Ένα «bitcoin» για τη Βενεζουέλα

Μπορεί ένα κρυπτονόμισμα να απειλήσει την οικονομική αυτοκρατορία των Ηνωμένων Πολιτειών; Κρίνοντας από τις σπασμωδικές αντιδράσεις του αμερικανικού υπουργείου Οικονομικών, η απάντηση είναι πιθανότατα θετική. Και η Βενεζουέλα δείχνει τον δρόμο… θεωρητικά.

Σε λίγες ημέρες η Βενεζουέλα θα αποκτήσει ένα νέο νόμισμα. Όπως ανακοίνωσε ο πρόεδρος Μαδούρο, στις 20 Φεβρουαρίου ξεκινά η προπώληση του πέτρο, το οποίο θα στηρίζεται στην τεχνολογία των κρυπτονομισμάτων και θα λειτουργεί παράλληλα με το εθνικό νόμισμα, μπολίβαρ. Στόχος είναι να παρακαμφθούν οι αμερικανικές κυρώσεις και οι τρομακτικές συνέπειες που έχουν στον πληθυσμό της χώρας, επιτρέποντας παράλληλα στη βενεζουελάνικη οικονομία να ξεφύγει από τον φαύλο κύκλο του υπερπληθωρισμού και της εξάρτησης από το δολάριο.

Αν και αρχικά ο Μαδούρο παρουσίασε το νέο νόμισμα σαν το bitcoin της Βενεζουέλας (κερδίζοντας την προσοχή των διεθνών μέσων ενημέρωσης), η σύγκριση ήταν μάλλον ατυχής αφού το bitcoin δεν πληροί καμία από τις προϋποθέσεις ενός πραγματικού νομίσματος: δεν είναι μέσο μέτρησης αξιών, αφού δεν καλύπτεται και δεν εκφράζει τα μεγέθη μιας πραγματικής οικονομίας, δεν είναι ασφαλές μέσο αποθησαυρισμού (λόγω των τρομακτικών διακυμάνσεων της τιμής του) αλλά ούτε και μέσο συναλλαγών αφού χρησιμοποιείται ως επί το πλείστον από εγκληματίες και κερδοσκόπους.

Αντίθετα, η αξία του πέτρο θα στηρίζεται σε διαπιστωμένα αποθέματα πέντε δισεκατομμυρίων βαρελιών πετρελαίου αλλά και στα αποθέματα χρυσού και διαμαντιών της Βενεζουέλας. Είναι χαρακτηριστικό, όπως διαπιστώσαμε στην πρόσφατη αποστολή της «Εφ.Συν.» στο Καράκας, ότι αρκετοί θεωρούν ακόμη και το bitcoin σταθερότερο νόμισμα από το σημερινό μπολίβαρ. Επίσης, σε μια χώρα όπου οι κάτοικοι περιμένουν για ώρες σε ουρές τραπεζών για να σηκώσουν από τα ΑΤΜ τα αντίστοιχο μερικών σεντς του δολαρίου, το πέτρο θα μπορούσε να δώσει λύσεις ακόμη και σε καθημερινές ανάγκες συναλλαγών καλύπτοντας έτσι ακόμη μια βασική λειτουργία ενός πραγματικού νομίσματος.

Υπό αυτήν την έννοια το πέτρο θα μπορούσε να συνδυάσει για πρώτη φορά την πρωτοποριακή τεχνολογία των κρυπτονομισμάτων με όλες τις δικλίδες ασφαλείας που προσφέρει ένα κράτος στη λειτουργία ενός νομίσματος, αποτρέποντας τις απάτες και τις φούσκες.

