Λαπαβίτσας: 15-20% η υποτίμηση της νέας δραχμής

Ο βουλευτής του ΣΥΡΙΖΑ, Κώστας Λαπαβίτσας, στη χθεσινή του συνέντευξη στο The Press Project, ανέλυσε μεταξύ άλλων και τον τρόπο με τον οποίο θα μπορούσε η χώρα να σχεδιάσει μια πιθανή έξοδο από το ευρώ, ώστε να ελευθερωθεί από τα δεσμά της ΕΚΤ και να χαράξει τη δική της αναπτυξιακή πορεία, αλλά και να εφαρμόσει στο ακέραιο το πρόγραμμα που θέλει ο ΣΥΡΙΖΑ.

Όπως είπε, αποδείχθηκε ότι η εσωτερική υποτίμηση ήταν τραγικό σφάλμα στην περίπτωσή μας. Συνετρίβη το μοναδιαίο κόστος εργασίας, αλλά δεν είχαμε εκτίναξη των εξαγωγών, μέχρι πολύ πρόσφατα όταν έπεσε το ευρώ. Το ευρώ είχε πέσει ως προς το δολάριο και είχαμε όντως μια εκτίναξη των εξαγωγών. Αυτό δείχνει ότι όλη αυτή η λατρεία των εξαγωγών, η λογική ότι θα σωθούμε με τις εξαγωγές είναι λάθος. Είναι πολύ λάθος στην περίπτωση της χώρας μας, γιατί οι εξαγωγές ποτέ δεν θα μπορούσαν να είναι ιδιαίτερα μεγάλες, το ποσοστό είναι μικρό σε σχέση με το ΑΕΠ.

Η εξωτερική υποτίμηση, αν συνέβαινε, και πάλι δεν θα λειτουργούσε μέσω των εξαγωγών. Δεν θα σωζόμασταν επειδή θα είχαμε υποτίμηση και άρα έκρηξη εξαγωγική που θα παρέσυρε και την υπόλοιπη οικονομία. Περισσότερο θα είχε να κάνει με αυτό που θα συνέβαινε εσωτερικά, με την εγχώρια αγορά, δηλαδή την εγχώρια ζήτηση και την κίνηση της εγχώριας παραγωγής για την κάλυψη της ζήτησης. Εκεί θα ήταν ο κύριος ρόλος και εκεί θα είχαμε πολύ καλύτερα αποτελέσματα.

Δεν χρειάζεται αυτή τη στιγμή η Ελλάδα πολύ μεγάλη εξωτερική υποτίμηση, ακριβώς γιατί έχει συντριβεί το κόστος εργασίας. Με τα μέτρα αυτά, που δεν μας έσωσαν, διαλύθηκε το κόστος εργασίας. Άρα η υποτίμηση που χρειαζόμαστε αυτή τη στιγμή, δεν είναι ιδιαίτερα μεγάλη. Δηλαδή μια υποτίμηση της τάξης του 15 με 20% είναι υπεραρκετή στην περίπτωσή μας.

Αυτή τη στιγμή το ισοζύγιο τρεχουσών συναλλαγών, είναι, γενικά μιλώντας, σε ισορροπία λόγω της ύφεσης, άρα οι πιέσεις της υποτίμησης δεν θα είναι ιδιαίτερα μεγάλες. Εάν γίνει κάτι τέτοιο θα έχουμε φυσικά ελέγχους κεφαλαιακών ροών. Θα είναι μια πολιτική που θα περιορίζει την πτώση της νέας ισοτιμίας. Είναι πιθανόν στην αρχική περίοδο να έχουμε υποχώρηση της ισοτιμίας μεγαλύτερη από το 15-20%. Η υποχώρηση τις πρώτες εβδομάδες θα είναι ταχύτατη διότι θα υπάρξει επίθεση κερδοσκοπική, αλλά αυτό δεν θα κρατήσει πολύ. Η ισοτιμία θα επανέλθει στο 15-20% κάτω από την ισοτιμία 1 προς 1 με το ευρώ. Αυτό θα πάρει διάστημα μερικών μηνών. Στην αρχή θα πέσει πολύ και μετά θα αρχίσει να ανεβαίνει.

