Το παραμύθι της κυπριακής οικονομίας και ο «δράκος» του

Ένα από τα επιχειρήματα των πολιτικών, οικονομολόγων και δημοσιογράφων της «κυρίαρχης άποψης» στη χώρα μας είναι πως «στην Ελλάδα απέτυχαν οι πολιτικές των μνημονίων γιατί ποτέ δεν εφαρμόστηκαν, σε αντίθεση με άλλες χώρες που τα κατάφεραν και επανήλθαν γρήγορα στις αγορές». Μάλιστα ως χαρακτηριστικό παράδειγμα «επιτυχίας των μνημονίων» χρησιμοποιούν αυτό της Κύπρου.

Η κυπριακή κρίση ξεκίνησε το 2012 και κορυφώθηκε το Μάρτιο του 2013 με το κλείσιμο για μια εβδομάδα των τραπεζών, το κούρεμα 40% των καταθέσεων πάνω από 100 χιλιάδες ευρώ, την υπογραφή του «πακέτου διάσωσης» με την ΕΕ και το ΔΝΤ ύψους 10 δις ευρώ και τη συμφωνία υψηλών πρωτογενών πλεονασμάτων για τα επόμενα έτη.

Αν και διαφέρουν τα χαρακτηριστικά και το μέγεθος της κυπριακής οικονομίας σε σύγκριση με την ελληνική, ας δούμε με οικονομικά στοιχεία την «επιτυχία» του κυπριακού υποδείγματος μετά την επιβολή του «προγράμματος προσαρμογής» το 2013.

Πράγματι η κυπριακή οικονομία από το 1ο τρίμηνο του 2015 παρουσιάζει θετικούς ρυθμούς ανάπτυξης, με αποτέλεσμα το 2015 να κλείσει με αύξηση του ΑΕΠ κατά 1,6% σε σταθερές τιμές μετά από 3 χρόνια ύφεσης (2012-2014) και μείωσης του ΑΕΠ κατά 14,3% (από 27,09 δις δολάρια σε 23,23 δις δολάρια). Οι αναπτυξιακοί ρυθμοί συνεχίζονται και το 1ο εξάμηνο του 2016 με ρυθμούς ανάπτυξης στο 2,7% σε σύγκριση με το 1ο εξάμηνο του 2015. Και η ανεργία εμφανίζει πτωτική τάση: στα τέλη του 2013 είχε ξεπεράσει το 16% και σήμερα είναι κοντά στο 12%.

Όμως παρά τα θετικά στοιχεία της κυπριακής οικονομίας, οι ρυθμοί ανάπτυξης δεν προήλθαν εξαιτίας του παραγωγικού της μετασχηματισμού και κάποιου νέου παραγωγικού σχεδίου, αλλά εξαιτίας της επαναφοράς του τριτογενή τομέα της κυπριακής οικονομίας, του τομέα των υπηρεσιών (πλην του δημόσιου τομέα) δηλαδή, σε αναπτυξιακούς ρυθμούς την τελευταία διετία, αύξηση του τριτογενή τομέα (που προήλθε από την επαναφορά της εμπιστοσύνης των ξένων επενδυτών στην κυπριακή οικονομία) και στο χαμηλό εταιρικό φόρο σε σύγκριση με τις υπόλοιπες χώρες της ΕΕ. Ο εταιρικός φόρος στην Κύπρο αυξήθηκε το 2013 από το 10 στο 12,5%, αλλά παραμένει ο χαμηλότερος εταιρικός φόρος, μαζί με την Ιρλανδία, στην ΕΕ. Άλλωστε, συγκρίνοντας τον τριτογενή τομέα της κυπριακής οικονομίας με το ΑΕΠ της χώρας είναι φανερό πως ο τομέας των υπηρεσιών είναι αυτός που «δείχνει το δρόμο» στην κυπριακή οικονομία τουλάχιστον για την τελευταία δεκαετία.

