Ερώτηση στον Κώστα Λαπαβίτσα

Ο πρώην βουλευτής ΣΥΡΙΖΑ και νυν μέλος της κοινοβουλευτικής ομάδας της Λαϊκής Ενότητας, Κώστας Λαπαβίτσας, στο πρόσφατο άρθρο του “Αξιοπιστία και πρόγραμμα: Η δύναμη της Λαϊκής Ενότητας” περιγράφει τους στόχους του νέου κόμματος και μια γενική εικόνα της μετάβασης στο εθνικό νόμισμα. Μερικά σημαντικά αποσπάσματα:

Η Λαϊκή Ενότητα πάσχει από τα αναπόφευκτα οργανωτικά προβλήματα μιας παράταξης που στήθηκε σε χρόνο μηδέν και πρέπει αμέσως να συμμετάσχει σε εκλογές. Στα καίρια ζητήματα της αξιοπιστίας και του προγράμματος όμως, έχει τεράστια πλεονεκτήματα απέναντι στη μνημονιακή συμπολίτευση.

Η Λαϊκή Ενότητα έθεσε τις βάσεις της αξιοπιστίας της όταν είχε το θάρρος να πει Όχι στο νέο μνημόνιο, μένοντας πιστή στο Όχι που είπε ο ελληνικός λαός στο δημοψήφισμα. Οι υπουργοί της παραιτήθηκαν και οι βουλευτές της αγνόησαν τον κίνδυνο της μη επανεκλογής τους. Η Λαϊκή Ενότητα είναι ο συνεπής εκπρόσωπος της αντιμνημονιακής παράταξης στη χώρα μας. Θα προστατεύσει την αξιοπιστία της ως κόρην οφθαλμού: αυτά που υπόσχεται, αυτά θα κάνει.

Η Λαϊκή Ενότητα έχει επίσης το μόνο εφικτό και υλοποιήσιμο πρόγραμμα για τη χώρα σε αντίθεση με το πρόγραμμα των μνημονίων. Πολύ συνοπτικά, το πρόγραμμα στοχεύει μακροπρόθεσμα στην ανάταξη της ελληνικής οικονομίας, με περιορισμό του τομέα των υπηρεσιών και παράλληλη τόνωση της αγροτικής παραγωγής και της μεταποίησης. Αυτός είναι ο δρόμος για ταχύρρυθμη ανάπτυξη που θα είναι υπέρ του κόσμου της εργασίας και κατά του κεφαλαίου. Βραχυπρόθεσμα το πρόγραμμα περιλαμβάνει διαγραφή μεγάλου μέρους του χρέους, άρση της λιτότητας, δημόσια ιδιοκτησία και διαχείριση του τραπεζικού συστήματος, δημόσιες επενδύσεις, στήριξη των ιδιωτικών επενδύσεων, καθώς και αναδιανομή του εισοδήματος και του πλούτου με απλοποίηση του φορολογικού συστήματος.

Το εθνικό νόμισμα είναι βήμα και εργαλείο για την ανάταξη της χώρας – δεν είναι αυτοσκοπός. Η συντεταγμένη μετάβαση στο εθνικό νόμισμα είναι απολύτως εφικτή, πράγμα που γνώριζε ο ΣΥΡΙΖΑ, αλλά δεν ήθελε επ’ ουδενί να εξετάσει με σοβαρότητα γιατί η ηγεσία του ήταν προσκολλημένη στο ευρώ. Ποτέ δεν υπήρξε κυβερνητικό Σχέδιο Β, παρά τα αβάσιμα που αναφέρουν τα ΜΜΕ εκ του πονηρού.

Η μετάβαση περιλαμβάνει μέτρα όπως στάση πληρωμών στο δημόσιο χρέος με στόχο τη διαγραφή του, μετατροπή χρεών, καταθέσεων και μισθών στο νέο νόμισμα με αναλογία 1:1, άμεση εθνικοποίηση των τραπεζών και εξομάλυνση των κεφαλαιακών και τραπεζικών ελέγχων που έχει επιβάλλει η κυβέρνηση ΣΥΡΙΖΑ, στήριξη των μικρομεσαίων επιχειρήσεων με κρατικές εγγυήσεις, ιεράρχηση των εισαγωγών για να υπάρξει επάρκεια στα φάρμακα, τα τρόφιμα και τα καύσιμα. Δεν υπάρχει καμία ανάγκη για δελτίο, όπως συχνά και κακόβουλα λέγεται.

Η Λαϊκή Ενότητα έχει πλήρη συναίσθηση των δυσκολιών της μετάβασης στο εθνικό νόμισμα. Καταλαβαίνει πολύ καλά όμως ότι δεν πρόκειται να υπάρξει βιβλική καταστροφή, ότι κι αν λένε τα ΜΜΕ ασκώντας τρομοκρατία. Η διεθνής εμπειρία δείχνει ότι περίοδος της μεγαλύτερης δυσκολίας θα κρατήσει μερικούς μήνες και μετά η οικονομία θα αρχίσει να ανακάμπτει. Με κοινωνική συσπείρωση και στιβαρό χέρι στη διακυβέρνηση, οι επιπτώσεις θα είναι διαχειρίσιμες και η Ελλάδα θα περάσει σε ταχύρρυθμη ανάπτυξη με κοινωνική δικαιοσύνη.


