Οι περιστρεφόμενες πόρτες και κερκόπορτες της Ε.Ε.

Οι Αγγλοσάξονες χρησιμοποιούν τον όρο revolving doors (περιστρεφόμενες πόρτες) για να περιγράψουν το διαρκές πέρασμα κρατικών αξιωματούχων σε πολυεθνικές επιχειρήσεις και το αντίστροφο. Τι γίνεται όμως όταν ολόκληρες κυβερνήσεις μετατρέπονται οι ίδιες σε παραρτήματα εταιρειών;

Η πρόσφατη, εξαιρετική έκθεση του Παρατηρητηρίου της Ευρώπης των Πολυεθνικών (CEO) για τη συνεχή διαπλοκή αξιωματούχων της Κομισιόν με πολυεθνικές επιχειρήσεις έκανε και πάλι τον γύρο του κόσμου –και παρουσιάστηκε εκτενώς στην Ελλάδα από την «Εφημερίδα των Συντακτών».

Ο Μανουέλ Μπαρόζο, που έπιασε ούτε λίγο ούτε πολύ 22 «δουλειές» μετά την αποχώρησή του από την Ευρωπαϊκή Επιτροπή, αλλά και οι επίτροποι που στρογγυλοκάθισαν στα διοικητικά συμβούλια τραπεζών και μεγάλων εταιρειών παρουσιάζονται, δικαιολογημένα, σαν εκφάνσεις της σήψης που επικρατεί στα υψηλότερα κλιμάκια των ευρωπαϊκών θεσμών.

Οι λύσεις που προτείνονται όμως συνήθως σε τέτοιες περιπτώσεις από άλλα έντυπα και αναλυτές θυμίζουν αρκετά τα ευχολόγια που κυριάρχησαν στις ΗΠΑ μετά τη χρηματοπιστωτική κρίση του 2008: Αν καταφέρουμε, λένε, να ελέγξουμε τα φαινόμενα διαφθοράς και κυρίως την απληστία ορισμένων πολιτικών και επιχειρηματιών (οι Αμερικανοί τους περιγράφουν συνήθως με τον όρο bad apples -κακά ή σκουληκιασμένα μήλα), το σύστημα θα λειτουργήσει και πάλι κανονικά.

Στην Ευρώπη η άποψη αυτή κυριάρχησε για δεκαετίες ακόμη και σε τμήματα της αυτοαποκαλούμενης Ριζοσπαστικής Αριστεράς και σίγουρα της Σοσιαλδημοκρατίας.

Τι θα γινόταν όμως εάν, έστω και για μια στιγμή, υποθέταμε ότι αυτή η συνεχής διασύνδεση των Ευρωπαίων αξιωματούχων με τις μεγαλύτερες πολυεθνικές του πλανήτη δεν αποτελεί σημάδι σήψης αλλά απόλυτης επιτυχίας της Ε.Ε.;

Σε ποιο συμπέρασμα θα καταλήγαμε εάν σκεφτόμασταν ότι η Ευρωπαϊκή Ενωση δεν αποτελεί θύμα των λόμπι των ορισμένων εταιρειών αλλά είναι η ίδια το «λόμπι» με το οποίο συγκεκριμένα οικονομικά κέντρα επιβάλλουν τις θέσεις τους σε εκλεγμένες κυβερνήσεις και ολόκληρες κοινωνίες;

Ευτυχώς υπήρχε και πάλι το Παρατηρητήριο της Ευρώπης των Πολυεθνικών που μας προσέφερε, πριν από χρόνια, τα στοιχεία που στηρίζουν μια τέτοια θέση.

Ανάμεσα σε δεκάδες κείμενα που αποδεικνύουν τη δομική διασύνδεση των θεσμικών οργάνων της Ε.Ε. με επιχειρηματικά συμφέροντα, ξεχωρίζει μια αναφορά στον ρόλο της περίφημης στρογγυλής τράπεζας των βιομηχάνων (ERT) –ένα λόμπι 50 πανίσχυρων βιομηχανιών της Ευρώπης, το οποίο από τη δεκαετία του ’80 ασκούσε πιέσεις για τη δημιουργία ενός ενιαίου νομίσματος.

