Oι υπόγειες σχέσεις Τουρκίας και ISIS

«Παιχνίδια παραφροσύνης» τα χαρακτήρισε ο αρθρογράφος της Hurriyet Γιουσούφ Κανλί - «πισώπλατη μαχαιριά από τους συνεργούς των τρομοκρατών» ήταν η πολύ πιο σκληρή εκδοχή που επέλεξε ο Βλαντιμίρ Πούτιν.

Ο,τι από τα δύο κι εάν ισχύει, η κατάρριψη του ρωσικού μαχητικού Sukhoi από την Τουρκία στην συριακή μεθόριο και η κατακόρυφη κλιμάκωση της γεωπολιτικής έντασης, φέρνει για μια ακόμη φορά στο προσκήνιο τις υπόγειες σχέσεις της Αγκυρας με τον ISIS και, κυρίως, το σκέλος που αφορά τον εξοπλισμό και την χρηματοδότηση των τζιχαντιστών και των συμμάχων τους.

«Εχει δίκιο ο Βλαντιμίρ Πούτιν χαρακτηρίζοντας την Τουρκία συνεργό των τρομοκρατών;», ρωτά ο αρθρογράφος του Guardian Martin Chulov, και προς απάντηση παραθέτει συγκεκριμένα, και αποδεδειγμένα, στοιχεία και γεγονότα των τελευταίων ετών.

«Η σχέση που κατήγγειλε ο ρώσος πρόεδρος μετά την κατάρριψη του μαχητικού είναι περίπλοκη και περιλαμβάνει συγκεκριμένους δεσμούς τούρκων αξιωματούχων με υψηλόβαθμους παράγοντες του ISIS», γράφει η εφημερίδα, σημειώνοντας ότι από τους πρώτους κιόλας μήνες του πολέμου η Τουρκία ήταν το κράτος εκείνο που είχε την πιο ενεργό εμπλοκή και τα μεγαλύτερα διακυβεύματα στην εκστρατεία κατά του Ασαντ απ΄ όλες τις περιφερειακές δυνάμεις της περιοχής.

«Τα τουρκικά σύνορα ήταν η κύρια οδός για τους, πάσης φύσεως και προέλευσης μαχητές, που ήθελαν να εισέλθουν στη Συρία», γράφει ο Guardian. «Οι στρατιωτικές της βάσεις της χώρας χρησιμοποιούνταν για τη διανομή όπλων και την εκπαίδευση των ανταρτών μαχητών.

Η κίνηση ήταν επίσης μεγάλη και στα διεθνή αεροδρόμια της Τουρκίας Πολλοί, εαν όχι όλοι, από τους 15.000 με 20.000 ξένους μαχητές του ISIS έφθασαν στα συριακά εδάφη είτε μέσω των αεροδρομίων της Κωνσταντινούπολης και των Αδάνων είτε μέσω των μεσογειακών λιμανιών της χώρας.

Η μαζική αυτή εισροή μαχητών προσέφερε γόνιμο έδαφος στους συμμάχους του Ασαντ, πολύ πριν την κατάρριψη του ρωσικού μαχητικού, να διακηρύσσουν ότι η Τουρκία υποστηρίζει το ISIS.

Από τα μέσα του 2012, όταν οι τζιχαντιστές άρχισαν να ταξιδεύουν προς τη Συρία, η παρουσία τους ήταν εμφανής σε όλα τα σημεία της διαδρομής προς τα σύνορα: Στο αεροδρόμιο της Κωνσταντινούπολης, στις νότιες πόλεις Χατάι και Γκαζιαντέπ, οι οποίες και οι δυο βρίσκονται σε κομβικά σημεία, και στα χωριά των συνόρων.

Οι ξένοι μαχητές που πήγαιναν στα μέτωπα του πολέμου ακολουθούσαν σταθερά αυτές τις διαδρομές μέχρι και τα τέλη του 2014 όταν, μετά από την κλιμάκωση τη πίεσης Ευρωπαϊκης Ενωσης και ΗΠΑ προς την Τουρκία, άρχισαν συντονισμένες προσπάθειες για να ανακόπτεται η πορεία τους και να γυρίζουν πίσω.

Μέχρι τότε, όμως, το ISIS, είχε ήδη γίνει κυρίαρχη δύναμη σε τμήματα της ανατολικής και της βόρειας Συρίας. Είχε ενσωματώσει τις κατακερματισμένες, άνευ ιδεολογικής συγκρότησης, φράξιες της συριακής αντιπολίτευσης και ισλαμικών ομάδων που είχαν υποστηριχθεί από την Τουρκία και διασφάλιζαν ότι οποιαδήποτε διακυβέρνηση κι εάν προέκυπτε από τα ερείπια της Συρίας ουδεμία σχέση θα είχε με τους αρχικούς στόχους της επανάστασης.

Η συνάθροιση αυτή σήμανε συναγερμό στην ευρωπαϊκή διπλωματία, η οποία κατέληξε στο συμπέρασμα πως η τουρκική ηγεσία βλέπει με συμπάθεια τους συντηρητικούς ισλαμιστές που συνέρρεαν στην περιοχή για να πολεμήσουν τον Ασαντ - τον Ασαντ, που ήταν φίλος του Ταγίπ Ερντογάν μέχρι τη βίαιη καταστολή της εξέγερσης του 2011. «Μετα απο εκεινα τα γεγονότα έγινε εχθρός», σημειώνει δυτικός αξιωματούχος τονίζοντας: «Ο Ερντογάν είχε επιχειρήσει να γίνει ο μέντορας του Ασαντ. Αλλά μετά την μεγάλη καταστολή των διαδηλώσεων ένιωσε προσβεβλημένος. Κι έτσι φθάσαμε εδώ που βρισκόμαστε σήμερα».

