις αμερικανικές εκλογές του 2016.

Η σύγκριση

Εκείνο που πρέπει να πόνεσε πιο πολύ το βαθύ κράτος της Αμερικής δεν ήταν τι είπε και τι δεν είπε ο Τραμπ, αλλά η ίδια η σύγκρισή του με τον Πούτιν. Απέναντι σε έναν ψυχρό και ενίοτε κυνικό αλλά με ξεκάθαρους στόχους και πλήρη αυτοέλεγχο ηγέτη, πρόβαλε ένας απροετοίμαστος και συχνά ακατάληπτος Τραμπ να συμβολίζει μια υπερδύναμη που δεν γνωρίζει πού πατάει και πού πηγαίνει.

Το βαρύ τραύμα προκάλεσε έκρηξη βιτριολικών επιθέσεων, με κατηγορίες που θα ήταν αδιανόητες για οποιονδήποτε άλλο πρόεδρο των ΗΠΑ. Ο πρώην διευθυντής της CIA Τζον Μπρέναν χαρακτήρισε τη στάση του «προδοτική», ενώ η επικεφαλής των Δημοκρατικών στη Βουλή Νάνσι Πελόζι διερωτήθηκε «με τι τον κρατάει ο Πούτιν».

Αρθρογράφοι σοβαρών εντύπων παρουσίαζαν ως πιθανό ενδεχόμενο να είναι ο Τραμπ ανδρείκελο των Ρώσων, οι οποίοι μπορεί να τον κρατούν όμηρο με κάποιο οικονομικό ή σεξουαλικό σκάνδαλο και να τον προετοίμαζαν επί χρόνια να βγει πρόεδρος της Αμερικής για να διαλύσει τη Δύση. Είναι εντυπωσιακό ότι ευφυείς άνθρωποι, που έχουν ασκηθεί στο να λοιδορούν τις «θεωρίες συνωμοσίας», δεν δίστασαν να σερβίρουν την πιο τερατώδη θεωρία συνωμοσίας των τελευταίων χρόνων. Δεν αποκλείεται, βέβαια, ο παραλογισμός να ασκεί ψυχοθεραπευτική λειτουργία: είναι πολύ βολικό να ρίχνεις το ανάθεμα σε ένα «ανδρείκελο των Ρώσων», αντί να αναρωτηθείς τι δεν πάει καλά με αυτή την κοινωνία που γεννάει ένα τόσο ισχυρό ρεύμα εθνικισμού, ξενοφοβίας και αντιδραστικού λαϊκισμού, το οποίο καταφέρνει να φέρει έναν Τραμπ στον Λευκό Οίκο. Είναι αλήθεια ότι ο Αμερικανός πρόεδρος χάρισε στον Πούτιν μια ανέξοδη επικοινωνιακή νίκη. Και μόνον η πραγματοποίηση της συνάντησης κορυφής έβγαλε τη Ρωσία από τη διπλωματική «καραντίνα» όπου την είχαν θέσει οι Δυτικοί μετά την κρίση στην Ουκρανία και την προσάρτηση της Κριμαίας. Ενώ ο Μπαράκ Ομπάμα υποστήριζε ότι η Ρωσία έχει πλέον υποβαθμιστεί σε καθεστώς περιφερειακής δύναμης, ο Τραμπ την επανέφερε σε ρόλο παγκόσμιας πυρηνικής υπερδύναμης, συνυπογράφοντας αυτό που θέλει να καλλιεργεί ο Πούτιν τόσο στους ομοεθνείς του όσο και διεθνώς.

