Ένα φάντασμα πλανιέται πάνω από την Ευρώπη, το φάντασμα του δημοσίου συστήματος Υγείας

Δεν είναι ότι προσπάθησαν να κρυφτούν. Επαναλάμβαναν συνεχώς πως ο ιδιωτικός τομέας παρέχει καλύτερες υπηρεσίες, πως οι δημόσιοι υπάλληλοι είναι τεμπέληδες και πως δεν μπορούμε να συντηρούμε με τους φόρους μας ένα δυσλειτουργικό κοινωνικό κράτος. Υπονόμευσαν μεθοδικά, επί δεκαετίες, το δημόσιο σύστημα Υγείας, προς όφελος ιδιωτικών συμφερόντων και σήμερα έχουν το θράσος να χειροκροτούν.

Κι ύστερα ήρθε ο Κορονοϊός

Αυτός θα μπορούσε να είναι ο τίτλος στο τελευταίο κεφάλαιο του βιβλίου «ιδιωτικοποίηση της Υγείας – η μεγάλη μπίζνα» που άρχισε να γράφεται από την επομένη της εκλογικής νίκης της ΝΔ, τον Ιούλιο.

Πάνω λοιπόν που η κυβέρνηση Μητσοτάκη ήταν έτοιμη, μέσα στην παντοδυναμία της, να δώσει το τελειωτικό χτύπημα στη δημόσια Υγεία και αφού είχε ήδη μετατραπεί (για πρώτη φορά στην ιστορία της χώρας) το νομικό καθεστώτος ενός δημόσιου νοσοκομείου (της Κομοτηνής) σε Νομικό Πρόσωπο Ιδιωτικού Δικαίου, ήρθε η παγκόσμια πανδημία του Κορονοιού, να αναδείξει πιο γλαφυρά από ποτέ τις τελευταίες δεκαετίες, την σημασία της κρατικής παρέμβασης στη διαφύλαξη των κοινωνικών αγαθών. Να αποδείξει, πέραν πάσης αμφιβολίας, πως το Κοινωνικό Κράτος, δεν είναι κάποιο σοβιετικό κατάλοιπό, όπως ισχυρίζονται ορισμένοι εκ των νεοφιλελεύθερων που επανήλθαν στην εξουσία, αλλά ο βασικότερος πυλώνας συνοχής μιας κοινωνίας.

Το δημόσιο σύστημα Υγείας στη χώρα μας υπήρξε ένα από τα μεγάλα θύματα των μνημονιακών πολιτικών την πενταετία 2010-2015, όταν την εποχή που ο σημερινός πρωθυπουργός ήταν υπουργός Διοικητική μεταρρύθμισης και ο Άδωνις Γεωργιάδης, υπουργός Υγείας, όχι μόνο δεν χειροκροτούσαν τους εργαζόμενους στη δημόσια Υγεία, αλλά τους έκοβαν μισθούς, τους αύξαναν τις υπερωρίες και τους προειδοποιούσαν, σε ζωντανή μετάδοση: «έπρεπε να σας απολύσουμε για να δείτε τι εστί βερύκοκο». Ορισμένους μάλιστα τους απέλυαν.

Ήταν η εποχή του «όποιος δεν προσαρμόζεται, πεθαίνει».

Τότε που 2,5 εκατομμύρα ανασφάλιστοι δεν είχαν πρόσβαση στα δημόσια νοσοκομεία. Τότε που επέβαλαν είσοδο 5 ευρώ για όλους τους ασθενείς, που η συρρίκνωση του ιατρικού και νοσηλευτικού προσωπικού δημιουργούσε σοβαρά προβλήματα υποστελέχωσης και υπολειτουργίας της δημόσιας υγείας. Η εποχή που έκλειναν και συγχωνεύονταν δημόσια νοσοκομεία, προς όφελος φυσικά των ιδιωτικών νοσηλευτηρίων.

Μικρότερο και ευέλικτο κράτος, μείωση των δημοσίων υπαλλήλων με τον κανόνα 1 πρόσληψη για κάθε 5 αποχωρήσεις, μείωση δαπανών, είσοδο ιδιωτών στην υγεία, ελαστικά ωράρια εργασίας (μιας και το κλασικό 8ωρο και η πενθήμερη εργασία είναι ξεπερασμένα), καθώς και αποκρατικοποιήσεις δημοσίων υπηρεσιών και αγαθών. Αυτό πάνω-κάτω ήταν το πρόγραμμα είχε εξαγγείλει ο Κυριάκος Μητσοτάκης κατά την προεκλογική περίοδο.