Οπως εξηγούσε παλαιότερα ο ερευνητής του CEO, Γιώργος Βασσάλος:

Το 1987, πέντε μέλη της ΕRT, οι εταιρείες Solvay, Fiat, Philips, Rhône-Poulenc και Total, δημιούργησαν τον Σύλλογο για τη Νομισματική Ενωση της Ευρώπης (ΑΜUE). Επικεφαλής μπήκε ο τότε πρόεδρος της Philips, για να τον διαδεχτεί ο πρώην Ευρωπαίος επίτροπος Βιομηχανίας Ετιέν Νταβινιόν, τότε διευθυντής της Société Générale de la Belgique, τράπεζας που κατείχε σειρά βιομηχανικών επιχειρήσεων. […] Το 1989, η ERT ζήτησε επιτυχώς από τη Σύνοδο της Μαδρίτης να αποφασίσει ρητά ότι η εισαγωγή του ενιαίου νομίσματος θα γίνει με βάση τα κριτήρια και την ημερομηνία που θα καθορίζονταν στην επικείμενη Συνθήκη του Μάαστριχτ.

Οσοι παρακολουθούσαν τότε τις προεργασίες για τη δημιουργία του ευρώ θα θυμούνται ότι τα σημαντικότερα στελέχη του AMUE έρχονταν συχνά και στην Ελλάδα προκειμένου να προετοιμάσουν το έδαφος σε οικονομικό και πολιτικό επίπεδο.

Το 2001, ο τότε επικεφαλής του AMUE Bairtrand de Maigre επισκέφθηκε τη χώρα μας προσκεκλημένος του Συνδέσμου Βιομηχάνων και συμμετείχε σε συνέδριο το οποίο συνδιοργάνωνε ο ΣΕΒ σε συνεργασία με την Ευρωπαϊκή Επιτροπή και το υπουργείο Οικονομικών.

Μιλώντας ανάμεσα σε διευθυντές εταιρειών, όπως η Bayer Hellas, αλλά και εκπροσώπους συνδέσμων βιομηχάνων από άλλες ευρωπαϊκές χώρες, ο Maigre έδινε συμβουλές και μαθήματα για την ταχύτερη προσαρμογή της ελληνικής οικονομίας και των επιχειρήσεων στο νέο σκηνικό που δημιουργούσε η υιοθέτηση του ενιαίου νομίσματος.

Υπάρχει κάτι μεμπτό ή παράνομο σ’ αυτό, θα αναρωτηθεί κάποιος. Προφανώς όχι. Το «μεμπτό» είναι να υποστηρίζεις δημοσίως ότι μια νομισματική ένωση που δημιουργήθηκε κατ’ εντολή και με τις οδηγίες συγκεκριμένων επιχειρηματικών κολοσσών θα μπορούσε να λειτουργήσει προς το συμφέρον των πολιτών της Ευρώπης –πολύ περισσότερο αν ανήκεις σ’ αυτούς που ψήφισαν το Μάαστριχτ και στη συνέχεια δηλώνεις «εγκλωβισμένος» από τους Ευρωπαίους εταίρους.

Τίποτα σάπιο λοιπόν δεν υπάρχει στην Ε.Ε. και στα θεσμικά όργανα που επιβλέπουν τη λειτουργία της ευρωζώνης. Ολα λειτουργούν ρολόι.

Το να ζητάς από την Ευρωπαϊκή Ενωση να μην προωθεί τα συμφέροντα των μεγαλύτερων επιχειρήσεων είναι σαν να ζητάς από το διαφημιστικό τμήμα της Coca-Cola να σταματήσει να προωθεί τα προϊόντα της εταιρείας. Στην καλύτερη περίπτωση είναι ένα αίτημα παράλογο.

Στη χειρότερη θα μπορούσε να είναι και ύποπτο.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that.
