Σαν να μη συμβαίνει τίποτα, σαν να μην υπήρξε οικονομική κρίση για την οποία σε μεγάλο βαθμό είναι υπεύθυνοι, οι διεθνείς τραπεζίτες συνεχίζουν τα ίδια και επιμένουν στην απορρύθμιση! Οι κυβερνήσεις-μαριονέτες έχουν χάσει κάθε αξιοπιστία, καθώς φαίνεται ότι υποκύπτουν πλήρως στις ορέξεις των βαρόνων του χρήματος, ενώ κάθε απόπειρα ρύθμισης του χρηματοπιστωτικού τομέα είναι καταδικασμένη να καταλήξει σε φιάσκο.

Σύμφωνα με μια ανάλυση από το Ευρωπαϊκό Παρατηρητήριο των Πολυεθνικών (Corporate Europe Observatory, CEO) που βασίστηκε σε διαρροή εγγράφου, η Ευρωπαϊκή Ένωση προτίθεται να χρησιμοποιήσει την Διατλαντική Εμπορική και Επενδυτική Συνεργασία (Transatlantic Trade and Investment Partnership, ΤΤΙΡ) με τις ΗΠΑ ώστε να επιτύχει μια συμφωνία που θα αποδυναμώσει τη ρύθμιση και τον έλεγχο του χρηματοπιστωτικού τομέα.

Με βάση το συγκεκριμένο έγγραφο, η ΕΕ προτείνει μια σειρά μηχανισμών που θα περιορίσουν τις υπάρχουσες και θα αποτρέψουν μελλοντικές ρυθμίσεις που θα μπορούσαν να είναι αντίθετες με τα συμφέροντα των χρηματοπιστωτικών επιχειρήσεων και στις δύο πλευρές του Ατλαντικού. Η διαρροή του εγγράφου έρχεται μετά από πληροφορίες που δείχνουν ότι οι Ευρωπαίοι διαπραγματευτές έχουν εντείνει την πολιτική πίεση στις ΗΠΑ να αποδεχθούν τις διαπραγματεύσεις για την "συνεργασία για τον χρηματοπιστωτικό κανονισμό", που οι Αμερικανοί έχουν έως τώρα αρνηθεί.

Το συγκεκριμένο έγγραφο αποδεικνύει ότι η ΕΕ δίνει προτεραιότητα στην προστασία του τραπεζικού τομέα έναντι της αυστηρής ρύθμισης και εποπτείας. Οι αποκαλούμενες προτάσεις "ρυθμιστικής συνεργασίας" εγγυώνται ότι ο χρηματοπιστωτικός τομέας δεν θα ζημιωθεί από ρυθμιστικά μέτρα, θα επιτρέψουν τις Ευρωπαϊκές τράπεζες να λειτουργούν στις ΗΠΑ κάτω από τους Ευρωπαϊκούς (γενικά πιο χαλαρούς) κανόνες και γενικά, οι επιχειρήσεις του χρηματοπιστωτικού τομέα από τη μία πλευρά του Ατλαντικού δεν θα χρειάζεται να συμμορφώνονται με τους νόμους της χώρας υποδοχής, αλλά μόνο με τους νόμους της χώρας προέλευσης από την άλλη πλευρά του Ατλαντικού. Οι συνέπειες στις ρυθμίσεις και στον έλεγχο του χρηματοπιστωτικού τομέα είναι σοβαρές.

Το πιο γνωστό παράδειγμα είναι ίσως η προσπάθεια της θυγατρικής της Deutsche Bank στις ΗΠΑ να αποφύγει τον κανονισμό των ΗΠΑ για τα αποθεματικά κεφάλαια (τα οποία απαιτούν από τις εταιρείες ως μέρος των διαθέσιμων κεφαλαίων για την αποφυγή του κινδύνου κατάρρευσης ή διάσωσης), μια προσπάθεια που ήταν επιτυχής μέχρι πρόσφατα, όταν οι αρχές των ΗΠΑ κατάργησαν ένα "παραθυράκι" του νόμου, που χρησιμοποιείται από πολλές ξένες τράπεζες που δραστηριοποιούνται εκεί. Λαμβάνοντας υπόψη ότι η Deutsche Bank ήταν ένας από τους μεγαλύτερους αποδέκτες των χρημάτων διάσωσης από τις αρχές των ΗΠΑ στον απόηχο της κατάρρευσης της Lehman Brothers και του ασφαλιστικού κολοσσού AIG, το να απαιτήσει κανείς από τη συγκεκριμένη τράπεζα να συμμορφώνεται με τους κανόνες των ΗΠΑ σχετικά με τις κεφαλαιακές απαιτήσεις, φαίνεται απολύτως νόμιμο. Αλλά αυτό αντιμετωπίζεται με δυσφορία από την Ευρωπαϊκή Επιτροπή και τις χρηματοπιστωτικές εταιρείες, όπως και οι άλλοι κανόνες των ΗΠΑ στους οποίους υπόκεινται οι τράπεζες της ΕΕ στις ΗΠΑ.

