Στον πέμπτο χρόνο η σύρραξη στη Συρία

Η μεγαλύτερη κρίση αναγκαστικού εκτοπισμού της εποχής απαιτεί ένα τεράστιο κύμα αλληλεγγύης

Καθώς ο πόλεμος στη Συρία φθάνει σήμερα σε άλλo ένα θλιβερό ορόσημο, οι πρόσφυγες που διαφεύγουν την πενταετή σύγκρουση αντιμετωπίζουν μεγαλύτερα εμπόδια προκειμένου να βρουν ασφάλεια. Την ίδια στιγμή, η παγκόσμια αλληλεγγύη απέναντι στα θύματα αυτής της σύρραξης αποτυγχάνει να ανταποκριθεί και να αντικατοπτρίσει την κλίμακα και τη σοβαρότητα αυτής της ανθρωπιστικής τραγωδίας.

“H περίπτωση της Συρίας αποτελεί τη μεγαλύτερη ανθρωπιστική κρίση της εποχής μας, από την οποία υποφέρουν εκατομμύρια άνθρωποι. Θα έπρεπε να συγκεντρώνει ένα γιγάντιο κύμα υποστήριξης από όλον τον κόσμο”, δήλωσε ο Ύπατος Αρμοστής του ΟΗΕ για τους Πρόσφυγες, Filippo Grandi, προσθέτοντας ότι μόνο μία σε πολιτικό επίπεδο λύση μπορεί να δώσει τέλος στα βάσανα αυτά, αλλά στο μεταξύ περισσότερες χώρες θα πρέπει να μοιραστούν μεγαλύτερο αριθμό προσφύγων.

Παρά τις ελπίδες που δημιουργεί η αυξημένη πρόσβαση ανθρωπιστικής βοήθειας στη Συρία, η κατάπαυση των εχθροπραξιών, η ανανέωση των ειρηνευτικών συνομιλιών και οι υποσχέσεις για καλύτερη χρηματοδότηση, εντούτοις, η πέμπτη επέτειος του πολέμου στη Συρία βρίσκει τις γειτονικές χώρες να θέτουν όλο και περισσότερο υπό έλεγχο τα σύνορά τους, καθώς λυγίζουν υπό την πίεση της υποδοχής τόσων προσφύγων. Αυτό αφήνει χιλιάδες ευάλωτων ανθρώπων αποκλεισμένους στο εσωτερικό της Συρίας, καθώς δεν μπορούν να την εγκαταλείψουν.

Λίγο πιο πέρα, τα ευρωπαϊκά κράτη που αρχικά υποδέχονταν τους Σύρους, τώρα κλείνουν τις πόρτες τους καθώς ένας αυξανόμενος αριθμός προσφύγων αναζητά ασφάλεια στο εσωτερικό τους. Πολλές χώρες έχουν επιβάλει περιορισμούς στην είσοδο στο εσωτερικό τους καθώς και στη διέλευση των συνόρων τους, οδηγώντας στη συσσώρευση δεκάδων χιλιάδων προσφύγων στην Ελλάδα. Την ίδια στιγμή, η Ευρωπαϊκή Ένωση βρίσκεται σε συζητήσεις με την Τουρκία για μία συμφωνία που ενδεχομένως να οδηγήσει στην επιστροφή αιτούντων άσυλο πίσω στην Τουρκία. Εντωμεταξύ, οι πρόσφυγες σε γειτονικές με τη Συρία χώρες είναι πιο ευάλωτοι από ποτέ και προβαίνουν σε ενέργειες που τους εκθέτουν σε μεγάλο κίνδυνο προκειμένου να επιβιώσουν. Επιχειρούν το επικίνδυνο ταξίδι με προορισμό την Ευρώπη ή καταφεύγουν σε επικίνδυνες στρατηγικές επιβίωσης, όπως η παιδική εργασία, οι πρόωροι γάμοι και η σεξουαλική εκμετάλλευση.

