Βενεζουέλα: Από το 2010 υπήρχαν σενάρια της αντιπολίτευσης για κατάρρευση του ηλ. Δικτύου

Μέρος 2ο - Ο Μάρκο Ρούμπιο βλέπει μία «περίοδο ταλαιπωρίας» για τη Βενεζουέλα ώρες πριν από το μπλακ άουτ

Η κυβέρνηση της Βενεζουέλας κατηγορεί ευθέως την Ουάσινγκτον λέγοντας πως πραγματοποίησαν σαμποτάζ μέσω κυβερνοεπίθεσης στις υποδομές ηλεκτρισμού. Παράγοντες- κλειδιά σε αυτή τη προσπάθεια πραξικοπήματος που καθοδηγείται από τις ΗΠΑ δεν αρνήθηκαν τις κατηγορίες.

Με ένα tweet στις 8 Μαρτίου, ο υπουργός Εξωτερικών των ΗΠΑ Μάικ Πομπέο χαρακτήρισε την κατάρρευση του ηλεκτρικού δικτύου ως ένα πρώτο στάδιο στα πλάνα των ΗΠΑ για μια καθεστωτική αλλαγή στη Βενεζουέλα.

To μεσημέρι της 7ης Μαρτίου, σε μία συνεδρίαση για τη Βενεζουέλα στην υποεπιτροπή για θέματα διεθνών σχέσεων της Γερουσίας, ο γερουσιαστής Μάρκο Ρούμπιο κάλεσε τις ΗΠΑ να υποκινήσουν τις «αναταραχές», δηλώνοντας πως είναι κάτι που πρέπει να γίνει προς επίτευξη της καθεστωτικής αλλαγής.

«Για τη Βενεζουέλα θα ξεκινήσει μια περίοδος ταλαιπωρίας που κανένα κράτος στο δικό μας ημισφαίριο δεν έχει αντιμετωπίσει στη σύγχρονη ιστορία» είπε ο Ρούμπιο.

Περίπου στις 17:00 το απόγευμα της ίδιας μέρας ο υδροηλεκτρικός σταθμός Σιμόν Μπολίβαρ κατέρρευσε ολοκληρωτικά με ανεξήγητο τρόπο. Οι κάτοικοι του Καράκας και άλλων περιοχών της Βενεζουέλας βρέθηκαν ξαφνικά στο απόλυτο σκοτάδι.

Στις 17:18 ο Ρούμπιο ενθουσιασμένος ανακοίνωσε το μπλακ άουτ μέσω Twitter και δήλωσε πως οι «εφεδρικές γεννήτριες δεν λειτούργησαν». Δεν είναι ξεκάθαρο πως απέκτησε ο Ρούμπιο τόσο συγκεκριμένες πληροφορίες τόσο σύντομα. Σύμφωνα με τον Χόρχε Ροντρίγκες, Υπουργό Επικοινωνιών της Βενεζουέλας, οι τοπικές αρχές δεν γνώριζαν τη στιγμή του tweet του Μάρκο Ρούμπιο αν καταστράφηκαν ή όχι οι εφεδρικές γεννήτριες.

Πίσω στο Καράκας, ο Γκουαϊδό αμέσως προσπάθησε να εκμεταλλευτεί τη κατάσταση, ακριβώς με τον τρόπο που τον συμβούλεψαν οι εκπαιδευτές από τον CANVAS οχτώ χρόνια πριν. Μία ώρα μετά το tweet του Ρούμπιο, ο Γκουαϊδό δήλωσε από το ίδιο μέσο πως «το φως θα επιστρέψει όταν τελειώσει ο σφετερισμός (από τον Μαδούρο)». Όπως έκανε και ο Πομπέο, ο αυτοανακηρυγμένος πρόεδρος της Βενεζουέλας θεώρησε τα μπλακ άουτ ως ένα μέρος της στρατηγικής για την αλλαγή του καθεστώτος, και όχι ένα ατύχημα ή λάθος.

Δυο μέρες αργότερα, ο Γκουαϊδό σε μια συγκέντρωση της αντιπολίτευσης που έλαβε χώρα στο εύπορο ανατολικό Καράκας, φώναζε μέσω του μεγαφώνου ότι «θα εφαρμοστεί το άρθρο 187 όταν έρθει η ώρα. Χρειάζεται να είμαστε στον δρόμο, να κινητοποιηθούμε. Εξαρτάται από εμάς και από κανέναν άλλον».

Το άρθρο 187 παρέχει στην Εθνοσυνέλευση το δικαίωμα να «εξουσιοδοτήσει τη χρήση του στρατού της Βενεζουέλας σε αποστολές στο εξωτερικό ή παροχή άδειας σε ξένους στρατούς να δράσουν στη χώρα».

Με την αναφορά του στο συνταγματικό άρθρο, οι υποστηρικτές του Γκουαϊδό απάντησαν με συνθήματα «Παρέμβαση! Παρέμβαση!».