Γεγονός παραμένει ότι επί της ουσίας τίποτα δεν άλλαξε με το Ελσίνκι. Στη σύνοδο κορυφής του G7, στο Κεμπέκ, ο Τραμπ φέρεται να είπε κεκλεισμένων των θυρών ότι η Δύση θα πρέπει κάποια στιγμή να συμβιβαστεί με την προσάρτηση της Κριμαίας, γιατί «όλοι εκεί πέρα μιλούν ρωσικά». Το γεγονός αυτό προκάλεσε ανησυχία στο αντιρωσικό στρατόπεδο για πιθανή άρση των κυρώσεων ή ακόμη και για χαλάρωση της στρατιωτικής πίεσης του ΝΑΤΟ στην Ανατολική Ευρώπη. Τίποτα από αυτά δεν συνέβη, είτε γιατί ο Τραμπ το ξανασκέφτηκε είτε γιατί η αντίδραση του βαθέος κράτους τον ανάγκασε να οπισθοχωρήσει. 'Οσο για το Συριακό, ο Πούτιν εμφανίστηκε ανοικτός στην αξίωση του Ισραήλ να πιέσει για την απομάκρυνση των στρατευμάτων του Ιράν και της Χεζμπολάχ από τη χώρα, αν και δεν είναι αυτονόητο κατά πόσον μπορεί να το καταφέρει. Γιατί όμως ο Τραμπ θέλει να εξομαλύνει τις σχέσεις με τη Ρωσία; Η εξήγηση μάλλον είναι πιο πεζή από ό,τι πολλοί υποθέτουν.

Ο επιχειρηματίας της αγοράς ακινήτων βλέπει τη διεθνή πολιτική κατά βάση με οικονομικά κριτήρια – τόσο απλοϊκά, ώστε να προτείνει στην Τερέζα Μέι να... κάνει μήνυση στην Ε.Ε. για να εκβιάσει καλύτερους όρους για το Brexit. Από οικονομική σκοπιά, η Ευρώπη και η Κίνα είναι οι ισχυρότεροι ανταγωνιστές της Αμερικής – το μαρτυρούν άλλωστε τα τεράστια ελλείμματά της. Αντιθέτως, η Ρωσία, με μια οικονομία μικρότερη από εκείνη της Καλιφόρνιας, αποτελεί παρωνυχίδα. Μάλιστα, μια εξομάλυνση των σχέσεων μαζί της αφενός θα εξοικονομούσε στρατιωτικές δαπάνες για τις ΗΠΑ, αφετέρου θα απέτρεπε μια προοπτικά επικίνδυνη, μεγάλη ευρασιατική συμμαχία της με την Κίνα.

«Εμφύλιος»

Τίποτα δεν δείχνει, όμως, ότι έχει ωριμάσει ένας τόσο ριζικός, στρατηγικός αναπροσανατολισμός στους κόλπους του αμερικανικού κατεστημένου. Χωρίς τη ρωσοφοβία, το ΝΑΤΟ δεν έχει ουσιώδη λόγο ύπαρξης και χωρίς το ΝΑΤΟ η διατήρηση της γεωπολιτικής ενότητας Αμερικής - Ευρώπης θα τεθεί υπό αμφισβήτηση από τις φυγόκεντρες δυνάμεις του οικονομικού ανταγωνισμού. Το πολιτικό «λιντσάρισμα» του Τραμπ από το ίδιο του το κόμμα για το Ελσίνκι και η νέα ψύχωση με την υπόθεση της 29χρονης Ρωσίδας Μαρίας Μπούτινα υποδηλώνουν ότι οι δυνάμεις που συντηρούν τον δεύτερο Ψυχρό Πόλεμο εξακολουθούν να έχουν το πάνω χέρι. Η επιμονή του Τραμπ να προσκαλέσει, παρ’ όλα αυτά, τον Πούτιν στον Λευκό Οίκο το φθινόπωρο και η πρωτοφανής ενέργεια του Νταν Κόουτς, γενικού διευθυντή των αμερικανικών μυστικών υπηρεσιών, να ειρωνευτεί δημοσίως τον πρόεδρο της χώρας του για αυτήν του την επιλογή προμηνύουν ότι η σύγκρουση στο εσωτερικό των αμερικανικών ελίτ θα είναι σφοδρή και η έκβασή της αβέβαιη.
