Καζάκης: Ένα ακόμη τερατώδες τραπεζικό σκάνδαλο που δεν θα γίνει πρώτη είδηση

Έξι τράπεζες από τις μεγαλύτερες τράπεζες σε Ευρώπη και ΗΠΑ θα πρέπει να καταβάλουν σχεδόν 6 δισεκατομμύρια δολάρια σε πρόστιμα για το ρόλο τους στο σκάνδαλο καθορισμού των ισοτιμιών στην αγορά συναλλάγματος (FOREX). "Η ποινή που θα πληρώσουν όλες αυτές οι τράπεζες είναι η πρέπουσα, λαμβάνοντας υπόψη τη μακρόχρονη και σκανδαλώδους χαρακτήρα αντιανταγωνιστική συμπεριφορά τους", δήλωσε η Γενική Εισαγγελέας των ΗΠΑ.

Τραπεζικό σκάνδαλο με στημένες ισοτιμίες

Η Citigroup Inc, η JPMorgan Chase & Co, η Barclays Plc, η UBS AG και η Royal Bank of Scotland Plc κατηγορήθηκαν από τις αρχές των ΗΠΑ και του Ηνωμένου Βασιλείου για ασύστολη εξαπάτηση των πελατών προκειμένου να ενισχύσουν τα κέρδη τους χρησιμοποιώντας μόνο με πρόσκληση chat rooms και κωδικοποιημένη γλώσσα για να συντονίσουν τις συναλλαγές τους. Κοινώς είχαν στήσει καρτέλ και εξαπατούσαν του πελάτες τους καθορίζοντας αυθαίρετα τις τιμές στην αγορά συναλλάγματος (FOREX).

Όλες οι τράπεζες εκτός UBS ομολόγησαν την ενοχή τους για συνομωσία με σκοπό τη χειραγώγηση της τιμής του δολαρίου και του ευρώ που ανταλλάσσονται στην αγορά spot FX. Η UBS ομολόγησε την ενοχή της σε μια διαφορετική κατηγορία. Στην Bank of America Corp επιβλήθηκε πρόστιμο, αλλά η τράπεζα απέφυγε την παραδοχή ενοχής για τη δράση των δικών της χρηματιστών στα chatrooms.

Το σκάνδαλο αυτό έρχεται να συμπληρώσει μια σειρά μεγάλα σκάνδαλα συνωμοσίας για χειραγώγηση του διατραπεζικού επιτοκίου του Λονδίνου, των παραγώγων και CDS, του χρυσού, κοκ. Οι 10 μεγαλύτερες τράπεζες σε ΗΠΑ και Ευρώπη αποδεικνύεται ότι έχουν στήσει καρτέλ για να χειραγωγήσουν όλες τις βασικές λειτουργίες της χρηματοπιστωτικής αγοράς παγκόσμια. Στην ουσία όλες οι αγορές χρήματος παγκόσμια είναι στημένες και ελέγχονται από το καρτέλ των τραπεζών.

Η τελευταία εξέλιξη είναι ακόμη πιο εντυπωσιακή. Η αγορά συναλλάγματος FX σημειώνει τζίρους σε ημερήσια βάση άνω των 5 τρισεκατομμυρίων δολαρίων. Ενώ πάνω από το 60% των συναλλαγών αφορά στις ανταλλαγές δολαρίου και ευρώ. Το καρτέλ φρόντιζε να φτιάχνει πλαστές ισοτιμίες ανάλογα με τα κερδοσκοπικά του ενδιαφέροντα κάθε φορά.

Συνολικά, οι αρχές των ΗΠΑ και της Βρετανίας έχουν επιβάλει πρόστιμα σε 7 τράπεζες πάνω από 10 δισεκατομμύρια δολάρια για την αποτυχία τους να σταματήσουν τους χρηματιστές τους από το να προσπαθούν να χειραγωγήσουν τις συναλλαγματικές ισοτιμίες, οι οποίες χρησιμοποιούνται καθημερινά από εκατομμύρια ανθρώπους. Από επενδυτικούς οίκους τρισεκατομμυρίων δολαρίων έως τους τουρίστες που αγοράζουν ξένα νομίσματα για τις διακοπές τους.