Ένα πρόγραμμα που θάφτηκε επιμελώς κάτω από τόνους εθνικιστικής και ακροδεξιάς έξαρσης για την «προδοτική» συμφωνία των Πρεσπών και το προσφυγικό.

Ένα πρόγραμμα που τα ΜΜΕ φρόντισαν, με χειρουργική ακρίβεια, να μακιγιάρουν, εστιάζοντας την κριτική στην κοινωνική οικονομική πολιτική του ΣΥΡΙΖΑ, που με τα επιδόματα, τις προσλήψεις στην Υγεία και την Παιδεία και την 13η σύνταξη, έριχνε την χώρα στα βράχια.

Και ήρθαν λοιπόν στην εξουσία, με τη χώρα εκτός μνημονίων και με 37 δισ. μαξιλάρι, καταφέρνοντας μέσα μόνο σε λίγους μήνες (πριν τo πρώτο κρούσμα Κορονοϊού), να βάλουν το εθνικό σύστημα δημόσιας Υγείας και πάλι στην εντατική.

Η ίδια η ΠΟΕΔΗΝ, που ΣΥΡΙΖΑ δεν τη λες, ανακοίνωνε τον Ιανουάριο πως ενώ υπάρχουν περίπου 80 εξοπλισμένες κλίνες ΜΕΘ στα δημόσια νοσοκομεία, δεν λειτουργούν λόγω ελλείψεων νοσηλευτικού και ιατρικού προσωπικού. Την ίδια στιγμή, νοσοκομειακά τμήματα κλείνουν και άλλα βρίσκονται σε κατάσταση διάλυσης. Είναι χαρακτηριστικό πως τον Ιανουάριο η Παιδιατρική Κλινική της Καλλιθέας, που εξυπηρετούσε  περίπου 7.000 παιδιά τον χρόνο, αλλά και η Παιδοψυχιατρική πτέρυγα του Παίδων Πεντέλης βάζουν λουκέτο.

Όλα αυτά, πριν διαγνωστεί το πρώτο κρούσμα Κορονοϊού στην Ελλάδα.

«Και να μην ξανακούσω κανένα από αυτά τα νεοφιλελεύθερα παπαγαλάκια να λένε για το δημόσιο σύστημα υγείας γιατί αν δεν υπήρχε, τώρα δε θα ήμασταν εδώ να μιλάμε». Όχι, η παραπάνω, σημερινή, δήλωση δεν ανήκει στον Παύλο Πολάκη, αλλά στον νεοδημοκράτη Νικήτα Κακλαμάνη.

Aυτό βέβαια που θα πρέπει να προβληματίσει τον Ν. Κακλαμάνη και άλλα μετριοπαθή στελέχη του κυβερνόντος κόμματος, είναι πως ο κυριότερος εκπρόσωπος της ακραία νεοφιλελεύθερης συνιστώσας στη ΝΔ, είναι ο ίδιος ο πρόεδρος του κόμματος, ο Κυριάκος Μητσοτάκης, ο οποίος εκλέχθηκε πρωθυπουργός έχοντας πει «δεν τρέφω αυταπάτες για μια κοινωνία χωρίς ανισότητες, κάτι τέτοιο είναι αντίθετο στην ανθρώπινη φύση». Ήταν 3 Μαΐου του 2018, όταν ο σημερινός πρωθυπουργός έγραφε, επίσης, στον λογαριασμό του στο twitter: «Δεν θα γίνουν απολύσεις, όμως ο (μνημονιακός) κανόνας 1 πρόσληψη για κάθε 5 αποχωρήσεις θα εφαρμοσθεί. Οι προσλήψεις δεν θα γίνονται άκριτα όπως σήμερα αλλά με συγκροτημένο σχέδιο. Είναι αδιανόητο να πλεονάζουν γιατροί και να λείπουν νοσηλευτές». Kαι να που η πανδημία του Κορονοϊού μας έφτασε στο σημείο η κυβέρνηση να παρακαλάει τους γιατρούς να προσληφθούν στο ΕΣΥ.

Αν κάτι λοιπόν κατέρρευσε με πάταγο τις τελευταίες εβδομάδες, δεν είναι μόνο οι φιλάσθενες χρηματιστηριακές αγορές, εν όψει μιας νέας μεγάλης οικονομικής κρίσης. Είναι κυρίως οι πεποιθήσεις των -δήθεν φιλελεύθερων- οπαδών του κτηνώδους ατομικισμού, των νεοφιλελεύθερων πολιτικών Θάτσερ - Πινοσέτ, των πολέμιων της ιδεολογικής ηγεμονίας της Αριστεράς και του Κοινωνικού Κράτους.
