Παράνομες οι κυρώσεις εναντίον της Βενεζουέλας λέει εμπειρογνώμονας του ΟΗΕ

Οι κυρώσεις που μπορεί να οδηγήσουν σε υποσιτισμό και ελλείψεις στα φάρμακα δεν είναι η λύση στην κρίση της Βενεζουέλας, σύμφωνα με τον ειδικό για θέματα ανθρώπινων δικαιώματων του ΟΗΕ Ίντρις Τζαζάιρι.

Τα σχόλια του έγιναν στις 31 Ιανουαρίου, με αφορμή την επιβολή αμερικανικών κυρώσεων στην εθνική εταιρεία πετρελαίου της Βενεζουέλας. «Με ανησυχούν ιδιαιτέρως οι εκθέσεις που αναφέρουν ότι οι κυρώσεις αυτές αποσκοπούν στην αλλαγή της κυβέρνησης της Βενεζουέλας», είπε ο Τζαζάιρι.

«Ο εξαναγκασμός, στρατιωτικός ή οικονομικός, δεν μπορεί ποτέ να χρησιμοποιείται με σκοπό μία αλλαγή της κυβέρνησης σε ένα κυρίαρχο κράτος. Η χρήση των κυρώσεων από εξωτερικές δυνάμεις, ώστε να ανατρέψουν μία εκλεγμένη κυβέρνηση αποτελεί καταπάτηση όλων των κανόνων διεθνούς δικαίου

Καλώ την διεθνή κοινότητα να ξεκινήσει έναν εποικοδομητικό διάλογο με τη Βενεζουέλα ώστε να βρεθούν λύσεις στα πραγματικά προβλήματα που αντιμετωπίζει η χώρα».

Οι οικονομικές κυρώσεις είναι ιδιαίτερα επιβαρυντικές στην σοβαρή κρίση που επηρεάζει την οικονομία της Βενεζουέλας προσθέτοντας επιπλέον προβλήματα στην ζημιά που έχει προκληθεί από τον υπερπληθωρισμό και την πτώση των τιμών του πετρελαίου. Ήρθε η ώρα όπου η συμπόνια προς τον λαό της Βενεζουέλας πρέπει να εκφραστεί με το να προωθείται, και όχι να περικόπτεται, η πρόσβασή στη τροφή και φάρμακα».

Η επιτάχυνση μιας οικονομικής και ανθρωπιστικής κρίσης στη Βενεζουέλα δεν είναι η βάση για έναν ειρηνικό συμβιβασμό στις διαφωνίες, τόνισε. «Καλώ τα κράτη να εμπλακούν και να διευκολύνουν τον εποικοδομητικό διάλογο με όλα τα κόμματα στη Βενεζουέλα και να βρεθούν λύσεις με σεβασμό στα ανθρώπινα δικαιώματα των πολιτών».

Με ανησυχούν ιδιαίτερα οι εκθέσεις για τις παραβιάσεις των ανθρώπινων δικαιωμάτων που λαμβάνουν χώρα στη Βενεζουέλα, συμπεριλαμβανομένου του αυξανόμενου κινδύνου της βίας και των έμμεσων απειλών για διεθνή βία. Υπάρχει ανάγκη για προσπάθεια από όλα τα κόμματα και όλες τις χώρες, ώστε να δουλέψουν προς αναζήτηση μιας ειρηνικής λύσης που δεν θα οδηγήσει σε περαιτέρω βία».

Το κάλεσμα του έρχεται μετά τα σχόλια του εκπροσώπου της Γενικής Γραμματείας του ΟΗΕ, που υπογράμμισε «την άμεση ανάγκη να ξεκινήσει ένας πολιτικός διάλογος από όλους τους εμπλεκόμενους παράγοντες, ώστε να αντιμετωπιστεί η μακρά κρίση που αντιμετωπίζει η χώρα, με πλήρη σεβασμό στο ρόλο του νόμου και των ανθρώπινων δικαιωμάτων».

Ο ειδικός εφιστά την προσοχή στην Διακήρυξη του ΟΗΕ για τις βασικές αρχές του διεθνούς δικαίου που αφορούν στις φιλικές σχέσεις και την συνεργασία μεταξύ των κρατών σε συμφωνία με τον Χάρτη του ΟΗΕ, ο οποίος ωθεί τα κράτη στο να λύνουν τις διαφορές τους μέσα από τον διάλογο και τις φιλικές διακρατικές σχέσεις αποφεύγοντας τη χρήση οικονομικών, πολιτικών ή άλλων μέτρων, με σκοπό να εξαναγκάσουν ένα άλλο κράτος να συμφωνήσει σε ζητήματα που αφορούν στην εθνική τους κυριαρχία.

«Προτρέπω όλες τις χώρες να αποφεύγουν να χρησιμοποιούν τέτοιου είδους κυρώσεις, εκτός αν αυτές είναι εγκεκριμένες από το Συμβούλιο Ασφαλείας του ΟΗΕ, όπως προβλέπει ο Χάρτης του ΟΗΕ», καταλήγει ο Τζαζάιρι.

Democracy Now!   As a wave of student protests against Israel’s war on Gaza continues to spread from coast to coast, schools and law enforcement have responded with increasing brutality to campus encampments.    One of the most violent police crackdowns took place at Emory University in Atlanta on Thursday, when local and state police swept onto the campus just hours after students had set up tents on the quad in protest against Israel’s war on Gaza as well as the planned police training center known as Cop City.    Police used tear gas and stun guns to break up the encampment as they wrestled people to the ground, and are accused of using rubber bullets.
