Η “εκπαίδευση” των κοινωνιών στην ανοχή και των παρακολουθήσεων

του system failure

Στις αρχές της δεκαετίας του 70, το σκάνδαλο Watergate οδήγησε τον τότε Αμερικανό πρόεδρο, Ρίτσαρντ Νίξον, σε παραίτηση. Ήταν η μοναδική, έως τώρα, παραίτηση Αμερικανού προέδρου. Και μόνο το γεγονός ότι οι “άνθρωποι του προέδρου” διέρρηξαν τα γραφεία του Δημοκρατικού κόμματος για να υποκλέψουν διάφορα έγγραφα και να τοποθετήσουν κοριούς, ήταν αρκετό για να ξεσπάσει ένα μέγα σκάνδαλο που έμεινε στην ιστορία, σοκάροντας την Αμερικανική κοινή γνώμη.

Το σοκ βεβαίως ήταν μεγάλο, όχι γιατί οι παρακολουθήσεις ήταν κάτι καινούργιο, αλλά επειδή οι Αμερικανοί είχαν συνηθίσει να δικαιολογούν τέτοιες πρακτικές μόνο σε περιπτώσεις που απειλούνταν η ασφάλεια των ΗΠΑ, κυρίως βέβαια, από τον κομμουνιστικό κίνδυνο, όπως είχαν “εκπαιδευτεί” από την εποχή του Μακαρθισμού. Το Watergate ήταν ένα σκάνδαλο που έμεινε στην ιστορία, ακριβώς επειδή απομυθοποίησε τις όποιες Αμερικανικές κυβερνήσεις στα μάτια των πολιτών, καθώς αποδείχθηκε ότι τελικά δεν ήταν προσανατολισμένες αποκλειστικά στην υπεράσπιση της ασφάλειας των ΗΠΑ, αλλά και στην διατήρησή τους στην εξουσία, χρησιμοποιώντας κάθε μέσο εναντίον των πολιτικών τους αντιπάλων.

Στη μετεμφυλιακή Ελλάδα κυρίως των δεκαετιών 50, 60 και 70, οι παρακολουθήσεις πολιτών από παρακρατικούς και παντός φύσεως χαφιέδες είχε καταντήσει ρουτίνα. Πραγματικά, οι Έλληνες που έζησαν τις δεκαετίες αυτές, έχουν άπειρες, πολλές φορές κωμικοτραγικές, ιστορίες να διηγηθούν γύρω από αυτό το ζήτημα. Το φαινόμενο αυτό, που κορυφώθηκε κατά την επταετία της Χούντας, άσκησε τέτοια επίδραση στην Ελληνική κοινωνία, που ακόμα και σήμερα, ακόμα και οι νεότερες γενιές που δεν έχουν μνήμες από τέτοιες καταστάσεις, “κληρονόμησαν” το σύνδρομο της καχυποψίας απέναντι στους κρατικούς μηχανισμούς, από τους παλαιότερους. Αυτό είναι κάτι που βολεύει τις κυβερνήσεις, γιατί οι πολίτες θεωρούν δεδομένες τις παρακρατικές πρακτικές και σταδιακά εξοικειώνονται μ'αυτές.

Έτσι, με την πάροδο των δεκαετιών, οι Δυτικές κοινωνίες άρχισαν να συνηθίζουν στην ιδέα ότι οι παρακολουθήσεις είναι μια συνήθης πρακτική των κυβερνήσεων. Μετά τις επιθέσεις της 11ης Σεπτεμβρίου το 2001, τα πράγματα άλλαξαν πολύ γρήγορα. Οι Δυτικές κοινωνίες “εκπαιδεύτηκαν” στο να μην σοκάρονται από τις υποθέσεις παρακολουθήσεων. Μέσα στον Δυτικό νεο-ορθολογισμό, συμπεριλήφθηκε και η αναγκαιότητα των παρακολουθήσεων για χάρη της ασφάλειας. Στην πραγματικότητα, κανείς σήμερα δεν πέφτει από τα σύννεφα και οι περισσότεροι πιστεύουν ότι οι πάντες παρακολουθούν τους πάντες.

Καθώς η τεχνολογία έχει κάνει δυνατή την παρακολούθηση εκατομμυρίων τηλεφωνικών συνδιαλέξεων, έρχεται ως φυσική απόρροια η αποδοχή ότι το τηλέφωνο οποιουδήποτε μπορεί να παρακολουθείται. Παρά τις διαβεβαιώσεις του επικεφαλή της NSA ότι οι παρακολουθήσεις αφορούν κυβερνήσεις και όχι πολίτες, οι περισσότεροι από εμάς έχουμε ήδη “εκπαιδευτεί” στο να θεωρούμε φυσιολογικό ότι μπορεί να παρακολουθούνται οι τηλεφωνικές μας συνομιλίες, η ηλεκτρονική μας αλληλογραφία ή οποιαδήποτε άλλη μορφή επικοινωνίας με τους άλλους, όπως για παράδειγμα μέσω των social media.