Οσο η Συρία κατέρρεε, η Τουρκία διπλασίαζε την στήριξή της σε μια σειρά απο ομάδες ανταρτων, αλλά την ίδια ωρα άρχισε να αναγνωρίζει ότι οι τζιχαντιστές πoυ περνούσαν από το έδαφός της ήταν μια σοβαρή απειλή.

Παρά αυτή τη στροφή όμως, οι δεσμοί της Τουρκίας με κάποια τμήματα του ISIS συνέχισαν να αναπτύσσονται. Τούρκοι επιχειρηματίες έκλειναν προσοδοφόρες συμφωνίες με τους λαθρέμπορους πετρελαίου του Isis, στέλνοντας έτσι τουλάχιστον 10 εκατομμύρια δολάρια την εβδομάδα στα ταμεία της τρομοκρατικής οργάνωσης και παίροντας τη θέση της Συρίας ως ο μεγαλύτερος πελάτης της. Τα δύο τελευταία χρόνια, υψηλόβαθμα στελέχη του Isis έχουν δηλώσει στον Guardian ότι η Τουρκία προτιμά να μένει έξω από τον δρόμο τους και σπάνια έχει αντιπαρατεθεί ευθέως μαζί τους.

Στους κύκλους των υπηρεσιών πληροφοριών η ανησυχία εντάθηκε. Οι δεσμοί αυτοί ξεπερνούσαν πια το δόγμα «ο εχθρός του εχθρού μου είναι φίλος μου» και πολύ δυσκολα μπορούσαν να αιτιολογηθουν ως μια κατά συνθήκη συμμαχία. Οι φόβοι εντάθηκαν το Μάιο, όταν σε επιδρομή κομάντο των ΗΠΑ στην αντολική Συρία σκοτώθηκε ο Αμπού Σαγιάφ, ο άνθρωπος που είχε την ευθύνη για το εμπόριο πετρελαίου του Isis.

Στους σκληρούς δίσκους που κατείχε ο Σαγιάφ εντοπίστηκαν στοιχεία που αποκάλυψαν διασυνδέσεις ανώτερων παραγόντων του ISIS με τούρκους αξιωματούχους. Στις αναφορές που εστάλησαν σε Ουάσινγκτον και Λονδίνο υπήρχε η προειδοποίηση πως οι αποκαλύψεις αυτές θα μπορούσαν να έχουν «σοβαρές πολιτικές συνέπειες».

Λίγο αργότερα, η Τουρκία άνοιξε νέο μέτωπο κατά του PKΚ. Ταυτόχρονα, επέτρεψε στις ΗΠΑ να χρησιμοποιούν τη βάση τους στο Ινκιρλίκ για επιδρομές κατά του ISIS, δεσμευόμενη ότι θα εμπλακεί και εκείνη στις επιχειρήσεις κατά της οργάνωσης. Εκτοτε τα Τουρκικά μαχητικά φέρονται να κάνουν επιθέσεις αποκλειστικά κατά στόχων του PKK εντός των συνόρων της και στη Συρία, όπου το YPG, στρατιωτικός σύμμαχος του ΡΚΚ, εμφανίζεται ως η μόνη αποτελεσματική δύναμη μάχης κατά του ISIS, επιχειρεώντας υπό την κάλυψη των αμερικανικών μαχητικών.

Ανώτεροι Τούρκοι αξιωματούχοι έχουν δηλώσει ανοιχτά ότι οι Κούρδοι, - ο βασικός σύμμαχος των ΗΠΑ στη Συρία - αποτελεί μεγαλύτερη απειλή για τα εθνικά συμφέροντα της Τουρκίας από ότι το ISIS. Παρ' όλα αυτα η νατοϊκη Τουρκία εξακολουθεί να αντιμετωπίζεται ως σύμμαχος από την Ευρώπη. Οι αμερικανοί και οι βρετανοί δείχνουν λιγότερο ερωτευμένοι μαζί της πλέον, αλλά δεν δείχνουν πρόθυμοι να κάνουν και πολλά γι αυτό. Η ανησυχία αμφοτέρων είναι πως η όποια διαφορετική κίνησή τους θα μπορούσε να προσθέσει μια ακόμη μεταβλητή σε μία ήδη ιδιαίτερα ασταθή περιοχή, όπου συμμαχίες, στρατηγικές και παρενέργειες αλλάζουν συνεχώς.

«Η Τουρκία πιστεύει ότι μπορεί να τα ελέγχει όλα», λέει υψηλόβαθμος δυτικός αξιωματούχος. «Ομως, ο έλεγχος τους έχει ξεφύγει πια. Το ISIS έγινε μπούμερναγκ που τους χτύπησε στην καρδιά της Αγκυρας (με την διπλή βομβιστική επίθεση του περασμένου Οκτωβρίου) κι αυτό θα τους στοιχειώνει για πολύ καιρό».