Ο Λαπαβίτσας, όσον αφορά την επιστροφή σε εθνικό νόμισμα αναφέρεται σε μέτρα όπως στάση πληρωμών στο δημόσιο χρέος με στόχο τη διαγραφή του, εθνικοποίηση τραπεζών κ.λ.π. Παραδέχεται επίσης ότι "Η Λαϊκή Ενότητα έχει πλήρη συναίσθηση των δυσκολιών της μετάβασης στο εθνικό νόμισμα."

Δύσκολα θα διαφωνούσαμε σε κάτι από αυτά, ωστόσο και πάλι δεν είναι ξεκάθαρος ο "πρακτικός" τρόπος επιστροφής στο εθνικό νόμισμα. Δηλαδή, πρακτικά ζητήματα, όπως ποιος θα αναλάβει το τύπωμα των χαρτονομισμάτων; Πόσο θα κοστίσει αυτή η διαδικασία; Πόσο καιρό θα πάρει και μέχρι τότε πως θα γίνονται οι συναλλαγές;

Ο Τσίπρας ισχυρίστηκε ότι για να υπάρξει επιστροφή στο εθνικό νόμισμα, θα πρέπει η χώρα να διαθέτει συνάλλαγμα σε ευρώ, αλλά εφόσον η χώρα στην ουσία χρεοκόπησε και εξαρτάται από την ρευστότητα της ΕΚΤ, η οποία βέβαια ελέγχει πλήρως της Τράπεζα της Ελλάδος, πώς θα μπορούσε να γίνει ομαλή μετάβαση στο εθνικό νόμισμα; Είδαμε ότι ο Ντράγκι και η μαφία των Βρυξελλών δεν δίστασαν να απειλήσουν με ξαφνικό θάνατο, να κλείσουν εντελώς την ρευστότητα, αν ο Τσίπρας δεν υποχωρούσε.

Υπάρχει κάποιο σχέδιο να γίνονται οι συναλλαγές με IOUs ή με ηλεκτρονική μορφή, μέχρι να τυπωθεί το νέο νόμισμα; Μήπως θα μπορούσε να αναλάβει τον ρόλο της κεντρικής τράπεζας η Εθνική στην οποία το ΤΧΣ είναι ακόμα βασικός μέτοχος; Και αν ναι, που θα έβρισκε αποθεματικά εφόσον είναι σίγουρο ότι η ΕΚΤ θα έκοβε αμέσως κάθε παροχή ρευστότητας μόλις η χώρα διέγραφε το χρέος και εθνικοποιούσε το τραπεζικό συστημα;

Θα ήταν καλό, η Λαϊκή Ενότητα, να μιλήσει ξεκάθαρα στο λαό γι'αυτά τα ζητήματα. Πρέπει κάποιος επιτέλους να απαντήσει ειλικρινά, για να ξέρουν οι πολίτες που βαδίζουν, ποια είναι τα προβλήματα που θα προκύψουν και ποιοι κίνδυνοι υπάρχουν.

      Παρακολουθώ τον Καζάκη από παλιά. Πιστεύω ότι λέει σωστά πράγματα και έχει συγκεκριμένα επιχειρήματα όσον αφορά την επιστροφή σε εθνικό νόμισμα. Είναι σαφώς πιο αξιόπιστος από τους λακέδες του συστήματος που ουρλιάζουν στα κανάλια της διαπλοκής καταστροφολογώντας όταν κάποιος τολμήσει να ανοίξει την κουβέντα για έξοδο από το ευρώ.

      Όμως το πρόβλημα είναι ότι βρισκόμαστε σε οικονομικό πόλεμο. Όπως φάνηκε ξεκάθαρα, οι γραφειοφασίστες των Βρυξελλών και ο δικτάτορας Ντράγκι δεν ακολουθούν πλέον κανέναν κανόνα, αλλά χρησιμοποιούν οποιοδήποτε μέσο για να επιβάλλουν τη γραμμή Βρυξελλών-Βερολίνου.

      Δηλαδή, παρόλο που τα λένε σωστά ο Καζάκης, ο Λαπαβίτσας και άλλοι που στηρίζουν ένθερμα την έξοδο από το ευρώ, δεν μιλούν για τον τρόπο με τον οποίο η χώρα θα προστατευτεί από ενέργειες εναντίον της στον οικονομικό πόλεμο που θα συνεχιστεί με αμείωτη ένταση. Δεν είμαι σίγουρος αν μπορούν καν να προβλέψουν τέτοιες ενέργειες ώστε να σχεδιάσουν την άμυνα της χώρας.

      Και επειδή το παιχνίδι χοντραίνει, μια κυβέρνηση θα πρέπει να είναι έτοιμη για οποιοδήποτε ενδεχόμενο, όχι μόνο στο οικονομικό πεδίο. Η ΕΕ και οι ΗΠΑ δεν θα ήθελαν με κανένα τρόπο να δουν την Ελλάδα να φεύγει από το Δυτικό μπλοκ και να γέρνει προς το Σινο-Ρωσικό και τα BRICS. Τα πράγματα δηλαδή δεν είναι και τόσο απλά. Η οποιαδήποτε κυβέρνηση αναλάβει την έξοδο από το ευρώ θα πρέπει να την σχεδιάσει πολύ καλά και να έχει έτοιμα εναλλακτικά σενάρια απέναντι σε διαφόρων ειδών πιθανές ενέργειες εναντίον της χώρας.
