Το χρέος για αρχάριους - Μια ιστορική επισκόπηση

Μέρος 1ο - Ένας κόσμος χρεωμένος

Τον φετινό Απρίλη το χρέος της πραγματικής οικονομίας προς τους χρηματοπιστωτικούς οργανισμούς έφτασε το 318% του προϊόντος παγκόσμια. Μέσα στο πρώτο τρίμηνο του 2018 κάθε κάτοικος του πλανήτη επιβαρύνθηκε κατά μέσον όρο χίλια δολλάρια, χρωστώντας πλέον 35.000 δολλάρια περίπου, τα οποία έχουν ήδη αυξηθεί στους μήνες που μεσολάβησαν. Το ζήτημα του χρέους, που μέχρι τη παγκόσμια χρηματοπιστωτική κρίση του 2008 απασχολούσε μοναχά μερικούς ριζοσπάστες και κάποιους ειδικούς, βρίσκεται τώρα στο επίκεντρο των πολιτικών συγκρούσεων, της δημόσιας προσοχής και των ιδιωτικών πονοκέφαλων.

Το χρέος είναι η αντίστροφη όψη του πλούτου των χρηματιστών, πλούτου που τώρα πια έχει τόσο πολύ αυγατίσει ώστε ορίζει την ιστορική μας περίοδο ο όρος χρηματιστικοποίηση, άγνωστος στον πολύ κόσμο ως πρόσφατα. Στην ‘εποχή των χρηματιστών’, όπως ονομάστηκε επίσης ο καιρός μας, “ο χρηματιστής πλουτίζει τόσο εντυπωσιακά ώστε γίνεται πρωταγωνιστής της καπιταλιστικής ανάπτυξης, παίρνοντας το ρολο που είχε ως πρόσφατα ο βιομήχανος”. Οι κάτοχοι χρηματιστικού κεφαλαίου είναι ελάχιστοι, αλλά ασκούν τεράστια εξουσία.

Χρησιμοποιούν άραγε τη δύναμή τους για το κοινό συμφέρον; Ελάχιστα παραδείγματα μας επιτρέπουν να φανταστούμε κατι τέτοιο, ενώ από την άλλη μεριά πολλά δείχνουν το αντίθετο. Ιστορικά κρίνοντας, τέτοιες καταστάσεις πλήττουν τη δημοκρατία και φέρνουν καταστροφές. Τον εικοστό αιώνα η άρνηση των τραπεζιτών να μετριάσουν τις αξιώσεις τους οδήγησε στην άνοδο του φασισμού και στον πιο καταστροφικό πόλεμο της ιστορίας, καθώς και σε πολλούς άλλους.

Ιδωμένες σε ιστορική προοπτική, οι φάσεις κυριαρχίας του χρηματιστικού κεφαλαίου δεν είναι κάτι νέο. Εδώ και τετρακόσια χρόνια αναγγέλλουν πως ένας κύκλος συσσώρευσης κεφαλαίου φθίνει, και δρομολογείται ξανά, μαζί με τον νέο κύκλο, η διαδικασία που ονομάζεται αλλαγή ηγεμόνα. Μια μείζων κρίση οδηγεί, συχνά αλλά όχι αναγκαία μέσα από έναν μεγάλο πόλεμο, στην αναδιοργάνωση του παγκόσμιου συστήματος και τη μετατόπιση του κέντρου βάρους του, όπου συσσωρεύονται εξουσία και πλούτος. Στην πορεία του εικοστού αιώνα οι ΗΠΑ σκαρφάλωσαν στο θρόνο του παγκόσμιου ηγεμόνα όπου νωρίτερα βρισκόταν η Βρετανία, που είχε πιο παλιά εκτοπίσει την Ολλανδία, η οποία είχε νωρίτερα αρπάξει το στέμμα της Γένοβας. Είναι αβέβαιο αν οι ΗΠΑ θα διατηρούν την ηγεμονικη τους θέση όταν λήξει και η τωρινή κρίση.

Το βέβαιο για εμάς, τους κοινούς θνητούς, είναι το χρέος. Από τό χρέος, όπως και από το χάρο και τους φόρους, δεν ξεφεύγουμε ποτέ. Χρωστούμε πάντοτε μέσω του κράτους, ακόμη και όταν δεν εχουμε προσωπικά χρέη για τα οποία ν’ ανησυχούμε. Το σύγχρονο καπιταλιστικό κράτος, χρεωμένο πάντοτε, στέλνει στους δανειστές μεγάλο μέρος των δημόσιων πόρων, εντέλει ένα κομμάτι του πλούτου που όλοι μαζί δημιουργούμε. Σε εμάς στέλνει το λογαριασμό.

Ο ιδρώτας του προσώπου μας και ο κόπος της εργασίας μας ξεπληρώνουν το δημόσιο χρέος θέλουμε δε θέλουμε, ξέρουμε δεν ξέρουμε. Τροφοδοτούν περιουσίες ολιγαρχών που ακυρώνουν τη λέξη δημοκρατία και διαλύουν το κοινωνικό κράτος. Το δημόσιο χρέος, μερικές φορές συντριπτικό, όπως στη σημερινή Ελλάδα όπου προσεγγίζει πλέον την παραγωγή δυο ολόκληρων χρόνων, από δεκαετίες τώρα κλιμακώνεται σε κάθε χώρα ξεχωριστά και στον κόσμο ολόκληρο. Χαρακτηριστικό γνώρισμα και αυτό της χρηματιστικοποίησης, που φέρνει ολοένα πιο καταστροφικές κρίσεις.

Ολοένα περισσότερος κόσμος προσέχει τέτοιες λεπτομέρειες. Πριν από δέκα χρόνια σχεδόν κανείς δεν συζητούσε το δημόσιο χρέος στην Ελλάδα, λιγότερο απ’ όλους πολιτικοί και δημοσιογράφοι. Σήμερα κλαίνε και οδύρονται καταγγέλλοντάς το σπαραξικάρδια. Παντού, ιδίως στη νεολαία, εξαπλώνονται συναισθήματα σαν εκείνα που είχε εκφράσει πριν από μερικά χρόνια το κίνημα Occupy Wall Street: “Ένα μόνο λέμε στους τραπεζίτες όλου του κόσμου: Δεν σας χρωστάμε τίποτε. Στους φίλους μας, στις οικογένειές μας, στην ανθρωπότητα και στον φυσικό κόσμο που στηρίζουν τη ζωή μας, σ’ αυτούς χρωστάμε τα πάντα.”

Είναι απλώς ζήτημα χρόνου να μετακομίσουν τέτοια συναισθήματα στην κεντρική πολιτική σκηνή. Ωστόσο αυτό δεν θα γίνει από μόνο του. Κάποιοι πρέπει να αναδείξουν το ζήτημα, ώστε ο κόσμος να δει καθαρά τι είναι στην πραγματικότητα το περίφημο χρέος, και πώς μπορούμε επιτέλους να το ξεφορτωθούμε.
