ΗΠΑ: Η χώρα που δεν κέρδισε κανένα πόλεμο

Πόσους πολέμους κέρδισαν οι Ηνωμένες Πολιτείες μετά τον Β΄ Παγκόσμιο Πόλεμο; Στη νέα ταινία του, με τίτλο «Where to Invade Next» (Πού θα εισβάλουμε την επόμενη φορά;) ο Μάικλ Μουρ απαντά μονολεκτικά: Κανένα. Ισως όμως το πραγματικό ερώτημα θα έπρεπε να είναι αν σημασία έχει η νίκη ή ο ίδιος ο πόλεμος.

Πριν από περίπου έναν χρόνο ο Αμερικανός συγγραφέας και ιστορικός Τομ Ενγκελχαρτ παρουσίασε πέντε θέσεις για την αμερικανική πολεμική μηχανή, που, όπως έλεγε, κανένας δεν ήθελε να παραδεχτεί στο εσωτερικό των ΗΠΑ:

  1. Οπως και να ορίσεις το αμερικανικό στιλ πολέμου, δεν λειτουργεί.

  1. Οπως και αν αντιλαμβάνεσαι τα προβλήματα του κόσμου μας, δεν επιλύονται με τους αμερικανικούς πολέμους.

  1. Οσο συχνά και αν αποκαλείς τον αμερικανικό στρατό «σταθεροποιητικό παράγοντα», παραμένει παράγοντας αποσταθεροποίησης.

  1. Οσο και αν θαυμάζεις τις αμερικανικές ένοπλες δυνάμεις και τους στρατιώτες τους, είναι ανίκανοι να κερδίσουν οποιονδήποτε πόλεμο.

  1. Οσο συχνά και αν παρουσιάζει ο Αμερικανός πρόεδρος αυτό τον στρατό σαν τον καλύτερο στον κόσμο… δεν είναι.

Χωρίς να χρειάζεται να απαριθμήσει κανείς την εμπλοκή αμερικανικών δυνάμεων σε πολεμικές επιχειρήσεις από τον Β΄ Παγκόσμιο Πόλεμο, οι πέντε θέσεις του Ενγκελχαρτ φαντάζουν αυταπόδεικτες σε έναν εξωτερικό παρατηρητή.

Μόνο στον 21ο αιώνα οι ΗΠΑ κατάφεραν να νεκραναστήσουν το φαινόμενο της πειρατείας, εισβάλλοντας στη Σομαλία, να αποσταθεροποιήσουν ακόμη και συμμαχικές χώρες στη Μέση Ανατολή ισοπεδώνοντας το Ιράκ, να εκθρέψουν ορδές τζιχαντιστών με τον πόλεμο στη Λιβύη, να προκαλέσουν το μεγαλύτερο κύμα προσφύγων της σύγχρονης ιστορίας με την άμεση ή έμμεση στρατιωτική εμπλοκή στη Συρία και φυσικά να ενταχθούν στη μακρά λίστα αυτοκρατοριών και υπερδυνάμεων που εισέβαλαν αλλά δεν κατέλαβαν το Αφγανιστάν.

Αν σε αυτά συνδυάσουμε και τη θεωρία του Βρετανού ιστορικού Πολ Κένεντι ότι οι ΗΠΑ όχι μόνο αποτελούν μια σύγχρονη αυτοκρατορία αλλά απειλούνται και από το φαινόμενο της «αυτοκρατορικής υπερεπέκτασης», θα μπορούσαμε να κατατάξουμε το αμερικανικό imperium στα πιο αποτυχημένα της Ιστορίας.

Η άποψη αυτή αποτελεί και το σημείο αφετηρίας της νέας ταινίας του Μάικλ Μουρ «Where to Invade Next», που κάνει τον γύρο των φεστιβάλ πριν από την επίσημη κυκλοφορία στην Αμερική στις 23 Δεκεμβρίου.

Θεωρώντας δεδομένο ότι ο αμερικανικός στρατός είναι μια μηχανή αποτυχίας, ο Μάικλ Μουρ ταξιδεύει στη Φινλανδία, τη Σλοβενία, τη Γαλλία, την Τυνησία, την Ιταλία και την Πορτογαλία για να αποδείξει ότι ακόμη και μικρότερες χώρες βρίσκουν λύσεις σε καθημερινά ή πολύ πιο σύνθετα προβλήματα χωρίς να προσφεύγουν στις ένοπλες δυνάμεις τους.