Παρά το γεγονός ότι τα δυτικά μέσα ενημέρωσης έσπευσαν να προεξοφλήσουν την αποτυχία του πέτρο, η αντίδραση του αμερικανικού υπουργείου Εξωτερικών έδειξε ότι η Ουάσινγκτον δεν αντιμετωπίζει αψήφιστα το νέο εγχείρημα. Μιλώντας στο πρακτορείο Reuters o εκπρόσωπος του υπουργείου απείλησε όσους επενδυτές τολμήσουν να αγοράσουν πέτρο ότι θα βρεθούν αντιμέτωποι με «νομικούς κινδύνους», καθώς όλες οι συναλλαγές με αυτό ενδέχεται να αποτελούν πίστωση προς τη Βενεζουέλα και να παραβιάζουν τις αμερικανικές κυρώσεις.

Αισθητά πιο ανήσυχο εμφανίστηκε το αμερικανικό περιοδικό Foreign Policy, το οποίο ούτε λίγο ούτε πολύ προέβλεψε ότι οι ΗΠΑ κινδυνεύουν να χάσουν ένα από τα σημαντικότερα οικονομικά όπλα που διαθέτουν για την επιβολή της κυριαρχίας τους σε όλο τον κόσμο: τη δυνατότητα επιβολής κυρώσεων.

Οι συντάκτες του περιοδικού επισήμαιναν ότι ο κίνδυνος δεν προέρχεται τόσο από το πέτρο της Βενεζουέλας όσο από την υιοθέτηση της τεχνολογίας των κρυπτονομισμάτων από άλλους διεθνείς παίκτες. Το ενδεχόμενο αυτό, επισημαίνουν, απειλεί να στερήσει από τις ΗΠΑ τον ρόλο του «κλειδοκράτορα» της παγκόσμιας οικονομικής αρχιτεκτονικής. Η ανησυχία της Ουάσινγκτον αυξάνεται από τις προσπάθειες της Μόσχας και του Πεκίνου να δημιουργήσουν παράλληλα συστήματα ελέγχου τραπεζικών συναλλαγών, κατ’ αντιστοιχία του διεθνούς συστήματος διατραπεζικών πληρωμών SWIFT, που έχει την έδρα τους στις Βρυξέλλες.

Μπορεί λοιπόν το εγχείρημα της Βενεζουέλας να πετύχει; Το βέβαιο είναι ότι από τη στιγμή που το πέτρο εισήλθε στα ραντάρ του αμερικανικού υπουργείου Οικονομικών η Ουάσινγκτον θα κάνει οτιδήποτε περνά από το χέρι της για να το συνθλίψει εν τη γενέσει. Θα θελήσει έτσι να στείλει ένα μήνυμα σε ολόκληρο τον πλανήτη ότι ακόμη και αν η αμερικανική οικονομία αποτελεί πλέον ένα γίγαντα με πήλινα πόδια, μπορεί να διατηρήσει την αυτοκρατορία της με τη δύναμη του δολαρίου και τα όπλα του Πενταγώνου.

Οι συνθήκες για την επιτυχία του πέτρο θα ήταν πολύ πιο ευνοϊκές πριν από μερικά χρόνια, όταν ο Ούγκο Τσάβες και η Βενεζουέλα βρίσκονταν στην πρώτη γραμμή μιας προοδευτικής συμμαχίας κρατών της Λατινικής Αμερικής. Όπως μας εξηγούσε άλλωστε η οικονομολόγος Πασκουαλίνα Κούρτσιο, η ιδέα του πέτρο (όχι ακόμη ως κρυπτονομίσματος αλλά ως παράλληλου ηλεκτρονικού νομίσματος) γεννήθηκε στα χρόνια του Τσάβες.

Αυτό, λοιπόν, που προκαλεί οργή και ανησυχία στους ρυθμιστές της παγκόσμιας οικονομικής αρχιτεκτονικής δεν είναι η εμφάνιση ενός κρυπτονομίσματος αλλά ότι υπάρχουν ακόμη χώρες που διαθέτουν την αξιοπρέπεια να αντιστέκονται ύστερα από 19 χρόνια αποτυχημένων πραξικοπημάτων και αμερικανικών κυρώσεων. Χώρες, δηλαδή, που δεν παραδόθηκαν με τον πλέον ταπεινωτικό τρόπο ύστερα από 17 ώρες διαπραγματεύσεων.
