Λαπαβίτσας: Η ρήξη μπορεί να φέρει ελπιδοφόρα προοπτική

Ομιλία στην Κεντρική Επιτροπή του ΣΥΡΙΖΑ

Στις εκλογές της 25ης Ιανουαρίου πήραμε εντολή να απορρίψουμε τα μνημόνια, να διαγράψουμε το χρέος και να αποκαταστήσουμε τη δημοκρατία και την εθνική κυριαρχία. Το «Πρόγραμμα Θεσσαλονίκης» περιλαμβάνει τον πυρήνα των δεσμεύσεων μας και η άμεση υλοποίηση του αποτελεί προϋπόθεση για την ανόρθωση της χώρας.

Η κυβέρνηση επιδίωξε την ανατροπή του μνημονιακού καθεστώτος εντός της ευρωζώνης. Αλλά η αντίδραση εταίρων και δανειστών υπήρξε σφοδρότατη. Και αυτό για ξεκάθαρους λόγους: ο ΣΥΡΙΖΑ είναι μεγάλος κίνδυνος για την κυριαρχία του νεοφιλελευθερισμού στην Ευρώπη, ενώ το πρόγραμμα της Θεσσαλονίκης αντιστρατεύεται τις βαθύτερες λογικές της ΕΕ και της ΟΝΕ.

Η κυβέρνηση χτυπήθηκε - και από τις χώρες του Νότου - μέσω του περιορισμού της ρευστότητας και της χρηματοδότησης με αιχμή του δόρατος την ΕΚΤ. Πρόκειται για μια τακτική που οδηγεί στον στραγγαλισμό του κράτους και της οικονομίας. Η συμφωνία της 20η Φεβρουαρίου όχι μόνο δεν έλυσε το πρόβλημα, αλλά τα πράγματα έγιναν χειρότερα τους επόμενους μήνες. Σήμερα έχουμε αδρανοποίηση της οικονομίας, αυξανόμενη λαϊκή ανησυχία και συνεχιζόμενη πίεση ρευστότητας και χρηματοδότησης. Ξεκάθαρος στόχος των δανειστών είναι η συνθηκολόγηση της κυβέρνησης.

Παρ’ όλα αυτά, η κυβέρνησή μας έχει δώσει δείγματα της διαφορετικότητάς της. Το νομοσχέδιο για την ανθρωπιστική κρίση, οι εκατό δόσεις, οι πρώτες ενδείξεις για την παραγωγική ανασυγκρότηση μέσα από την Ελληνική Βιομηχανία Ζάχαρης, ήταν τέτοια δείγματα. Αλλά η υλοποίηση του Προγράμματος της Θεσσαλονίκης είναι πλέον εξαιρετικά δύσκολη και ίσως να καταστεί και αδύνατη.

Για να μπορέσει να υλοποιηθεί το πρόγραμμα του ΣΥΡΙΖΑ απαιτούνται δραστικές κινήσεις απέναντι στους δανειστές. Απέναντι σε μια καταστροφική για τον λαό και τη χώρα συνθηκολόγηση, η ρήξη είναι μία δίκαιη και ηθική επιλογή.

Η ρήξη δεν είναι αυτοσκοπός. Ανοίγει δρόμο για να εφαρμόσουμε το πρόγραμμά μας και σταματάει τη λυσσαλέα προσπάθεια των εγχώριων κύκλων για να ακυρωθεί.

Μπορεί να φέρει ελπιδοφόρα προοπτική στηριγμένη σε τέσσερις άξονες:

i) Άρνηση πληρωμής και διαγραφή του μεγαλύτερου μέρους του χρέους.

ii) Εθνικοποίηση και αναδιοργάνωση των τραπεζών σε αναπτυξιακή κατεύθυνση.

iii) Απόρριψη της λιτότητας – πρωτογενών πλεονασμάτων και ισοσκελισμένων προϋπολογισμών.

iv) Προετοιμασία για το ενδεχόμενο εθνικού νομίσματος, πράγμα δύσκολο αρχικά, αλλά με αποτέλεσμα διαχειρίσιμο που μπορεί να δώσει ελπίδα και προοπτική στον τόπο.

Θέλω να ολοκληρώσω αναφερόμενος με συντομία σε ορισμένα από τα πλεονεκτήματα της εξόδου από την ΟΝΕ:

α) Η ανάκτηση της νομισματική κυριαρχίας θα δώσει στη χώρα τη δυνατότητα να παρέχει συστηματικά ρευστότητα στην οικονομία. Θέλω να τονίσω ότι δεν υπάρχει άλλος δρόμος για να σπάσει η θηλιά της ΕΚΤ. Η Ελλάδα ή θα παράγει ρευστότητα για την οικονομία της, ή θα περιμένει να της δίνει η ΕΚΤ, επιβάλλοντας φυσικά τους όρους της. Άλλος δρόμος δεν υπάρχει. Είναι ή το ένα, ή το άλλο.

β) Η ανάκτηση της δημιουργίας ρευστότητας θα επιτρέψει να συνταχθεί σχέδιο ανάπτυξης βασισμένος σε δημόσιες επενδύσεις, αλλά και στηρίζοντας την ιδιωτική επένδυση.

γ) Η αλλαγή νομίσματος θα επιτρέψει την ανάκτηση της εγχώριας αγοράς και θα τονώσει τις εξαγωγές.

δ) Δεδομένων των τεράστιων ανενεργών πόρων στη χώρα σήμερα, είναι ρεαλιστική η προοπτική ταχύρρυθμης ανάπτυξης μετά τους πρώτους μήνες δυσκολιών. Θα επέλθει έτσι συστηματική μείωση της ανεργίας και αύξηση των εισοδημάτων.
