Δυναμώνει το κίνημα ενάντια στις διατλαντικές συμφωνίες TTIP και CETA

Το πανευρωπαϊκό κίνημα ενάντια στις διατλαντικές συμφωνίες συναντήθηκε σε συνέδριο το Σαββατοκύριακο που μας πέρασε στη πόλη Κάσελ της Γερμανίας. Οι 500 εκπρόσωποι των διάφορων πρωτοβουλιών των πολιτών και των κοινωνικών οργανώσεων συζήτησαν για τη συνέχεια της αντίστασης, τη στρατηγική και την προοπτική του κινήματος.

Σαν πρώτο βήμα αποφάσισαν να οργανώσουν μια μεγάλη διαδήλωση στις 23 Απρίλη στο Ανόβερο, την παραμονή της επίσκεψης Ομπάμα, όπου μαζί με τη Μέρκελ θα ανοίξουν τις πόρτες της παγκόσμιας έκθεσης της βιομηχανίας-της μεγαλύτερης του είδους που γίνεται εδώ και πολλά χρόνια σε αυτή την πόλη.

Στη συνέχεια θα αυξήσουν την πίεση προς τους διαπραγματευτές των συμφωνιών με διάφορες εκδηλώσεις και αποκεντρωμένες τοπικές διαδηλώσεις πριν από τη διεθνή ημέρα ενάντια στις συμφωνίες, που φέτος θα είναι η 5η Νοεμβρίου.

Αποφασίσθηκε επίσης στις αρχές του επόμενου χρόνου να οργανωθεί ένα μεγάλο συνέδριο του κινήματος με θέμα τη διατύπωση εναλλακτικών προς τις σημερινές νεοφιλελεύθερες πολιτικές εμπορίου και οικονομίας. Το κίνημα των πολιτών Stop TTIP-CETA, δεν έχει μόνο στόχο να αντιδρά και να κριτικάρει τα σχέδια των αντιπάλων του, αλλά και να ολοκληρώσει μια θετική πρόταση προς τις κοινωνίες και των δύο πλευρών του Ατλαντικού, για τις δυνατότητες μιας εναλλακτικής οικονομίας και ενός δίκαιου εμπορίου.

Το σημαντικό γεγονός για το κίνημα ήταν η αποτυχία της 12ης συνάντησης των διαπραγματευτών στις Βρυξέλλες να βρουν κοινά σημεία συμφωνίας, παρόλο που ο Σουλτς, ο πρόεδρος του Ευρωκοινοβουλίου, είχε εξασφαλίσει με διάφορα τερτίπια την πλειοψηφία να βγάλει ψήφισμα για συνέχιση των διαπραγματεύσεων. Η πίεση που εξασκήθηκε τον περασμένο Οκτώβριο με τις μεγάλες διαδηλώσεις στις ευρωπαϊκές πρωτεύουσες-στο Βερολίνο συμμετείχαν 250.000 διαδηλωτές-και τις πάνω από 3,2 εκατομ. υπογραφών των πολιτών, είχε σημαντική επίδραση σε αυτό.

Έτσι δίνεται χρόνος να αντιμετωπισθεί και το μεγαλύτερο πρόβλημα που έχει το κίνημα. Να πείσει το βορειοευρωπαϊκά συνδικάτα των εργαζομένων να ταχθούν ενάντια στις συμφωνίες. Προς το παρόν μόνο τα γερμανικά συνδικάτα έχουν πάρει θέση ενάντια. Επίσης δεν έχει καταφέρει μέχρι τώρα να ασκήσει τόση πίεση προς τους σοσιαλδημοκράτες ευρωβουλευτές, ώστε να ψηφίσει ενάντια η πλειοψηφία τους σε πανευρωπαϊκό επίπεδο. Μόνο η πλειοψηφία των Αυστριακών και των Βρετανών σοσιαλδημοκρατών ευρωβουλευτών έχει ταχθεί ενάντια, μέχρι τώρα.

Ο ενδιάμεσος πολιτικός στόχος του κινήματος για το 2016 είναι να σταματήσει την ολοκλήρωση της CETA, γιατί η ΕΕ ενδιαφέρεται να κλείσει μέχρι το τέλος του χρόνου τη συμφωνία με τον Καναδά πριν την TTIP με τις ΗΠΑ. Είναι όμως ένας δύσκολος στόχος, γιατί δεν μπορεί να επικεντρώσει τον αγώνα του κάπου συγκεκριμένα, επειδή λόγω των μυστικών διαπραγματεύσεων δεν γνωρίζει τα ακριβή σχέδια των διαπραγματευτών.

Κανονικά οι διαπραγματεύσεις για την TTIP θα έπρεπε να είχαν καταλήξει, όμως δεν στάθηκε δυνατό λόγω του κινήματος αντίστασης. Οι ΕΕ και οι ΗΠΑ θα προσπαθήσουν λοιπόν να ολοκληρώσουν την TTIP πριν τελειώσει η θητεία του αμερικανού προέδρου Ομπάμα. Όπως δήλωσε ο επικεφαλής των ευρωπαίων διαπραγματευτών Garcia Bercero (μετά την αποτυχία της 12ης συνάντησης): « Η βούλησή μας είναι να προσπαθήσουμε να κλείσουμε τις διαπραγματεύσεις το 2016, υπό την προϋπόθεση ότι θα τα βρούμε ουσιαστικά». Οι διαπραγματευτές βρίσκονται υπό πίεση, όχι μόνο του κινήματος, αλλά και του χρόνου, γιατί αν δεν τελειώσουν οι διαπραγματεύσεις έγκαιρα πριν προκηρυχθούν οι αμερικάνικες εκλογές, τότε θα παραταθούν επικίνδυνα, τουλάχιστον έως ότου αναλάβει η νέα κυβέρνηση. Για αυτό φαίνεται ότι οι συζητήσεις θα συνεχισθούν στο ενδιάμεσο διάστημα μέχρι την επόμενη συνάντηση, για να κερδηθεί χρόνος.

