Το μάθημα της Βενεζουέλας

Η πρόσφατη νίκη της αντιδραστικής-συντηρητικής αντιπολίτευσης στις βουλευτικές εκλογές της Βενεζουέλας σηματοδοτεί μια ιστορική καμπή στην πολιτική ιστορία της χώρας: μετά από 16 χρόνια το- ιδρυθέν από τον Ούγκο Τσάβες- Ενωμένο Σοσιαλιστικό Κόμμα (PSUV) χάνει την πλειοψηφία στο κοινοβούλιο. Με 99 έδρες ο συντηρητικός συνασπισμός «Τραπέζι τη Δημοκρατικής Ενότητας» (MUD) αποτελεί πλέον την πλειοψηφούσα δύναμη στην Εθνική Συνέλευση, έναντι 46 εδρών του κόμματος του προέδρου Νικολάς Μαδούρο.

Το εκλογικό απότελεσμα στη Βενεζουέλα χαρακτηρίζεται ήδη από πληθώρα του ντόπιου και ξένου Τύπου, ως η αρχή του τέλους του «Τσαβισμού»- της λεγόμενης Μπολιβαριανής Επανάστασης που ξεκίνησε με την άνοδο του Ούγκο Τσάβες στην εξουσία το 1999. Οι λόγοι της ήττας του PSUV μπορούν να εντοπιστούν σε μια σειρά παράγοντες όπως, μεταξύ άλλων: Στην οικονομική κρίση που προκλήθηκε από την πτώση της τιμής του αργού πετρελαίου, στην ισχυρή-στηριζόμενη από ντόπια και αμερικανικά κεφάλαια- προεκλογική καμπάνια της δεξιάς αντιπολίτευσης, αλλά και στην αυξανόμενη διαφθορά στους κόλπους του κυβερνώντος κόμματος. Επιπλέον, η νίκη των αντιδραστικών-συντηρητικών δυνάμεων στις εκλογές έρχεται ως επιστέγασμα της συνεχούς προσπάθειας ιμπεριαλιστικών κέντρων (προερχόμενων, κατά κύριο λόγο από τις ΗΠΑ) να υπονομεύσουν και να πλήξουν το κοινωνικό εγχείρημα της μπολιβαριανής επανάστασης που ξεκίνησε πριν από 16 χρόνια. Οι παραπάνω λόγοι, ωστόσο, δεν αρκούν για να εξηγήσουν την πολιτική κάμψη του «Τσαβισμού» και την εκλογική νεκρανάσταση της αμερικανόφιλης αντιπολίτευσης.

Η μπολιβαριανή επανάσταση στη Βενεζουέλα υπήρξε- και συνεχίζει να είναι- ένα αναμφισβήτητα φιλολαϊκό εγχείρημα, το οποίο κατάφερε να δώσει φωνή και ψωμί σε εκατομμύρια μη προνομιούχων βενεζουελάνων. Πρόκειται για μια διαδικασία που επιχείρησε, μέσα από ένα ανορθόδοξο μείγμα πατριωτικής μπολιβαριανής κληρονομιάς και λατινοαμερικάνικης θεώρησης του μαρξισμού, να προσεγγίσει τον σοσιαλισμό. Όχι όμως τον σοσιαλισμό με την αυθεντική μαρξιστική-λενινιστική έννοια, αλλά ένα είδος σοσιαλισμού της αγοράς, που έγινε γνωστός ως «σοσιαλισμός του 21ου αιώνα».