Ενδεικτικά ορισμένοι τρόποι με τους οποίους οι κυβερνήσεις “εκπαιδεύουν” τους πολίτες
  1. Ελεγχόμενες διαρροές πιθανών υποκλοπών ώστε οι πολίτες να εξοικειώνονται με τις παρακολουθήσεις
Οι ελεγχόμενες διαρροές είναι πολύ χρήσιμες καθώς η πληροφορία που αποκαλύπτεται είναι συνήθως κάτι που σχεδόν οι πάντες υποπτεύονται. Έτσι, για παράδειγμα, η αποκάλυψη ότι οι τηλεφωνικές συνδιαλέξεις της πρεσβείας μιας Αραβικής χώρας καταγράφονταν από κοριούς της NSA ή της Mossad, είναι κάτι που λίγο-πολύ όλοι το περιμένουν. Στην ουσία δεν αποτελεί τρομερή αποκάλυψη. Όμως, με αυτό τον τρόπο οι άνθρωποι “εκπαιδεύονται” σταδιακά στο να θεωρούν δεδομένες τις παρακολουθήσεις μεταξύ των κυβερνήσεων. Οι πρόσφατες δηλώσεις Πάγκαλου κινούνται προς αυτή την κατεύθυνση, δίνοντας άλλοθι στην Αμερικανική πλευρά και προσπαθώντας να απομυθοποιήσει την παντοδυναμία της Υπερδύναμης που παρακολουθεί τους πάντες χωρίς η ίδια να παρακολουθείται.
  1. Εκμετάλλευση θεωριών συνωμοσίας
Οι κυβερνήσεις συνήθως βαφτίζουν ως θεωρίες συνωμοσίας κάποιες αποκαλύψεις ή μη ελεγχόμενες διαρροές. Από την άλλη, οι θεωρίες συνωμοσίας, είτε είναι αληθινές, είτε είναι ανακριβείς, είτε είναι κατασκευασμένες, παίζουν το δικό τους ρόλο στην “εκπαίδευση” των πολιτών και την εξοικείωσή τους με τις παρακολουθήσεις και αυτό είναι κάτι που οι κυβερνήσεις το εκμεταλλεύονται.
  1. Ανακριβείς πληροφορίες σχετικά με τις δυνατότητες των κυβερνήσεων να παρακολουθούν
Η ελεγχόμενη πληροφόρηση που φτάνει στα μίντια και αναπαράγεται από αυτά, μπορεί να παρουσιάζει υπερεκτιμημένες τις δυνατότητες των κυβερνήσεων να παρακολουθούν, για παράδειγμα, έναν υπερβολικά μεγάλο αριθμό τηλεφωνικών συνδιαλέξεων. Ακόμα και αν υπάρχει μια τέτοια δυνατότητα, η επεξεργασία τέτοιου όγκου δεδομένων είναι μια διαδικασία εξαιρετικά δύσκολη και χρονοβόρα. Ωστόσο, η τεχνολογία που εξελίσσεται ραγδαία, ενδεχομένως να επιτρέψει στο άμεσο μέλλον την επεξεργασία μεγάλου όγκου δεδομένων σε πολύ μικρό χρονικό διάστημα. Όταν η τεχνολογία το επιτρέψει, οι πολίτες θα έχουν ήδη εξοικειωθεί με την ιδέα ότι οποιαδήποτε συνδιάλεξη μπορεί να αποτελέσει αντικείμενο έρευνας και επεξεργασίας ανά πάσα στιγμή.

Που πήγαν τα σκάνδαλα;

Τα μίντια αποφεύγουν όλο και πιο πολύ να χρησιμοποιούν τη λέξη “σκάνδαλο” όσον αφορά τις παρακολουθήσεις. Είναι πιθανότερο να ακούσετε τη λέξη σκάνδαλο για τις εξωσυζυγικές σχέσεις κάποιου διάσημου αστέρα του Χόλιγουντ, παρά για το γεγονός, για παράδειγμα, της αποκάλυψης ότι η NSA υπέκλεψε τις συνδιαλέξεις εκατομμυρίων χρηστών της Google και της Yahoo. Είναι και αυτό μια τακτική στα πλαίσια της “εκπαίδευσης” των κοινωνιών. Εφόσον οι πολίτες πρέπει να εξοικειωθούν με την παρακολούθηση των πάντων, η λέξη “σκάνδαλο” πρέπει να εκλείψει από τέτοιου είδους υποθέσεις.

Η τεχνολογία δημιούργησε έναν πλουραλισμό εύκολης και γρήγορης επικοινωνίας, αλλά ταυτόχρονα άνοιξε και νέες διόδους παρακολούθησης. Παίζει και αυτό το γεγονός τον δικό του ρόλο στην εξοικείωση των πολιτών στις παρακολουθήσεις.

Στην πραγματικότητα, τους τελευταίους μήνες, αποκαλύφθηκαν τόσα πολλά απανωτά σκάνδαλα παρακολουθήσεων, που οι πολίτες όχι μόνο εξοικειώνονται με αυτά, αλλά πολλές φορές τα παρακάμπτουν και επικεντρώνονται σε άλλου είδους γεγονότα, με εξαίρεση κάποιες μεμονωμένες και σπασμωδικές διαμαρτυρίες. Ίσως τίποτα τελικά να μην είναι τυχαίο.

Έτσι, οι κυβερνήσεις σήμερα δεν χρειάζεται να ασκήσουν βία. Οι συγκρούσεις στους δρόμους αποτελούν ρίσκο, κανείς δεν μπορεί να προβλέψει απόλυτα ποια θα είναι η κατάληξή τους. Όμως η κατάλληλη “εκπαίδευση” των κοινωνιών, είναι τελικά μια πολύ πιο σίγουρη μέθοδος επιβολής της περίφημης “νέας τάξης πραγμάτων”.