Με τη δράση του κινήματος, η ΕΕ αναγκάσθηκε να αλλάξει θέση σε σχέση με τα διαιτητικά δικαστήρια που προβλέπονται από τη συμφωνία(ISDS) και στα οποία δικαστήρια θα καταφεύγουν οι επιχειρήσεις και οι επενδυτές εναντίον κρατών και κυβερνήσεων, αν τυχόν εφαρμόζουν νόμους και μέτρα που θα στρέφονται ενάντια στην κερδοφορία τους. Δεν δέχεται πλέον να είναι ιδιωτικά, δηλαδή να παίρνονται αποφάσεις μετά από διαπραγματεύσεις ομάδων δικηγόρων των διαδίκων σε κλειστές διαδικασίες, όπως προτεινόταν στην αρχή. Μετά από σχετικό ψήφισμα του Ευρωπαϊκού Κοινοβουλίου τον περασμένο Ιούλιο, η ΕΕ απαιτεί οι δίκες να είναι δημόσιες με κανονικούς δικαστές, με διαφάνεια και αναθεωρητική διαδικασία.

Το αν θα τα «βρουν» οι διαπραγματευτές θα εξαρτηθεί από τον συμβιβασμό που θα πετύχουν στα διαφορετικά συμφέροντα των ΗΠΑ και της ΕΕ. Οι ΗΠΑ ενδιαφέρονται περισσότερο για πρόσβαση στην ευρωπαϊκή αγορά αγροδιατροφικών προϊόντων, όπου δεν επιτρέπεται η εμπορία του 40% σχεδόν των αμερικανικών προϊόντων (λόγω μη σήμανσης όσων περιέχουν μεταλλαγμένους-γ.τ.-οργανισμούς, λόγω χλωρίωσης των πουλερικών και των χοιρινών, λόγω αυξητικών ορμονών στα βοοειδή ή λόγω του ότι προέρχονται από κλωνοποιημένα ζώα κ.λπ., που δεν επιτρέπονται στην Ευρώπη, επειδή ισχύει η αρχή της προφύλαξης). Οι Ευρωπαίοι-κύρια οι Γερμανοί-ενδιαφέρονται για πρόσβαση στις δημόσιες προμήθειες των ΗΠΑ, όπου οι υπηρεσίες σε πολλούς τομείς είναι υποχρεωμένες να παραγγέλνουν εμπορεύματα και υπηρεσίες μόνο σε εγχώριες επιχειρήσεις. Η Γερμανική Κυβέρνηση επιδιώκει μεν να ολοκληρωθούν οι διαπραγματεύσεις μέσα στο 2016, αλλά έχει στόχο μια «ουσιώδη και ισορροπημένη συμφωνία». «Η ποιότητα της συμφωνίας προέχει της ταχύτητας», δήλωσε σχετικά ο εκπρόσωπος του ομοσπονδιακού υπουργείου οικονομίας.

Από την εποχή του κινήματος ειρήνης κατά τον «ψυχρό πόλεμο» και του αντιπυρηνικού-οικολογικού, δεν υπήρξε άλλο τέτοιο πλατύ κίνημα στην Ευρώπη- ιδίως στη Γερμανία- όπως το τωρινό ενάντια στις διατλαντικές συμφωνίες. Η ΕΕ βιώνει μια αστάθεια, όχι μόνο λόγω της οικονομικής ή της προσφυγικής κρίσης, αλλά και της πολιτικής κρίσης που πηγάζει από την εμμονή της ευρωπαϊκής ελίτ στη νεοφιλελεύθερη συνταγή που διέπει τις διατλαντικές συμφωνίες. Ούτε την αντιπροσωπευτική τους δημοκρατία δεν σέβονται, αφού τα εθνικά κοινοβούλια δεν γνωρίζουν τίποτα από αυτά που συμφωνούνται κεκλεισμένων των θυρών. Αποτέλεσμα η αντίδραση εκατομμυρίων πολιτών που αποφασίζουν να πάρουν την υπόθεση στα χέρια τους. Σκεπτόμενοι παγκόσμια, αρχίζουν και δρουν τοπικά και απαιτούν μια διαφορετική πολιτική και στο διεθνές εμπόριο και στη διεθνή οικονομία, χωρίς να επιδιώκουν την επιστροφή στο εθνικό επίπεδο, αφού σαν κίνημα έχει συνδεθεί διακρατικά.

Ότι δεν έχουν καταφέρει τα αντιπολιτευόμενα κόμματα-και τα αριστερά ή τα περιβαλλοντικά-φιλοδοξεί να το καταφέρει αυτό το κίνημα των πολιτών, να διατυπώσει δηλαδή μια άλλη πρόταση για τις ανθρώπινες κοινότητες και κοινωνίες της Ευρώπης και της Αμερικής: για μια δημοκρατική και αλληλέγγυα οικονομία των αναγκών και ένα δίκαιο εμπόριο, στα πλαίσια μιας πραγματικής δημοκρατίας των πολιτών και όχι της «φαινομενικής» δημοκρατίας της αντιπροσώπευσης και της ανάθεσης.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that. It looks at the situation entirely from the perspective of those opposing Daniel Ortega’s government while whitewashing their malevolent behavior and downplaying the levels of US support they have relied on.