Σύμφωνα με τον Ύπατο Αρμοστή Filippo Grandi, ενώ οι δεσμεύσεις για δωρεές ύψους 5,9 εκατ. δολαρίων, που έγιναν στο Λονδίνο τον προηγούμενο μήνα σε σχέση με την έκκληση για ανθρωπιστική και αναπτυξιακή βοήθεια για το 2016, είναι ευπρόσδεκτες, τα κονδύλια θα πρέπει να εκταμιευθούν επειγόντως αλλά και να συμπληρωθούν από άλλες μορφές αλληλεγγύης σε παγκόσμιο επίπεδο. Αυτές περιλαμβάνουν ενισχυμένη δυνατότητα πρόσβασης σε μέσα βιοπορισμού και στην εκπαίδευση για την πλειονότητα των προσφύγων στις γείτονες χώρες και μεγαλύτερο επιμερισμό ευθυνών από περισσότερες χώρες στον κόσμο. Αυτό μπορεί να γίνει μέσα από ευέλικτα συστήματα ασύλου και αυξημένες ευκαιρίες για τους Σύρους ώστε να μπορούν να μετακινούνται σε τρίτες χώρες μέσω οργανωμένων διόδων.

“Μια τέτοιας κλίμακας τραγωδία απαιτεί αλληλεγγύη πέρα από κάθε χρηματοδότηση. Για να το θέσουμε απλά, χρειαζόμαστε περισσότερες χώρες να μοιραστούν την ευθύνη παίρνοντας μεγαλύτερο αριθμό προσφύγων από τη μεγαλύτερη κρίση εκτοπισμού που σημαδεύει μια ολόκληρη γενιά”, αναφέρει ο κ. Grandi.

Στις 30 Μαρτίου 2016, η Υ.Α. θα πραγματοποιήσει μία διεθνή διάσκεψη υψηλού επιπέδου στη Γενεύη, καλώντας τις κυβερνήσεις να αυξήσουν σε μεγάλο βαθμό τις θέσεις υποδοχής για Σύρους πρόσφυγες. Μέχρι σήμερα οι κυβερνήσεις σε όλο τον κόσμο έχουν δεσμευτεί για περίπου 170.000 τέτοιες θέσεις (επανεγκατάστασης και άλλων μορφών νόμιμης εισόδου). Η Υ.Α. ελπίζει ότι αυτές θα αυξηθούν τα επόμενα χρόνια τουλάχιστον στο 10% του καταγεγραμμένου προσφυγικού πληθυσμού, που για την ώρα κυμαίνεται σε 4,8 εκατ. ανθρώπους μόνο στην γύρω από τη Συρία περιοχή. Λίγο μετά την πενταετή επέτειο του πολέμου στη Συρία, η συνάντηση της 30ής Μαρτίου θα είναι μια ευκαιρία για τις κυβερνήσεις και τις ανά τον κόσμο κοινότητες να ενισχύσουν με συγκεκριμένο τρόπο την υποστήριξή τους στους Σύρους.

“Καθώς άλλη μία θλιβερή επέτειος του πολέμου στη Συρία συμπληρώνεται, βρισκόμαστε σε ένα σταυροδρόμι: αν ο κόσμος αποτύχει να συνεργαστεί εξαιτίας βραχυπρόθεσμων συμφερόντων, έλλειψης θάρρους και σπασμωδικών αντιδράσεων με σκοπό να μετακυλίεται αλλού η ευθύνη, αργότερα θα μετανιώσουμε κοιτώντας πίσω επειδή θα έχουμε χάσει αυτήν την ευκαιρία να ενεργήσουμε με αλληλεγγύη και ανθρωπισμό”, δήλωσε ο κ. Grandi.

Πέντε χρόνια μετά, η σύρραξη στη Συρία έχει σκορπίσει 4,8 εκατ. πρόσφυγες σε γειτονικές χώρες, εκατοντάδες χιλιάδες στην Ευρώπη, ενώ 6,6 εκατ. έχουν εκτοπιστεί στο εσωτερικό της Συρίας έναντι ενός πληθυσμού που στο σύνολό του αριθμούσε πάνω από 20 εκατ. πριν από τον πόλεμο.
