Ανακεφαλαιοποίηση τραπεζών : από τον δημόσιο έλεγχο στην πλήρη συνθηκολόγηση

Η είδηση τον Μάρτη του 2013 της παραίτησης του προέδρου του Ταμείου Χρηματοπιστωτικής Σταθερότητας, Πολ Κόστερ, για τους μη γνωρίζοντες πέρασε στα ψιλά.

Ωστόσο όσοι υπήρξαμε περισσότερο υποψιασμένοι, με έκπληξη αντιληφθήκαμε ότι στο ιδιότυπο μπρα ντε φερ μεταξύ του εκπροσώπου των δανειστών και των ελλήνων τραπεζιτών, εν όψει της ανακεφαλαιοποίησης των τραπεζών, μεγάλος χαμένος ήταν ο μόλις δύο μηνών πρόεδρος του ΤΧΣ.

Από τότε έως σήμερα έχει κυλήσει πολύ νερό στο αυλάκι. Κάναμε δύο φορές εκλογές, ένα δημοψήφισμα, αλλάξαμε κυβέρνηση, πρώην πρωθυπουργοί πέρασαν στην αφάνεια, η κυβέρνηση του ΣΥΡΙΖΑ ψήφισε τρίτο σκληρότατο μνημόνιο, ένα όμως πράγμα παραμένει σταθερό και αδιατάρακτο : οι έλληνες τραπεζίτες.

Έτσι λοιπόν ακόμη κι αν αναγνωρίσω στον πρωθυπουργό το άλλοθι του εκβιασμού που υπέστη (χωρίς βέβαια ποτέ να μπορώ να νομιμοποιήσω το ότι αποδέχτηκε το ρόλο του εκβιαζόμενου, περνώντας μέτρα που μόνον τούτη η κυβέρνηση μπορεί να αποπειραθεί να περάσει), υπάρχει κάτι άλλο, πιο σάπιο στο Βασίλειο της Δανιμαρκίας.

Θυμόμαστε όλοι τις δεσμεύσεις του αντιμνημονιακού ΣΥΡΙΖΑ περί δημοσίου ελέγχου των τραπεζών για τη διασφάλιση των συμφερόντων του ελληνικού λαού. Ο ΣΥΡΙΖΑ του Γενάρη λοιπόν, καθοδηγούμενος από πρόσωπα μεγάλης πολιτικής επιρροής στην κυβέρνηση και με γνωστές σχέσεις με το τραπεζικό σύστημα, όχι απλώς δεν άγγιξε κανέναν από το παλαιό τοξικό τραπεζικό σύστημα, τουναντίον τοποθέτησε ως επόπτες άκρως συστημικά πρόσωπα, τα οποία φέρουν τη μέγιστη ευθύνη για την κατάσταση των ελληνικών τραπεζών.

Στο σημείο αυτό θα ήθελα να θυμίσω ότι, αμέσως μετά τη συμφωνία του Ιουλίου του 2015, σε γραπτή ανακοίνωσή μου έκρουσα τον κώδωνα του κινδύνου στον πρωθυπουργό τονίζοντάς του επί λέξει : ''ο έλεγχος και η εξυγίανση του σκοτεινού τραπεζικού συστήματος (βλέπε ΚτΕ, Εθνική, Eurobank) είναι από αυτά που έπρεπε να έχουν γίνει χτες''.

Φυσικά δεν εισακούστηκα. Αντιθέτως, όλοι παρέμειναν στις θέσεις τους, εννοώ τραπεζικό και πολιτικό προσωπικό, με συμπληρωματικές σχέσεις και κοινά συμφέροντα.

Σήμερα λοιπόν και εν όψει της ανακεφαλαιοποίησης, στη διοικητική πυραμίδα των τραπεζών παραμένουν άθικτες οι διοικήσεις, όπως είχαν δομηθεί πριν από την χρηματοπιστωτική κρίση του 2009. Αυτές οι διοικήσεις οι οποίες μέχρι το 2009 είχαν προβεί σε περίεργες εκταμιεύσεις δανείων, που υπερέβαιναν το 150% των καταθέσεών τους, δημιουργώντας παράλληλα φούσκες στη κτηματική και καταναλωτική αγορά και υπερχρεώνοντας τα νοικοκυριά.

Είναι οι άφρονες πολιτικές αυτών των διοικήσεων που συνετέλεσαν στη δημιουργία χρηματοδοτικού κενού στο σύστημα, το οποίο σύμφωνα με τους λογαριασμούς της Τράπεζας της Ελλάδος στο τέλος του 2009 ανέρχονταν στο ποσό των 163 δισ. ευρώ. Το δε χρηματοδοτικό κενό το εξυπηρετούσαν κυρίως, λόγω χαμηλού κόστους, με βραχυπρόθεσμο εξωτερικό δανεισμό.

