Πρώτη απόπειρα της Πορταγαλίας να αντισταθεί κατά της Ευρωπαϊκής Χρηματοπιστωτικής Δικτατορίας

Ο εγκάθετος πρόεδρος βάζει όρους για να μην κινδυνεύσει η κυριαρχία της ΕΧΔ

Περίπου δυο μήνες μετά τις εκλογές και μπροστά στο αδιέξοδο, ο πρόεδρος της Πορτογαλίας Καβάκο ντα Σίλβα άφησε να εννοηθεί ότι δώσει εντολή σχηματισμού κυβέρνησης στους Σοσιαλιστές, ζητά όμως γραπτές εγγυήσεις από την Αριστερά. Και πάνω από όλα ότι θα συνεχίσει η αριστερή νέα κυβέρνηση στα βήματα της απελθούσης δεξιάς.

Στην ουσία πρόκειται για «τελεσίγραφο» σχολιάζουν πορτογαλικά ΜΜΕ, που θα περιορίσει ενδεχομένως το πεδίο δράσης της κυβέρνησης στο μέλλον.

Τι ζητά ο Σίλβα; Μια γραπτή δέσμευση-διευκρίνηση από τον Κόστα και τους Σοσιαλιστές, για τα εξής έξι σημεία:

➤ διασφάλιση της ψήφου εμπιστοσύνης (δηλαδή της ψήφου των άλλων δυο κομμάτων της Αριστεράς)

➤ έγκριση του προϋπολογισμού και κυρίως του 2016

➤ συμμόρφωση με τους κανόνες πειθαρχίας της ευρωζώνης, όπως ορίζεται στο σύμφωνο σταθερότητας, όπως πρεσβεύουν οι μηχανισμοί των ευρωπαϊκών μηχανισμών σταθερότητας και όπως απορρέει από την συμμετοχή της χώρας στη νομισματική ένωση και την τραπεζική ένωση.

➤ σεβασμό στις διεθνείς δεσμεύσεις της χώρας όπως περιλαμβάνονται στη συμμετοχή της σε αμυντικούς οργανισμούς όπως το ΝΑΤΟ

➤ σεβασμό στον ρόλο του Συμβουλίου κοινωνικής συμφιλίωσης, δεδομένου του ρόλου του στην κοινωνική συνοχή και την ανάπτυξη

➤ και σεβασμό στην σταθερότητα του χρηματοπιστωτικού συστήματος, δηλαδή των τραπεζών

Μέχρι λοιπόν, να του αποσταλούν οι έξι διευκρινήσεις υπογεγραμμένες- στην ουσία μια υπόσχεση ότι θα συνεχίσει η αριστερά την πολιτική λιτότητας της κεντροδεξιάς- η χώρα όπως φαίνεται ότι δεν θα έχει κυβέρνηση, ή μάλλον θα έχει μια υπηρεσιακή κυβέρνηση, που δεν θα μπορεί βάση του συντάγματος της χώρας να νομοθετεί και να ασκεί πολιτική για τους επόμενους οκτώ μήνες.

Στην πραγματικότητα, ο πρόεδρος της χώρας δεν έχει κανέναν νόμιμο μέσο για να επιβάλει στην νέα κυβέρνηση να εφαρμόσει τα όσα θα υποσχεθεί γραπτώς. Αυτό το κομμάτι το χαρτί, εάν υπογραφεί, θα έχει μόνο πολιτικά κάποια ηθική αξία. Και ήδη φαίνεται ότι απορρίπτεται αρχής γενομένης από τους Κομμουνιστές και τον ηγέτη τους Ζερόνιμο Σούσα:

«Καθώς τα κόμματα έχουν υπογράψει ήδη τέσσερις συμφωνίες μεταξύ τους, δεν υπάρχει κανένας λόγος ο πρόεδρος να θέτει όρους και να ζητά εγγυήσεις... είναι άλλη μια απόπειρα από τον Καβάκο Σίλβα να παρακάμψει το Σύνταγμα και θα έχει μια ανάλογη δημοκρατική απάντηση από εργαζόμενους και λαό».

Σύμφωνα με το Σύνταγμα δεν μπορούν να γίνουν πάλι εκλογές στην Πορτογαλία πριν περάσουν έξι μήνες, καθώς δεν μπορεί να τις προκηρύξει Πρόεδρος του οποίου η θητεία λήγει μέσα στο επόμενο τρίμηνο (όπως του Σίλβα).

Επίσης ο νέος πρόεδρος που θα εκλεγεί τον Ιανουάριο, δεν θα μπορεί να προκηρύξει εκλογές στην διάρκεια του πρώτου εξάμηνου της θητείας του.