Στην αρχική περίοδο, όταν θα έχουμε βαθύτερη υποτίμηση, θα χρειαστεί να υπάρξουν μέτρα τα οποία θα προστατεύσουν και την οικονομία και τον τόπο. Σε μια περίοδο προσαρμογής 2-3 μηνών, η ευθύνη μιας κυβέρνησης της Αριστεράς θα είναι να εξασφαλίσει πόρους για να στηρίξει το νόμισμα. Υπάρχουν χρήματα και εντός της χώρας τα οποία μπορούν να αξιοποιηθούν για το σκοπό αυτό. Υπάρχουν περίπου 40 δισ. ευρώ σε χαρτονόμισμα στη χώρα μας τα οποία θα γίνουν ξένο συνάλλαγμα. Μια κυβέρνηση της Αριστεράς, οφείλει να βρει κίνητρα για να συλλέξει ένα ποσό από αυτά, το οποίο μπορεί να χρησιμοποιηθεί για την υπεράσπιση της ισοτιμίας.

Ο στόχος μιας αλλαγής νομίσματος έχει να κάνει με την αντίληψη του περιοριστικού πλαισίου της νομισματικής ένωσης, η οποία λειτουργεί ως μέγγενη για τη χώρα, πράγμα το οποίο βλέπουμε πεντακάθαρα το τελευταίο διάστημα.

Για μένα, όπως τόνισε ό Λαπαβίτσας, ο λόγος που πρέπει να εξετάσουμε αυτό το ενδεχόμενο, είναι ακριβώς για να υλοποιήσουμε το πρόγραμμα του ΣΥΡΙΖΑ. Η αιχμή του δόρατος για τη δύσκολη θέση της Ελλάδας είναι η ΕΚΤ που χρησιμοποιεί τη ρευστότητα, δηλαδή δεν υπάρχει εθνική κυριαρχία στο νόμισμα και στη ρευστότητα, υπάρχει πλήρης εξάρτηση από την ΕΚΤ*.

Ήταν μια πολύ ενδιαφέρουσα συνέντευξη που έλυσε μάλλον πολλές από τις απορίες μας και ειδικά όσον αφορά το κομμάτι μιας πιθανής εξόδου της Ελλάδας από το ευρώ.

Παρόλα αυτά, εκείνο που φαίνεται να αποφεύγουν να απαντήσουν συστηματικά, πρώην και νυν κυβερνητικά στελέχη, είναι το θέμα της εθνικοποίησης της κεντρικής τράπεζας. Δηλαδή, σε περίπτωση επιστροφής στο εθνικό νόμισμα, αν είναι απαραίτητος ο απόλυτος έλεγχος της κεντρικής τράπεζας από το κράτος προκειμένου να ασκεί πραγματικά ανεξάρτητη νομισματική πολιτική προς όφελος της χώρας, προστατεύοντας αποτελεσματικότερα το νόμισμα από κερδοσκοπικά παιχνίδια, ή, από έναν νέο γύρο οικονομικού πολέμου.

Για κάποιους λόγους, η εθνικοποίηση (ή η ίδρυση εκ νέου) της κεντρικής τράπεζας φαίνεται ότι αποτελεί ακόμα ταμπού.

Το ΔΝΤ φοβόταν ότι μια υποτίμηση του ρουβλίου θα εκκινούσε έναν νέο γύρο πληθωρισμού. Η επιμονή του να διατηρήσει η Ρωσία ένα υπερτιμημένο νόμισμα και η υποστήριξή του με δισεκατομμύρια δολάρια σε δάνεια τελικά συνέθλιψε την οικονομία. (Όταν το ρούβλι τελικά υποτιμήθηκε το 1998, ο πληθωρισμός δεν εκτινάχθηκε όπως φοβόταν το ΔΝΤ και η οικονομία βίωσε την πρώτη σημαντική της ανάπτυξη.) [...] Για τους ολιγάρχες που προσπαθούσαν να βγάλουν τα λεφτά τους από τη χώρα, η υπερτιμημένη συναλλαγματική ισοτιμία ήταν πλεονέκτημα καθώς σήμαινε ότι μπορούσαν να πάρουν περισσότερα δολάρια με τα ρούβλια τους, καθώς έκρυβαν τα κέρδη τους σε ξένους τραπεζικούς λογαριασμούς.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’
