Βενεζουέλα: Από το 2010 υπήρχαν σενάρια της αντιπολίτευσης για κατάρρευση του ηλ. Δικτύου

Μέρος 3ο - Εκμεταλλευόμενοι την κρίση με σκοπό να «επιστρέψουν σε μια θέση ισχύος»
 
Συμφωνά με τα ρεπορτάζ του The Grayzone η προβολή του Γκουαϊδό και το σχέδιο πραξικοπήματος που φαίνεται να έχει αναλάβει, είναι καρπός μιας δεκαετίας – ενός σχεδίου που επεβλεπόταν από τον οργανισμό CANVAS.

O CANVAS είναι παρακλάδι της ομάδας Otpor, μιας σέρβικης ομάδας διαμαρτυρίας που ιδρύθηκε από τον Πόποβιτς το 1998 στο Πανεπιστήμιο του Βελιγραδίου. Η Otpor, που σημαίνει αντίσταση στα σέρβικα, ήταν η φοιτητική ομάδα που συνεργάστηκε με διάφορες ομάδες υποκινούμενες από τις ΗΠΑ, με στόχο να υποδαυλίσουν τις διαμαρτυρίες που οδήγησαν στην ανατροπή του Σέρβου προέδρου Μιλόσεβιτς.

Ο CANVAS χρηματοδοτείται από το Εθνικό Ταμείο για τη Δημοκρατία(ΝΕD), μια υπηρεσία της CIA που λειτουργεί ως το βασικό εργαλείο της κυβέρνησης των ΗΠΑ στην πρόκληση καθεστωτικών αλλαγών. Σύμφωνα με εσωτερικά μηνύματα ηλεκτρονικού ταχυδρομείου που έχουν διαρρεύσει από την Stratfor, μια εταιρία πληροφοριών γνωστή σαν η «σκιά της CIA», ο CANVAS «ενδέχεται να έχει λάβει χρηματοδότηση από τη CIA καθώς και εκπαίδευση κατά τη διάρκεια της μάχης εναντίον του Μιλόσεβιτς το 1999/2000».

Ένα μέιλ που διέρρευσε από έναν εργαζόμενο στη Stratfor σημείωνε ότι μετά την ανατροπή του Μιλόσεβιτς, «τα παιδιά που έτρεχαν την ομάδα Otpor μεγάλωσαν, έβαλαν κουστούμια και σχεδίασαν τον CANVAS… ή με άλλα λόγια δημιούργησαν μία επαναστατική ομάδα που έσπειρε τους σπόρους για έναν αριθμό πολύχρωμων επαναστάσεων. Εξαρτώνται ακόμα από τη χρηματοδότηση από τις ΗΠΑ και βασικά γυρίζουν τον κόσμο και προσπαθούν να ανατρέψουν δικτάτορες και αυταρχικές κυβερνήσεις (αυτές τις οποίες δεν αρέσουν στις ΗΠΑ)».

Η εταιρία Stratfor αποκάλυψε ότι ο CANVAS «έστρεψε το ενδιαφέρον του στη Βενεζουέλα» το 2005, αφού προηγουμένως είχε αναλάβει την εκπαίδευση αντιπολιτευτικών κινημάτων που οδήγησαν σε επιχειρήσεις καθεστωτικών αλλαγών υπό την καθοδήγηση του ΝΑΤΟ σε χώρες της ανατολικής Ευρώπης.

Τον Σεπτέμβριο του 2010, καθώς η Βενεζουέλα οδηγούνταν σε βουλευτικές εκλογές, ο CANVAS σε μια σειρά από υπομνήματα παροσίαζε τα σχέδια του να συνεργαστούν με «μη επίσημους παράγοντες» όπως ο Γκουαϊδό και το επιτελείο του που αποτελούνταν από ακτιβιστές φοιτητές με σκοπό να ρίξουν τον Τσάβες. «Αυτή είναι η πρώτη ευκαιρία για την αντιπολίτευση να βρεθεί πάλι σε θέση ισχύος» έγραφε ο Πόποβιτς τότε.

Στο υπόμνημα του για την διακοπή του ηλεκτρισμού, ο Ποπόβιτς, σημείωσε την σημασία του στρατού της Βενεζουέλας στο να γίνει εφικτή η αλλαγή του καθεστώτος. «Η συμμαχία με τον στρατό είναι υψίστης σημασίας γιατί σε τέτοιες καταστάσεις δημόσιας αναταραχής και αμφισβήτησης του προέδρου της χώρας», έγραφε το ιδρυτής του CANVAS, «δυσαρεστημένα μέλη του στρατού είναι πιθανό να αποφασίσουν να επέμβουν, αλλά μόνο στη περίπτωση που πιστεύουν ότι θα λάβουν την απαραίτητη υποστήριξη».

Ενώ το σενάριο που φαντάστηκε ο Ποπόβιτς απέτυχε το 2010, χαρακτηρίζει τέλεια την κατάσταση στη Βενεζουέλα αυτή τη στιγμή ενώ ο αρχηγός της αντιπολίτευσης που εκπαιδεύτηκε από τον CANVAS προσπαθεί να στρέψει την κρίση εναντίον του Μαδούρο ενώ ζητά από την στρατό να αναλάβει δράση.

Ενώ το Grayzone δημοσίευσε τους στενούς δεσμούς μεταξύ του CANVAS και του κόμματος του Γκουαϊδό, Voluntad Popular, ο Πόποβιτς πήρε δημοσίως αποστάσεις από οποιαδήποτε συμμετοχή του στην εκπαίδευση της αντιπολίτευσης της Βενεζουέλας.

Σήμερα, ωστόσο, το υπόμνημα από το 2010 του Πόποβιτς πάνω στην εκμετάλευση της κρίσης σχετικά με τον ηλεκτρισμό, μπορεί να διαβαστεί σαν ένα εγχειρίδιο στρατηγικής που ο Γκουαϊδό και οι υποστηρικτές του στην Ουάνιγκτον εφαρμόζουν κατά γράμμα. Ακόμα και αν δεν είναι το μπλακ άουτ Ααποτέλεσμα εξωτερικού σαμποτάζ, αντιπροσωπεύουν το «σημείο-ορόσημο, για το οποίο ο CANVAS προετοίμασε την αντιπολίτευση της Βενεζουέλας.