Αναμφίβολα, για τα δεδομένα μιας χώρας που βρίσκεται σε προεκλογική περίοδο και στην οποία ο μέσος πολίτης δυσκολεύεται να εντοπίσει τη Γαλλία στον χάρτη της Ευρώπης, αυτή η μεταφορά εμπειριών από το εξωτερικό είναι πολύτιμο εργαλείο.

Το ερώτημα όμως παραμένει: Είναι η αμερικανική πολεμική μηχανή –κατά γενική ομολογία η ισχυρότερη στην παγκόσμια Ιστορία– ένα μάτσο αποτυχημένων στρατηγών και στρατιωτών με πανάκριβα γκάτζετ;

Η πραγματικότητα φαίνεται να διαφωνεί με τη θεωρία.

Μετά τον ταπεινωτικό πόλεμο του Βιετνάμ, που στοίχισε στις ΗΠΑ σημαντική επιρροή στη νοτιοανατολική Ασία, ενώ οδήγησε σε υπερθέρμανση της αμερικανικής οικονομίας λόγω των μακροχρόνιων κρατικών δαπανών σε πολεμικό υλικό, οι πολεμικές επιχειρήσεις των ΗΠΑ δύσκολα μπορούν να θεωρηθούν αποτυχημένες.

Οι πόλεμοι σε Ιράκ και Αφγανιστάν μπορεί να έφεραν το χάος στην ευρύτερη Μέση Ανατολή αλλά ταυτόχρονα οδήγησαν στην περικύκλωση του Ιράν, ενώ ξαναμοίρασαν την πίτα πετρελαϊκών κοιτασμάτων και αγωγών που περνούσαν στα χέρια ευρωπαϊκών και κινεζικών εταιρειών.

Ο βομβαρδισμός της Λιβύης μπορεί να οδήγησε ακόμη και στον θάνατο του Αμερικανού πρέσβη στην Τρίπολη, αλλά στέρησε από την Ευρώπη μια εναλλακτική πηγή ενέργειας, αυξάνοντας την εξάρτησή της από τις αμερικανόφιλες πετρελαϊκές μοναρχίες του Περσικού κόλπου –παρεμπιπτόντως το ίδιο συνέβη και με τον εμφύλιο της Ουκρανίας, που διέκοψε το γεωστρατηγικό και ενεργειακό φλερτ του Βερολίνου με τη Μόσχα.

Ακόμη και η φαινομενικά ανεξέλεγκτη δημιουργία τζιχαντιστών, αρχικά στη Λιβύη και στη συνέχεια στο Ιράκ και τη Συρία, λειτουργεί ακόμη και σήμερα ως παράπλευρη ωφέλεια και όχι απώλεια – αφού επιτρέπει την εφαρμογή του δόγματος «διαίρει και βασίλευε».

Το σημαντικότερο όμως για αρκετούς αναλυτές είναι ότι η αμερικανική οικονομία είναι πλέον τόσο άρρηκτα συνδεδεμένη με τις πολεμικές επιχειρήσεις (από τις βιομηχανίες όπλων και τον τομέα έρευνας και ανάπτυξης μέχρι τις κατασκευαστικές εταιρείες που αναλαμβάνουν την ανοικοδόμηση κατεστραμμένων περιοχών), ώστε η κατάσταση συνεχούς πολέμου είναι προϋπόθεση για την επιβίωσή της.

Ο πόλεμος είναι πλέον αυτοσκοπός και η νίκη ή η ήττα, όπως τουλάχιστον ορίζονταν σε προηγούμενους αιώνες, έχουν δευτερεύουσα σημασία.

Η πραγματική ήττα που έρχεται δεν αφορά τον αμερικανικό στρατό αλλά την οικονομία των ΗΠΑ.

Και ίσως ο νέος Ριχάρδος Γ΄, αν ζούσε στην Ουάσινγκτον, βλέποντας την καταστροφή να πλησιάζει να αναφωνούσε: «Εναν πόλεμο, έναν πόλεμο. Το βασίλειό μου για έναν πόλεμο».

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’
