Πώς ο Τραμπ ανοίγει τον δρόμο στην Κίνα και τη Ρωσία

Ο αμερικανικός απομονωτισμός -όρος μέχρι πρότινος ξεπερασμένος- αποκτά νέο νόημα, καθώς το «δόγμα Τραμπ» γυρίζει τις ΗΠΑ στην εποχή του Ψυχρού Πολέμου και την ίδια στιγμή «ανοίγει δρόμο» στην Κίνα και τη Ρωσία. Μετά από σχεδόν δύο δεκαετίες απόλυτης κυριαρχίας των ΗΠΑ στην παγκόσμια σκηνή, η «τράπουλα» μοιράζεται εκ νέου.

Στην ομιλία του για την Κατάσταση της Ένωσης στα τέλη Ιανουαρίου, ο Τραμπ προειδοποίησε ότι «ανταγωνιστές όπως η Κίνα και η Ρωσία απειλούν τα συμφέροντα μας, την οικονομία και τις αξίες μας», λέγοντας πως απέναντί τους «η αδυναμία είναι ο πιο σίγουρος δρόμος προς τη σύγκρουση». Απαίτησε δε, από το Κογκρέσο να δώσει ακόμη περισσότερα χρήματα «στον μεγάλο στρατό μας» με απώτερο σκοπό την ανάπτυξη και τον εκσυγχρονισμό του αμερικανικού πυρηνικού οπλοστασίου έτσι ώστε να καταστεί «τόσο ισχυρό που να είναι σε θέση να αποτρέψει κάθε πράξη επιθετικότητας από οποιονδήποτε».

Κατά το πρώτο έτος της θητείας του και ενώ η έρευνα για πιθανή ανάμειξη της Ρωσίας στις αμερικανικές εκλογές είναι σε εξέλιξη, ο Τραμπ εφάρμοσε μία πολιτική του τύπου «αγάπα τον εχθρό σου» που απλώς ενίσχυσε τον ρόλο των δύο μεγάλων στρατηγικών ανταγωνιστών των ΗΠΑ.

Κατά την ομιλία του στο 19ο Συνέδριο του Κομουνιστικού Κόμματος τον περασμένο Οκτώβριο, στο Πεκίνο, σε μία άλλη στιγμή του χρόνου, ο Κινέζος πρόεδρος Ξι Ζιπίνγκ χαρακτήρισε τη χώρα του ηγέτιδα παγκόσμια δύναμη στα σύγχρονα πολιτικά, οικονομικά και περιβαλλοντικά ζητήματα, δηλώνοντας ότι «ήρθε η ώρα να αποκτήσουμε κεντρικό ρόλο στην παγκόσμια πολιτική σκηνή και να συμβάλουμε περισσότερο στην ανθρωπότητα». Όπως όλα δείχνουν, ο Τραμπ -πιθανώς, χωρίς να το έχει επιδιώξει- έχει συμβάλει σε αυτό.

Δύο μήνες αργότερα, στην Ουάσιγκτον, ο Τραμπ ανακοίνωνε τη νέα Στρατηγική Εθνικής Ασφάλειας (NSS) -ακόμη μία στιγμή «έμπνευσης» του Αμερικανού προέδρου- που όπως γράφει η Μonde Diplomatique, στερείται οράματος, ακόμη και σαφήνειας. Ωστόσο, είναι βέβαιο ότι το «δόγμα Τραμπ» γυρίζει τις ΗΠΑ πίσω στην εποχή του Ψυχρού Πολέμου, καθώς αναγνωρίζει την Κίνα και τη Ρωσία ως τους δύο βασικούς διεκδικητές της επιρροής και των συμφερόντων των ΗΠΑ, παρά το γεγονός ότι πέραν του προϋπολογισμού του Πενταγώνου και του αμερικανικού πυρηνικού οπλοστασίου, δεν υπάρχει κάποια χάραξη στρατηγικής.

Στην πραγματικότητα, οι ενέργειες, οι δηλώσεις και τα tweets του Τραμπ τους μήνες που προηγήθηκαν της δημοσιοποίησης του εν λόγω εγγράφου, το μόνο που έκαναν ήταν να δώσουν στο Πεκίνο και τη Μόσχα ακόμη περισσότερες ευκαιρίες επέκτασης της επιρροής τους.

Την παραμονή της επετείου του πρώτου έτους της θητείας Τραμπ, έρευνα της εταιρείας Gallup που διεξήχθη σε 134 χώρες κατέγραψε κατακόρυφη πτώση όσον αφορά τον ρόλο της Ουάσιγκτον ως «παγκόσμιου ρυθμιστή»: Από το 48% που ήταν επί προεδρίας Μπαράκ Ομπάμα, το ποσοστό αποδοχής του ρόλου των ΗΠΑ έπεσε επί Τραμπ στο 30%. Ο Τραμπ ωστόσο, έκανε προσωπικό ρεκόρ, καθώς πρόκειται για το χειρότερο ποσοστό Αμερικανού προέδρου από τότε που η Gallup διεξάγει τη συγκεκριμένη έρευνα, εν προκειμένω από το 2007.

Στην ίδια, ετήσια κατάταξη των χωρών που διεκδικούν ηγετικό ρόλο σε παγκόσμια κλίμακα, η Κίνα κατέγραψε άνοδο 31% και η Ρωσία 27%. Και όλα αυτά, πριν από την άθλια δήλωση του Αμερικανού προέδρου για «χώρες απόπατους» με αναφορά στα κράτη της Αφρικής.

Η Μonde Diplomatique επιχειρεί μία σύνοψη του τί «έχει δώσει» μέχρι στιγμής ο Τραμπ στην Κίνα και τη Ρωσία και με ποιον τρόπο αντέδρασαν οι δύο δυνάμεις, καθώς σύμφωνα με το δημοσίευμα, μετά από σχεδόν δύο δεκαετίες απόλυτης κυριαρχίας των ΗΠΑ στην παγκόσμια σκηνή, η «τράπουλα» μοιράζεται εκ νέου.
