H διαπλοκή θα … κοιμηθεί σε ράτζο

O Γιάννης Βαρδινογιάννης θα κοιμηθεί σε ράτζο, ο Βαγγέλης Μαρινάκης θα πηγαίνει στην τουαλέτα συνοδεία αστυνομικού κι ο Κυριακού θα ιδρώνει βλέποντας τα ρέστα του Κοντομηνά.

Μπορεί να είναι η ωμή εκδίκηση της νομιμότητας απέναντι στη διαπλοκή, μπορεί να είναι απλώς και το επικοινωνιακό τρόπαιο που έχει διακαώς ανάγκη η κυβέρνηση της αριστεράς εν μέσω του μνημονιακού εγκλωβισμού της.

Το τι εκ των δύο ισχύει δεν θα φανεί ούτε απόψε, ούτε με το πέρας της – τουλάχιστον – 40ωρης δημοπρασίας για τις 4(;) τηλεοπτικές άδειες.

Το πολιτικό και ηθικό αποτύπωμα του 18μηνου πολέμου ΣΥΡΙΖΑ και καναλαρχών θα κριθεί μετά από – τουλάχιστον – ένα ακόμη τρίμηνο και αφού θα έχει (εάν έχει) ξεκαθαρίσει το νέο τηλεοπτικό τοπίο, οι όροι του παιχνιδιού και το επιχειρηματικό προφίλ των νέων (ή και παλαιών) αφεντικών του.

Η σχέση media και εξουσίας

Εως τότε η κυβέρνηση θα μπορεί – δικαίως – να επιχαίρει διότι για πρώτη φορά θα έχουν μπει στα κρατικά ταμεία μερικές, έως και πολλές, δεκάδες εκατομμυρίων για τη χρήση του δημόσιου αγαθού των τηλεοπτικών συχνοτήτων. Θα μπορεί – επίσης δικαίως – να διακηρύσσει ότι υπήρξε συνεπής σε τουλάχιστον μία προεκλογική της δέσμευση, εκείνη της μέχρις εσχάτων σύγκρουσης με τα παλιά τζάκια των μιντιαρχών.

Ταυτόχρονα όμως, θα πρέπει να δώσει πειστικές απαντήσεις σε κομβικά ερωτήματα – ερωτήματα, που συγκροτούν και το πραγματικό διακύβευμα του εν εξελίξει… επικού πολέμου: Το εάν όντως επιχειρείται η μεγάλη, δομική αλλαγή στη σχέση media και εξουσίας ή απλώς ανακατεύεται η τράπουλα για να σηκωθεί πολιτική σκόνη.

Θα πέσει «μαύρο» σε κανάλια;

Το πρώτο ερώτημα είναι τι θα γίνει, κι εάν θα κλείσουν, όσα εν λειτουργία κανάλια δεν πάρουν μία από τις 4 άδειες. «Θα υπάρχει χρόνος προσαρμογής ανάλογα με το ποιοι θα πάρουν και άδειες. Προβλέπεται να είναι μέχρι 90 ημέρες μάξιμουμ, και μετά όποιος δεν έχει άδεια δεν θα μπορεί να εκπέμπει», ήταν η απάντηση που έδωσε χθες η κυβερνητική εκπρόσωπος Ολγα Γεροβασίλη.

Στην πράξη, αυτό σημαίνει λουκέτο και «μαύρο» για τουλάχιστον 3 από τα 7 κανάλια που σήμερα εκπέμπουν πανελλαδικά. Κι εάν την ευθύνη για την κατάρρευση του ενός εκ των τριών, του MEGA, την έχουν αναλάβει και τη φέρουν πλήρως οι μέτοχοί του, δεν ισχύει το ίδιο και για τα υπόλοιπα. Την ευθύνη για οποιοδήποτε άλλο κανάλι κλείσει, και για τους ανέργους του επίσης, θα πρέπει να την αναλάβει πια η κυβέρνηση – η ίδια κυβέρνηση που έκανε σημαία της την άρση του «μαύρου» της ΕΡΤ.

Η διέξοδος εδώ, κατά κάποια κυβερνητικά στελέχη, μπορεί να είναι οι «θεματικές» και «ειδικές» άδειες, ή ακόμη και η χορήγηση πέμπτης πανελλαδικής άδειας, σε ένα πλαίσιο όμως που αυτή τη στιγμή δείχνει απολύτως ασαφές και θολό.

Οι εργολάβοι και τα ασυμβίβαστα

Το δεύτερο – και ίσως και πλέον ουσιώδες ερώτημα – είναι το ποιός και πως εγγυάται ότι δεν θα υπάρξει ανανέωση ή απλός ανασχηματισμός των δυνάμεων της διαπλοκής. Εάν το ζητούμενο είναι μόνον να μπουν όσο το δυνατόν περισσότερα εκατομμύρια στα κρατικά ταμεία απ’… όπου κι εάν προέρχονται, τότε η κυβέρνηση θα έπρεπε απλώς να αναζητήσει τους «λαγούς» που θα εκτόξευαν τα ποσά της σημερινής δημοπρασίας στα ύψη. Εάν όμως αναζητείται μια νέα, καθαρή τάξη πραγμάτων στο τηλεοπτικό τοπίο, τότε εκκρεμούν ακόμη βασικές δικλείδες ασφαλείας.

Πρόβλεψη ασυμβίβαστων – π.χ. μεταξύ ιδιοκτήτη καναλιού και προμηθευτή του δημοσίου – δεν υπάρχει, όπως δεν υπάρχουν και «ποιοτικά» κριτήρια για το επιχειρηματικό προφίλ και το οικονομικό υπόβαθρο των καναλαρχών. Μεταξύ των υποψηφίων, δε, βρίσκονται και πάλι εργολάβοι (περίπτωση Καλογρίτσα) αλλά και παράγοντες με σοβαρές, ανοιχτές εκκρεμότητες με τη Δικαιοσύνη (Κοντομηνάς για την υπόθεση του Τ.Τ. και Μαρινάκης για την υπόθεση της εγκληματικής οργάνωσης στο ποδόσφαιρο). Σε περίπτωση καταδίκης τους τι θα συμβεί; Καθ’ ότι πρόβλεψη για ανάκληση των τηλεοπτικών αδειών – που ενδεχομένως θα κατέχουν τότε - επίσης δεν υπάρχει…

Το ΕΣΡ και ο αριθμός των αδειών

Τρίτο ερώτημα παραμένει το ποιος και πώς θα εγγυάται την ανεξάρτητη, διαφανή και δεοντολογική λειτουργία των τηλεοπτικών καναλιών, αλλά και ποιος θα αποφασίζει την όποια αύξηση – ή και μείωση – του αριθμού των αδειών.

Εδώ, η αντιπολίτευση, με πρώτη τη Νέα Δημοκρατία, έκανε ό,τι μπορούσε για να ακυρώσει την ύπαρξη του Εθνικού Ραδιοτηλεοπτικού Συμβουλίου, οι υπουργικές αποφάσεις – όσες… καλές προθέσεις κι εάν έχουν – δεν συνιστούν θεσμικό υποκατάστατο των ανεξάρτητων αρχών και η όποια κυβέρνηση, όσο κι εάν ομνύει στην ηθική της ακεραιότητα, μάλλον δύσκολα μπορεί να αποτελεί ταυτόχρονα ρυθμιστή και εγγυητή της σχέσης media και εξουσίας…