Μάλιστα, παρατηρώντας την συνεισφορά της ακαθάριστης προστιθέμενης αξίας ανά παραγωγικό κλάδο, στην αύξηση του ΑΕΠ της κύπριακής οικονομίας, διαπιστώνεται πως, όπως και πριν την κρίση, ο κλάδος των εμπορεύσιμων υπηρεσιών (επιχειρήσεις με έδρα τη Κύπρο που παρέχουν υπηρεσίες στο εξωτερικό) είναι αυτός που ωθεί σε ρυθμούς ανάκαμψης την κυπριακή οικονομία.

Υπάρχει, όμως, και ένας μεγάλος χαμένος σε αυτή την «παραμυθένια» ιστορία του «κυπριακού θαύματος» και αυτός δεν είναι άλλος από τον Κύπριο εργαζόμενο. Στην διάρκεια της περιόδου ανάπτυξης της κυπριακής οικονομίας τον τελευταίο ενάμιση χρόνο ο μέσος μισθός των εργαζομένων εξακολουθεί να μειώνεται, συμπληρώνοντας αισίως, το 2ο εξάμηνο του 2016, 14 συνεχή τρίμηνα μείωσης του μέσου μισθού σε ετήσια βάση. Μάλιστα, σε σύγκριση με το 2012 η Κύπρος έχει τη δεύτερη μεγαλύτερη ποσοστιαία μείωση (ελάχιστα μικρότερη από την Ελλάδα) του μέσου ωριαίου κόστους εργασίας από 16,8 ευρώ/ώρα σε 15,6 ευρώ/ώρα.

Επίσης, η Κύπρος έχει τη μεγαλύτερη μείωση στο μοναδιαίο κόστος εργασίας ανά εργαζόμενο μετά την Ιρλανδία και την Ελλάδα, χρησιμοποιώντας ως έτος βάσης το 2010. Το μοναδιαίο κόστος εργασίας στην Κύπρο το 2015 σε σύγκριση με το 2010 έχει μειωθεί κατά 6,6%.

Τέλος, παρά τη μείωση της ανεργίας, η σύνθεση των εργασιακών συμβάσεων στην κυπριακή αγορά εργασίας έχει αλλάξει ριζικά την τελευταία δεκαετία. Οι μερικώς ασχολούμενοι από το 7,5% στο σύνολο των εργαζομένων το 2009 έφτασαν στο 13,6% το 2015. Μάλιστα η Κύπρος έχει το μεγαλύτερο ποσοστό υποαπασχολούμενων (πάνω από 8% των εργαζομένων) στο σύνολο των εργαζομένων στην ΕΕ, γεγονός που δείχνει πως ένα πολύ σημαντικό μερίδιο των Κύπριων εργαζομένων δεν είναι ικανοποιημένο από το είδος της εργασιακής σύμβασης που έχει συνάψει.

Σύμφωνα με τα παραπάνω, είναι φανερό πως το κυπριακό «παραμύθι» έχει τους «δράκους» του και αυτοί δεν είναι άλλοι από τους Κύπριους εργαζομένους, που εξακολουθούν να είναι χαμένοι ακόμα και την περίοδο ανάκαμψης της κυπριακής οικονομίας τους τελευταίους 18 μήνες. Είναι επίσης φανερό πως η κυπριακή οικονομία, εκ νέου, στηρίζει την ανάκαμψή της στον επισφαλή τριτογενή τομέα και στον κλάδο των υπηρεσιών εξαιτίας του χαμηλού εταιρικού φόρου. Πιθανότατα, όπως και με την Ιρλανδία, πολλές επιχειρήσεις που έχουν την έδρα τους εντός ευρωζώνης προτιμούν να εμφανίζουν ως φορολογική έδρα την Κύπρο λόγω του χαμηλού εταιρικού φορολογικού συντελεστή. Συνεπώς, την οικονομική ανάκαμψη της κυπριακής οικονομίας την καρπώνεται αποκλειστικά το επιχειρηματικό κεφάλαιο που δραστηριοποιείται στη χώρα αυξάνοντας την κερδοφορία και το μερίδιο του στην πίτα του παραγόμενου προϊόντος.
