Με νούμερα απάντησε ο Πολάκης

«Ο ελληνικός λαός έχει καταλάβει ότι για πρώτη φορά υπάρχει μία κυβέρνηση που δεν δίνει κάλυψη σε ένα πράγμα που ο κόσμος το έχει τούμπανο και εμείς κρυφό καμάρι» είπε ο Παύλος Πολάκης ξεκινώντας την ομιλία του στη Βουλή. Ο αναπληρωτής υπουργός Υγείας χαρακτήρισε το σκάνδαλο Novartis ως την κορυφή ενός από τα τρία παγόβουνα πάνω στα οποία προσέκρουσε και βούλιαξε η χώρα.

Μίλησε για 260 δισ. ευρώ στο χώρο της Υγείας με τα 160 δισ. να είναι δημόσια δαπάνη και τα 100 δισ. να είναι ιδιωτική δαπάνη και πρόσθεσε ότι με βάση τα στοιχεία το 30% της δημόσιας δαπάνης και το 40% της ιδιωτικής δαπάνης αποτελούν μαύρο χρήμα υπερτιμολογήσεων, φαρμάκων, υλικών και αντιδραστήρων.

“Εάν προσθέσουμε σε αυτά τα 150 δισ. των εξοπλισμών, τα 100 των δημόσιων έργων θα βγάλουμε το χρέος που χρεοκόπησε τη χώρα» είπε ο Παύλος Πολάκης.

Κάλεσε, ακόμη, τους εμπλεκόμενους να μηνύσει τους βουλευτές του το 2011 κατέθεσαν επίκαιρη ερώτηση στον υπουργό Υγείας χρησιμοποιώντας εκφράσεις για «πιράνχας», κακοδιαχείριση και σπατάλη δημοσίου χρήματος.

«Το παράθυρο της σπατάλης άνοιξε το 2001 όταν με νόμο για τις προμήθειες ορισμένα είδη θα έπρεπε να θεωρούνται μη συγκρίσιμα. Από πολιτική απόφαση ξεκίνησαν όλα» είπε ο αναπληρωτής υπουργός Υγείας.

Συνεχίζοντας ανέφερε «Μηνύστε και κάποιον άλλο που διετέλεσε αναπληρωτής υπουργός Υγείας, τον κ. Σαλμά, ο οποίος τον Μάη του 2014 έλεγε ότι ο κύριος Γεωργιάδης με του που ανέλαβε ανέβασε την τιμή σε 265 φάρμακα, τα έβαλε μέσα χωρίς κανένα κριτήριο και δεν κατέβασε εκείνος τη δαπάνη, αλλά εγώ».

«Με τη διαφορά ασφαλιστικής τιμής και αναφερόμενης τιμής ο κ. Γεωργιάδης χρέωσε όλη τη διαφορά στους ασθενείς» τόνισε σε άλλο σημείο.

Εν συνεχεία ο Παύλος Πολάκης επικεντρώθηκε στο σκάνδαλο Novartis σημειώνοντας ότι είναι παγκόσμιο, αλλά έχει μία ιδιαίτερη ελληνική πτυχή. Γιατί η Ελλάδα μέσα από διεθνείς συμφωνίας ήταν τιμή αναφοράς σε πρώτη φάση για 29 χώρες και σε επόμενη φάση σε άλλες 50 χώρες.

«Τι έκαναν οι φαρμακοβιομηχανίες και η Novartis ήταν ο μαέστρος; Τιμολογούσαν τα φάρμακα τους σε ακριβές χώρες όπως η Γερμανία, η Αγγλία, η Ελβετία και η τέταρτη χώρα ήταν η Ελλάδα. Ειδικά την περίοδο που η τιμολόγηση ήταν αρμοδιότητα του υπουργείου Εμπορίου και Ανάπτυξης, που είναι μία τεράστια μαύρη τρύπα» είπε ο Πολάκης για να συνεχίσει ότι «είμαστε η μόνη χώρα του ανεπτυγμένου δυτικού καπιταλισμού στην οποία τα ασφαλιστικά μας ταμεία ποτέ δεν διαπραγματεύτηκαν τιμή σε σχέση με τις φαρμακευτικές εταιρείες. Μέχρι το 2010 πληρώναμε, αν ήταν φάρμακο χωρίς συμμετοχή, το σύνολο της αναφερόμενης τιμής. Αυτό είναι ένα τεράστιο έγκλημα απέναντι στη χώρα. Έτσι είχαν τη δυνατότητα οι φαρμακευτικές να μπορούν να διαφθείρουν και να εκμαυλίσουν στρώματα του υγειονομικού δυναμικού και να προκαλούν τέτοια συνταγογράφηση».

«Το κοινωνικό συμβόλαιο ήταν δε σε αμείβω με μισθό αντίστοιχο αυτού που κάνεις, αλλά σου επιτρέπω να παίρνεις μίζα» υπογράμμισε ο Παύλος Πολάκης για να επισημάνει «Με πολιτική οργάνωση από τα πάνω στήθηκε το παραμύθι. Δεν τα παίρνουν οι γιατροί και οι διοικητικοί από μόνοι τους. Το επέτρεψε μία απόφαση από τα πάνω».

«Η Novartis το 2006 είχε τζίρο 341 εκατ. ευρώ, το 2009 596 εκατ. ευρώ. Έτσι ξαφνικά δυνάμωσε αυτή η εταιρεία; Όταν παραγγείλαμε εμβόλια για όλη την αφρικανική ήπειρο;» πρόσθεσε.