Η Βενεζουέλα του Τσάβες μπορεί να άλλαξε σε σημαντικό βαθμό τους κοινωνικούς συσχετισμούς, να προχώρησε σε αναδιανομή πλούτου υπέρ των φτωχών, να εθνικοποίησε μια σειρά μεγάλων επιχειρήσεων, χωρίς ωστόσο να αγγίξει τον πυρήνα του ζητήματος: την κοινωνικοποίηση των μέσων παραγωγής και του παραγόμενου πλούτου. Έτσι, ενώ ένα σημαντικό μέρος της οικονομίας πέρασε κάτω από κρατικό έλεγχο, ένα άλλο μέρος, εξίσου σημαντικό παρέμεινε στα χέρια ντόπιων και ξένων μονοπωλιακών ομίλων. Έγραφε σχετικά το 2012 ο αμερικανός καθηγητής James Petras: «Η Βενεζουέλα σήμερα είναι μια μεικτή οικονομία, με τον ιδιωτικό τομέα να κυριαρχεί. Η κρατική ιδιοκτησία έχει επεκταθεί και εθνικές κοινωνικές προτεραιότητες έχουν υπαγορεύσει την ιδιοποίηση των πετρελαϊκών πόρων. Το κράτος κατέχει τον πιο προσοδοφόρο τομέα των εξαγωγών και καρπώνεται το μεγαλύτερο μέρος του ξένου συναλλάγματος. Ενώ η κυβέρνηση έχει αυξήσει κατά πολύ τις κοινωνικές δαπάνες, δεν έχει μειώσει τη μεγάλη συγκέντρωση πλούτου και εισοδήματος στις ανώτερες τάξεις».

Παρά την προφανή λαϊκή αποδοχή της, η μπολιβαριανή επανάσταση, ακολουθώντας μια σοσιαλδημοκρατικού τύπου διαχείρηση, απέτυχε να δημιουργήσει τους αναγκαίους ταξικούς συσχετισμούς που θα της επέτρεπαν να εμβαθύνει στην επαναστατική διαδικασία. Όπως σημειώνεται σε απόφαση του 14ου Συνεδρίου του Κομμουνιστικού Κόμματος Βενεζουέλας (PCV) το 2011: «…από τη μια πλευρά, το κοινωνικό υποκείμενο που έχει ηγηθεί μέχρι στιγμής της διαδικασίας αντιστοιχεί σε ένα ταξικό προφίλ μεσαίων και μικροαστικών στρωμάτων, όχι στην εργατική τάξη, που είναι το πραγματικό κοινωνικό υποκείμενο που καλείται ιστορικά να οικοδομήσει το σοσιαλισμό. Από την άλλη πλευρά, η ίδια η εργατική τάξη και ο εργαζόμενος λαός στην πόλη και στην ύπαιθρο γενικά, δεν έχουν καταφέρει ακόμα στη χώρα μας να φτάσουν στο απαραίτητο επίπεδο συνείδησης, οργάνωσης, προγραμματικής σαφήνειας και κινητοποίησης που θα τους επέτρεπε να επιβάλουν την ηγεμονία της τάξης τους και να οδηγήσουν την πορεία των γεγονότων στη σωστή κατεύθυνση» («Η πάλη του ΚΚ Βενεζουέλας ενάντια στον οπορτουνισμό», Διεθνής Κομμουνιστική Επιθεώρηση», 2014).

Η πρόσφατη νίκη της συντηρητικής αντιπολίτευσης στις βουλευτικές εκλογές αποδεικνύει ότι οι αστικές δυνάμεις της Βενεζουέλας, έχοντας την πολυπλόκαμη υποστήριξη του αμερικανικού ιμπεριαλισμού, καραδοκούσαν για να δώσουν ένα ισχυρό χτύπημα στον «Τσαβισμό». Το αν αυτή η εκλογική τους νίκη θα σημάνει την αρχή του τέλους της μπολιβαριανής επανάστασης στη χώρα είναι κάτι που θα το καθορίσουν οι εξελίξεις. Το «μάθημα» που, ωστόσο, βγαίνει από την περίπτωση της Βενεζουέλας έρχεται να προστεθεί στην εμπειρία της Χιλής του Σαλβαδόρ Αλιέντε. Για να επιβεβαιώσει τη μαρξιστική θέση πως το αστικό κράτος και οι μηχανισμοί του δεν διαχειρίζονται, αλλά τσακίζονται με την επανάσταση και πως καμία αντιμονοπωλιακή-αντιιμπεριαλιστική κυβέρνηση (όσο καλές προθέσεις κι’ αν έχει) δεν μπορεί να συγκρουστεί με το κεφάλαιο και την εξουσία του, ούτε μπορεί να εκφράσει τα συμφέροντα της εργατικής τάξης και να ανοίξει το δρόμο για τη λαϊκή εξουσία και το σοσιαλισμό.