Έτσι, σύμφωνα με την Τράπεζα της Ελλάδος, με το τέλος του 2009 εμφάνιζαν να έχουν προς τις διεθνείς αγορές υποχρεώσεις της τάξης των 113 δισ ευρώ εκ των οποίων 76 δισ βραχυπρόθεσμες και 50 δις ευρώ βραχυπρόθεσμες οφειλές, μέσω της Τράπεζας της Ελλάδας προς την ΕΚΤ.

Είναι αυτές οι διοικήσεις που επέδειξαν ανεπάρκεια στο να θωρακίσουν τους οργανισμούς που διοικούσαν, ώστε να προστατέψουν τις αποταμιεύσεις του κοινού και τις επενδύσεις των μετόχων τους, αλλά και να προσφέρουν προϊόντα και ιδέες τόσο πριν, όσο και μετά την κρίση που να συμβάλουν στην αειφόρο ανάπτυξη και στην ανάκαμψη της Ελληνικής οικονομίας.

Είναι αυτές οι διοικήσεις που και επί της παρούσας κυβέρνησης διαθέτουν σοβαρές προσβάσεις, ώστε να αποτραπεί να γίνει ένας ενδελεχής διαχειριστικός έλεγχος και να αποδοθούν οι αναλογούσες ευθύνες.

Το χειρότερο όμως είναι ότι είναι αυτές που θα διαχειριστούν το ιλιγγιώδες ποσό των 25 δισ ευρώ της επερχόμενης ανακεφαλαιοποίησης όταν, θυμίζω και υπογραμμίζω ότι, από το 2012 οι εν λόγω τράπεζες ενισχύθηκαν με 40 δισ ευρώ από το Ελληνικό Δημόσιο μέσω άμεσων κεφαλαιακών ενισχύσεων και κάλυψη χρηματοδοτικών κενών, δεν αποπλήρωσαν ως αρχικά όφειλαν τις κεφαλαιακές ενισχύσεις του 2008 περί τα 4 δισ ευρώ, αναγνώρισαν μέσω του αναβαλλόμενου φόρου κεφάλαια περί τα 15 δισ ευρώ, απεκόμισαν σημαντικά στοιχεία ενεργητικού μέσω άνευ κόστους απορρόφησης κρατικών και μικρότερων ιδιωτικών τραπεζών, που απεκόμισαν με ιδιωτικά κεφάλαια περί τα 11,5 δις ευρώ μέσω αυξήσεων του μετοχικού τους κεφαλαίου, που απομείωσαν έως τα όρια του μηδενισμού τις προ του 2012 κεφαλαιακές συμμετοχές ελληνικών και ξένων ασφαλιστικών ταμείων, θεσμών όπως η Εκκλησία της Ελλάδος και όλων των μικρών και μεγάλων ιδιωτών επενδυτών, ενώ τέλος επιβάρυναν τα ασφαλιστικά ταμεία μέσω των προγραμμάτων εθελούσιων εξόδων εργαζομένων μειώνοντας το λειτουργικό τους κόστος και την Ελληνική οικονομία μέσω της αύξησης του επιτοκιακού περιθωρίου τους και των συναλλακτικών προμηθειών για τη δημιουργία εσωτερικού κεφαλαίου.

Εδώ βρισκόμαστε τούτη τη στιγμή.

Και ερωτώ ποιος πολίτης μπορεί να εμπιστευθεί αυτές τις διοικήσεις στη διαδικασία της ανακεφαλαιοποίησης, αν δεχτούμε ότι η ανακεφαλαιοποίηση γίνεται ώστε να συμπληρωθούν τα χρήματα που λείπουν από τις τράπεζες για να μπορούν να συνεχίσουν να λειτουργούν κανονικά, να μην κινδυνεύουν να "στερέψουν" από μετρητά και να είναι "υγιείς".

Είναι σαν το παράδοξο που αναθέτεις στο δολοφόνο την εξιχνίαση του εγκλήματος.

Και γίνεται ακόμη πιο παράδοξο - για να μην το χαρακτηρίσω αλλιώς- όταν αυτούς που η κυβέρνηση κατήγγειλε επί πέντε χρόνια ως «δολοφόνους» σήμερα τους αναθέτει εν λευκώ την εξιχνίαση των εγκλημάτων τους.

Το αποτέλεσμα αναμενόμενο : η επανάληψη του εγκλήματος!