Ομολόγησαν κακουργήματα και συνωμοσία

Το καινοφανές στοιχείο είναι το γεγονός ότι το Υπουργείο Δικαιοσύνης των ΗΠΑ ανάγκασε την κύρια τραπεζική μονάδα Citicorp της Citigroup, όπως και τις μητρικές JPMorgan, Barclays και η Royal Bank of Scotland να δηλώσουν ένοχες στις ΗΠΑ για κακουργηματικές πράξεις. Είναι η πρώτη φορά μετά από πολλές δεκαετίες που η μητρική, ή η κύρια τραπεζική μονάδα ενός μεγάλου χρηματοπιστωτικού ιδρύματος παραδέχθηκαν την ενοχή τους σε ποινικές κατηγορίες.

Μέχρι πρόσφατα, οι αρχές των ΗΠΑ επεδίωκαν σπάνια ποινικές καταδίκες εναντίον των μητρικών των παγκόσμιων χρηματοπιστωτικών ιδρυμάτων. Αντίθετα αρκούνταν σε διευθετήσεις με μικρότερες θυγατρικές του εξωτερικού. Αυτό έκανε πιο εύκολο για την κυβέρνηση και τις τράπεζες των περιορισμό των επιπτώσεων στο χρηματοπιστωτικό σύστημα και τους πελάτες των τραπεζών.

Έτσι οι παγκόσμιοι τραπεζικοί οίκοι διατηρούσαν την έξωθεν καλή τους μαρτυρία. Όμως αυτή την φορά, το σκάνδαλο ξεπέρασε κάθε προηγούμενο. Κι έτσι ανάγκασε τις αρχές των ΗΠΑ να ασκήσουν ποινική δίωξη εναντίον των μητρικών για συνωμοσία και κακουργήματα. Στα οποία οι τράπεζες δήλωσαν χθες ένοχες.

Η παραδοχή αυτή θα έπρεπε αυτομάτως να θέσει εκτός χρηματοπιστωτικής αγοράς τα ιδρύματα αυτά και να ανασταλούν όλες οι χρηματιστικές συναλλαγές τους. Καθώς και να μπουν επίσημοι εκκαθαριστές προκειμένου να γίνουν φύλλο φτερό τα ενερητικά του τραπεζικού ιδρύματος.

Απαλλάχθηκαν επειδή ομολόγησαν!

Αντί γι' αυτό η Επιτροπή Κεφαλαιαγοράς των ΗΠΑ χορήγησε απαλλαγή για την JPMorgan και τις άλλες τράπεζες που ομολόγησαν την ενοχή του, επιτρέποντάς τους να συνεχίσουν τις συνήθεις συναλλαγές με τους τίτλους τους. Αυτό σημαίνει να σου ανήκει το κράτος. Με τους εισαγγελείς και τις τράπεζες μαζί να επεξεργάζονται νομότυπους τρόπους για τα τραπεζικά ιδρύματα του καρτέλ ώστε να συνεχίσουν την επιχειρηματική τους δραστηριότητα, δηλαδή να στήνουν και να χειραγωγούν τις αγορές χρήματος, οι αναλυτές ανησυχούν ότι οι ποινικές διευθετήσεις θα γίνουν πιο συνηθισμένες και δαπανηρές για τις τράπεζες.

Όμως μην ανησυχείτε, όταν χρειαστούν νέα ανακεφαλαιοποίηση οι τραπεζικοί κολοσσοί, έχει αποφασιστεί ήδη από τους G-20 όχι μόνο να φορτωθεί στους φορολογούμενους - όπως και στην αρχή της κρίσης - αλλά να υπάρξουν περικοπές καταθέσεων και υποχρεώσεων. Δηλαδή να την πληρώσουν οι πελάτες των τραπεζών. Τα ίδια τα θύματα του παγκόσμιου τραπεζικού καρτέλ.

Φυσικά το τραπεζικό καρτέλ εντός του ευρώ, δεν έχει να ανησυχεί για τίποτε. Στην ευρωζώνη οι μεγάλοι τραπεζικοί οίκοι δεν τελούν υπό τον έλεγχο καμιάς κρατικής αρχής, κανενός εισαγγελέα, καμιάς δικαιοσύνης. Ελέγχονται αποκλειστικά από την ΕΚΤ του κ. Ντράγκι στα πλαίσια της "τραπεζικής ένωσης". Κι έτσι για το τραπεζικό καρτέλ η ευρωζώνη κυρίως και κατά προέκταση η ΕΕ είναι ένα ασφαλές καταφύγιο, μιας και καμιά έρευνα για όσα τραπεζικά σκάνδαλα έχουν αποκαληφθεί ούτε γίνεται, ούτε πρόκειται να γίνει. Η ευρωζώνη και η ΕΕ είναι το Ελ Ντοράντο του παγκόσμιου τραπεζικού καρτέλ.
