Στον "πάγο" και η CETA;

Οι περιφέρειες του Βελγίου Βαλλονία και Βρυξέλλες δεν αποδέχθηκαν τελικά τη συμφωνία ελεύθερων συναλλαγών μεταξύ της ΕΕ και του Καναδά και από ότι φαίνεται μπήκε και αυτή, όπως και η ΤΤΙΠ, στον πάγο!

Η τελική απόφαση επρόκειτο να παρθεί στο υψηλότερο επίπεδο της ΕΕ και ο Πρόεδρος του Συμβουλίου της Ντόναλντ Τουσκ κάλεσε για αυτό το λόγο τον Πρωθυπουργό του Βελγίου Louis Michel να πείσει όλες τις περιφέρειες του Βελγίου μέχρι τη Δευτέρα το βράδυ.

Μόνο αν και οι τρεις περιφέρειες - Φλάνδρα, Βαλλονία και Βρυξέλλες – έδιναν την εντολή στην ομοσπονδιακή κυβέρνηση, θα μπορούσε ο πρωθυπουργός Michel να δώσει πράσινο φως για τη Ceta. Και αυτό είναι αποτέλεσμα της μετατροπής του Βελγίου σε ομοσπονδία Περιφερειών, που έγινε μετά από την πίεση των Φλαμανδών.

Η Τοπικοποίηση-Περιφερειοποίηση του κράτους εξασφαλίζει καλύτερα τη λειτουργία της- έστω και αντιπροσωπευτικής- δημοκρατίας τους, γιατί η πολιτική –άρα και το εξωτερικό εμπόριο-πρέπει να συναποφασίζεται στα τοπικά κοινοβούλια, τα οποία υπόκεινται πολύ περισσότερο στον κοινωνικό έλεγχο των πολιτών, από ότι το ομοσπονδιακό κοινοβούλιο. Το κίνημα των πολιτών ενάντια στις διατλαντικές συμφωνίες είχε μεγαλύτερη δυνατότητα να παρέμβει στα τοπικά κοινοβούλια από ότι κεντρικά.

Όσο πιο τοπικά και αποκεντρωμένα, τόσο πιο εύκολα μπορούν να μπουν στο προσκήνιο οι πολίτες, και σε αντιπαράθεση με τους τοπικούς επαγγελματίες πολιτικούς των κομμάτων, να ασκήσουν έλεγχο και να επιβάλουν τις απόψεις τους στη λήψη των αποφάσεων. Αντίθετα, όσο πιο μεγάλη διασπορά υπάρχει στην εξουσία, τόσο μεγαλύτερη δυσκολία αντιμετωπίζουν τα λόμπυ των μεγάλων εταιρειών να ελέγξουν ή να εξαγοράσουν τις αποφάσεις τόσων πολλών πολιτικών. Άλλο να ελέγχεις-εξαγοράζεις κάποιους λίγους κεντρικούς πολιτικούς ηγέτες που παίρνουν κεντρικά τις αποφάσεις και άλλο να κάνεις το ίδιο με μια πανσπερμία τέτοιων πολιτικών στελεχών. Κάπου δε θα φθάνουν τα οικονομικά μέσα για την ικανοποίηση των απαιτήσεών τους –ώστε ικανοποιώντας πολύπλευρα συμφέροντα να ξαναεκλέγονται-κάπου θα σκοντάφτουν σε ανεξάρτητες συνειδήσεις. Και οι πολυεθνικές χρειάζονται την άρση των εμποδίων της κερδοφορίας τους σε μια ενιαία αγορά, όσο γίνεται πιο ενοποιημένα και συγκεντρωτικά!

Φαίνεται λοιπόν ότι το έλλειμμα δημοκρατίας υπήρξε και η αιτία για την απόρριψη των συμφωνιών και ότι μια Ευρώπη των Περιφερειών θα την εξασφάλιζε καλύτερα από ότι στα πλαίσια της υπάρχουσας «δημοκρατικής» ΕΕ. Μια Ευρώπη των περιφερειών- και όχι των υπαρχουσών κρατών-θα μπορούσε να προχωρήσει και σε θέσμιση της άμεσης συμβουλιακής δημοκρατίας με βάση την ομοσπονδιοποίηση των κοινοτήτων-δήμων σε περιφέρειες (πρώτος βαθμός) και τη ομοσπονδιοποίση των περιφερειών στη συνέχεια σε επίπεδο χωρών κ.λπ. Τότε θα μπορούσαμε να πάμε σε μια «Ευρώπη των λαών» και όχι «Ευρώπη των τραπεζιτών και του κεφαλαίου», όπως τη χαρακτηρίζουν πολλοί σήμερα.

Η ελληνική κυβέρνηση με κορμό τον ΣΥΡΙΖΑ, παρόλο που μιλά συνέχεια για παραμονή σε μια δημοκρατική Ευρώπη των λαών και για το γεγονός ότι οι Έλληνες πολίτες βρίσκονται στο προσκήνιο εκλέγοντάς την στις τελευταίες δυο εκλογές, δεν χρησιμοποίησε την ευκαιρία που της δόθηκε να μας εκφράσει. Να ταχθεί και αυτή όπως η κυβέρνηση της Βαλλονίας ενάντια στη Ceta . Ο υπουργός οικονομίας της μάλιστα εκθειάζει αυτές τις συμφωνίες (http://www.efsyn.gr/arthro/tria-sholia-gia-ti-ceta-kai-tis-diethneis-emporikes-symfonies).

Για να επανέλθουμε στο αν μπήκε στον πάγο πραγματικά η Ceta: ενώ κανονικά, μετά από αυτή τη στάση του Βελγίου-η προγραμματισμένη για Πέμπτη συνάντηση κορυφής μεταξύ της ΕΕ και του Καναδά θα έπρεπε να μη γίνει καθόλου ή να αναβληθεί, ο Tusk και ο πρωθυπουργός του Καναδά Trudeau δήλωσαν τη Δευτέρα το βράδυ ότι θα γίνει. Που το πάνε; Δεν θα τους αλλάξει τα σχέδια ούτε η εφαρμογή της «δημοκρατίας» τους και θα υπογράψουν χωρίς καμιά αλλαγή τη συμφωνία; Δεν θα κρατήσουν ούτε τα προσχήματα; Δεν ευκταίο από τη μεριά μας, αλλά ίσως έτσι καταλάβουν και όλοι οι ευρωπαίοι πολίτες με τι έχουν να κάνουν και αρχίζουν να αναλαμβάνουν παντού τις ευθύνες τους.

Ίσως έτσι γίνουμε περισσότεροι οι Aστερίξ και οι Oβελίξ! Ισως έτσι ανακηρύξουμε περισσότερες ελεύθερες του "ελεύθερου" εμπορίου Γαλατικές Κοινότητες και Περιοχές!

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that.