Ο χρηματοπιστωτικός τομέας στις ΗΠΑ στηρίζει πλήρως την πρόταση της ΕΕ για την ρυθμιστική συνεργασία, διότι αντιτίθεται επίσης έντονα σε ελέγχους εκτός εθνικού εδάφους. Η διαπραγματευτική θέση της ΕΕ είναι προκλητικά σύμφωνη με τις μεγαλύτερες εταιρείες στην ΕΕ και οικονομικές βιομηχανίες των ΗΠΑ. Οι Αμερικανικές τράπεζες βλέπουν την πρωτοβουλία της ΕΕ ως ακόμα μία ευπρόσδεκτη ευκαιρία να επιτεθούν στον εγχώριο κανονισμό και έχουν συντονιστεί με τις Ευρωπαϊκές τράπεζες για να ασκήσουν πίεση στην κυβέρνηση των ΗΠΑ. Επίσης, οι χρηματοπιστωτικοί τομείς και στις δύο πλευρές του Ατλαντικού θέλουν να εξαλειφθούν οι διαφορές στους κανονισμούς, καθώς ισχυρίζονται ότι είναι ένα «κόστος» που τους καθιστά λιγότερο επικερδείς, «αναγκάζοντάς» τους να αναζητήσουν τρόπους για να αποφύγουν τους αυστηρότερους κανόνες.

Στην πρόταση της Κομισιόν τον περασμένο Μάρτιο που επίσης διέρρευσε, περιλαμβάνονται αρκετά εργαλεία με τα οποία οι διατλαντικοί εταίροι φιλοδοξούν να περιθωριοποιήσουν τις όποιες απόπειρες για αυστηρή ρύθμιση του χρηματοπιστωτικού τομέα. Αν περάσει η πρόταση, θα ισχύει και για τις δυο πλευρές του Ατλαντικού καθώς η συμφωνία TTIP δεσμεύει τόσο την ΕΕ όσο και τις ΗΠΑ.

Με βάση την παραπάνω πρόταση, δίνεται απόλυτη προτεραιότητα στην αποφυγή εισαγωγής κανόνων που "βλάπτουν την ανταγωνιστικότητα". Οι τράπεζες, χρησιμοποιώντας τη συμφωνία TTIP, θα σχηματίσουν κοινό μέτωπο για την απόλυτη αντιστοιχία του νομοθετικού πλαισίου σε ΕΕ και ΗΠΑ.

Για να προχωρήσει αυτή η διαδικασία της "αμοιβαίας αναγνώρισης", θα συσταθεί ένα όργανο, το "Κοινό φόρουμ ΕΕ/ΗΠΑ των ρυθμιστικών αρχών" και αυτό θα έχει τεράστια δύναμη στον συγκεκριμένο τομέα. Για παράδειγμα, το "τεστ" που θα χρησιμοποιηθεί για να διαπιστωθεί αν το σύνολο των κανόνων της μιας πλευράς είναι ισοδύναμο με αυτό της άλλης, πρόκειται να αναπτυχθεί μόνο σε ένα μεταγενέστερο στάδιο από αυτό το φόρουμ. Με άλλα λόγια, τα συγκεκριμένα πρότυπα δεν πρόκειται να αποκαλυφθούν ακόμα και όταν η συμφωνία ΤΤΙΡ προχωρήσει στο τελικό στάδιο για να εγκριθεί.

Φαίνεται ότι, οι μεγάλες τράπεζες σε Ευρώπη και ΗΠΑ έχουν σχηματίσει ένα κοινό μέτωπο για την περαιτέρω απορρύθμιση του χρηματοπιστωτικού τομέα και επιδιώκουν κοινούς κανόνες και στις δύο πλευρές του Ατλαντικού. Οι κυβερνήσεις μοιάζουν ανίσχυρες να παρέμβουν στις μεθοδεύσεις του χρηματοπιστωτικού λόμπι και να θωρακίσουν τις οικονομίες με αυστηρότερο έλεγχο και κανόνες που θα εμποδίζουν την μετάδοση μιας οικονομικής κρίσης. Η εξομοίωση των κανόνων και η περαιτέρω απορρύθμιση όχι μόνο θα επιφέρει συχνότερες οικονομικές κρίσεις, αλλά και θα συνεισφέρει στην γρηγορότερη εξάπλωσή τους. Αλλά φυσικά, τίποτα απ'όλα αυτά δεν έχει σημασία μπροστά στα κέρδη των τραπεζιτών.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’
